Mayor Gregory called this meeting to order.

City Clerk Meyer called roll. Members present on roll call: Alderman Hazel, Alderman Whitaker, Alderwoman Eros, Alderman Randle, Alderman Ferguson, Alderman Anthony, Alderman Ovian, Alderman Dintelman, Alderwoman Stiehl, Alderman Rothweiler, Alderman Weygandt, Alderman Wigginton, Alderwoman Sullivan.

Alderwoman Duco, Alderwoman Schaefer and Alderman Elmore excused.

ROLL CALL DEPARTMENT HEADS

City Clerk Meyer called roll of Department Heads: City Treasurer Sarah Bierman; City Attorney Hoemer, Police Chief, Bill Clay; Fire Chief, Tom Pour; Director of Public Works, Jason Poole; Director of Wastewater, Randy Smith; Director of Library, Leander Spearman; City Engineer, Sal Elkott; Director of Health, Housing and Building, Scott Tyler; Director of Human Resources, Seth Miller.

PUBLIC PARTICIPATION

Stewart Lannert

A friend of his had an altercation with a pit bull. She said it happened on West Main Street, an ambulance was called, and she was taken to the hospital. He went to the Library and they could find no findings of a dog bite in the Belleville News-Democrat.

He has not received a letter for four days. He called the Post Office and he finally received mail on the 5" day. The Post Office informed him he would not be receiving mail due to his signs.

PRESENTATIONS, RECOGNITIONS & APPOINTMENTS

Mayor Gregory recognized Tom Pour for 29-years of service with the City of Belleville Fire Department.

Fire Chief Pour and Assistant Fire ChiefPenet gave recognition and presented Medals ofValor and Life-Saving Medals to members of the Belleville Fire Department.

APPROVAL OF MINUTES

Alderman Randle made a motion seconded by Alderman Ferguson to approve City Council Meeting Minutes and Executive Session Minutes of July 6, 2021.

All members voted aye.

CLAIMS, PAYROLL AND DISBURSEMENTS

Alderman Rothweiler made a motion seconded by Alderwoman Stiehl to approve claims and disbursements in the amount of805,346.55 payroll in the amount of $861, 762.20.

Alderman Whittaker made a motion seconded by Alderman Randle to approve the promotion of Detective Beau Barfield to Sergeant effective Tuesday, July 20, 2021 at 12:01am.

Alderman Randle made a motion seconded by Alderwoman Eros to approve the following motions:

Motion to approve a development agreement with Tropical Breeze Caf6 for the remodeling of the existing facility located at 4901 West Main Street.

Motion to approve a development agreement with Shoehorn Brewing, Inc. and Shoehorn Properties, LLC for acquisition and remodeling of the existing facility located at 225 East Main Street.

Motion to approve a development agreement with Oral Facial Surgery Institute of Illinois for the acquisition and remodeling of the existing facility located at 10200 West Main Street.
