City of Troy Administrative & Community Services Committee met Dec. 2.

Here are the minutes provided by the committee:

MEMBERS PRESENT: Elizabeth Hellrung (Chair), Dan Dawson, Sam Italiano, Tony Manley (substitute for Debbie Knoll)

MEMBERS ABSENT: Debbie Knoll

OTHERS PRESENT: City Administrator Jay Keeven, Police Chief Brent Shownes, Public Works Director Rob Hancock, City Clerk Kim Thomas

Chair Hellrung called the meeting to order at 6:30pm and roll call was taken. Hellrung then asked for a motion to approve the minutes of the previous meeting.

Motion: To approve the September 9, 2021 minutes as written.

Moved by: Dawson. Second by: Italiano. Motion approved by unanimous voice vote. Review of Proposed Non-Highway Vehicle (“Golf Cart”) Ordinance:

The committee reviewed the draft prepared by Mr. Keeven. They addressed items which had not been finalized the previous committee meeting:

- Troy Chief of Police (or his designee_ will be conducting vehicle certifications and issuing permits.

- Permits ($50) will be issued annually and are valid for one calendar year (1 January – 31 December).

- Fees will be determined by the city council and may change from time to time.

- Equipment list was reviewed. No changes were needed.

- Speed limit for all non-highway vehicles was set at 25 mph or posted speed limit, whichever is lower.

- Stickers will be provided for certified vehicles and must be displayed on the rear of the vehicle.

- There will be fines for violations while operating non-highway vehicles. These fines will be listed in the city Schedule of Fees in the Code of Ordinances.

- Expiration date for the ordinance was set for December 31, 2023. This date may only be extended by a majority vote of the city council.

- Map of authorized city streets was reviewed and minor changes were made. Non-highway vehicles will not be permitted on Troy’s main streets due to safety issues. They will also not be permitted in Tri-Township Park.

The revised ordinance will require review by the city attorney and will then receive a final review by the committee prior to being presented to the city council. This will hopefully occur in early January.

Business being concluded, Chair Hellrung asked for a motion to adjourn the meeting.

Motion: To adjourn the committee meeting.

Moved by: Manley. Second by: Italiano. Motion approved by unanimous voice vote. Meeting adjourned at 7:41 pm.
