Alderman Anthony made a motion seconded by Alderman Pusa to approve 49- OCT20-Zevad Mohammed A6: A request for a Special Use Permit for Used Motor Vehicle Sales at 4501 North Belt West ( Parcel number 08-07.0-423- 0230, located in a " C-2" Heavy Commercial District.

Alderman Ovian advised he is against this primarily because of salvage vehicles are sold it presents a problem for the customer. This is a problem for any Ward when salvage vehicles are sold. The average cost per vehicle is no more than$ 6,000.
Director of Residential and Commercial Development Services, Annissa McCaskill, stated during the meeting Mr. Ali was asked if he would be selling from salvage yards; Mr. Ali was speaking through a translator; therefore, she followed up after the meeting. He advised her he would not be selling from a salvage yard.
Alderman Anthony advised he researched the average price of used vehicles is$ 4, 500.00. There is a market for vehicles in this price range. Mr. Ali knows he will have to follow the ordinance regarding used cars. Mr. Ali has purchased the building and he would rather see a used car lot there than nothing. Mr. Ali should be given a chance.
Alderman Dintelman stated there was no recommendation from the committee; however, he read it was 4/ 1 then 3/ 2 and now no recommendation; Director of Residential and Commercial Development Services, Annissa McCaskill, advised there was no recommendation from the committee. There was a motion made to deny by the committee and failed with a vote of 3/ 2.
Alderman Elmore asked if there has been feedback for or against this application; Director of Residential and Commercial Development Services, Annissa McCaskill, advised there was none.
Alderwoman Schaefer stated this was a car dealership before, this gentleman worked for this dealership; Director of Residential and Commercial Development Services, Annissa McCaskill, advised he worked for the former owner for three years.
Alderman Ferguson asked if there was discussion regarding updating the facility, lighting etc.; Director of Residential and Commercial Development Services, Annissa McCaskill, advised he will seek to do some work. There is lighting onsite that has not been activated and there will be a security system on site as well.
Alderwoman Once, asked how long the business has been closed; Director of Residential and Commercial Development Services, Annissa McCaskill, stated she does know; however, the former owner got his special use permit to operate in 2017.
