City of Collinsville City Council met Aug. 23.

Mayor Pro Tem Stehman announced the opening of the Public Hearing regarding the Annexation Agreement with Collinsville Community Unit 10 School District.
Staff Report: Presented by Community Development Director Travis Taylor.
Director Taylor advised the Collinsville Community Unit 10 School District is requesting the annexation of Kreitner School property along with other adjacent properties to the east of the school. In all, the annexation will include 5 parcels: Kreitner School at 9000 Rene Ave. (2 parcels) and Kreitner Subdivision at 9021 and 9027 Rene Ave. and 3110 Barn Rd. (3 parcels). The property will be zoned R-1 upon annexation. He displayed a Zoning and Future Land Use Map of the property. A draft subdivision plat and annexation plat was also displayed for review.
Mayor Pro Tem Stehman inquired of the subdivision plat process to which Director Taylor advised it was processed at the county level. Director Taylor identified several small parcels that is not part of the annexation.
Councilman Jerome inquired of reasoning for the annexation. Director Taylor advised the school district wishes to be incorporated into the City to take advantage of police and fire protection services, should the need arise.
Councilman Hausmann inquired of potential development plans for the vacant parcels to which Director Taylor advised no immediate development plans exist.

2. Ordinance Authorizing the Mayor to Execute an Annexation Agreement Between the City of Collinsville and the Board of Education of Collinsville Community Unit School Disctrict No. 10 (9000 Rene Avenue, 9027 Rene Avenue, 9021 Rene Avenue, and 3110 Barn Road)
Director Taylor advised this Ordinance would authorize the Mayor to execute an Annexation Agreement with Collinsville Community Unit 10 School District for property located at 9000 Rene Ave., 9021 Rene Ave., 9027 Rene Ave., and 3110 Barn Road. All required documents (Petition to Annex, Annexation Agreement, and Annexation Plat) have been received.
A motion was made by Councilman Jerome, seconded by Councilman Green to approve. The motion carried by the following vote:

3. Ordinance Annexing Real Estate Owned by the Board of Education of Collinsville Community Unit School District No. 10 into the City of Collinsville, Illinois (9000 Rene Avenue, 9027 Rene Avenue, 9021 Rene Avenue, and 3110 Barn Road)
Director Taylor advised this Ordinance would authorize 5 parcels in total to be annexed into the corporate limits of Collinsville. The addresses to be incorporated are 9000 Rene Ave. (2 parcels), 9021 Rene Ave., 9027 Rene Ave., and 3110 Barn Road.

4. Ordinance Rezoning Real Estate Owned by B and K Auto Sales Located at 301 West Main Street and 101 North Seminary Street from "B-2" Commercial District to a "UCD" Uptown Collinsville District
Director Taylor advised the property owner of 301 W. Main and 101 N. Seminary is seeking to rezone to UCD (Uptown Collinsville District) due to change in use for a fitness center. He advised the front part of the building (301 W. Main) is currently being used and will continue to be used as an office space for tax preparations. A new occupant is seeking to lease the rear of the building (101 N. Seminary) as J5 Crossfit. Rezoning to UCD is inline with Comprehensive Plan, Future Land Use Map and Uptown Master Plan. He displayed an aerial view and pictures of the property. Staff recommends approval.

H. SPEAKERS FROM THE FLOOR
Aaron Wright spoke of comments made by Councilman Stehman regarding Home Rule. He advised he submitted a FOIA request for the referenced document but was advised no record was available.
Kevin Wrigley spoke of the July 26 Council meeting regarding the Resolution for language of the ballot question pertaining to Home Rule. He spoke of comments made during the meeting.

City Manager Bair spoke of the recent water main break.
Parks and Recreation Director Kimberly Caughran mentioned upcoming events:
Only Rain Down the Drain educational event at Willoughby on August 27 at 9:30am
Urban Ecology Club at Woodland Park on September 11 at 1pm
Tunes at Blum free concert series - September 7, 14 and 28 starting at 6:30pm
City Manager Bair highlighted data from Great Rivers and Routes Tourism Bureau regarding visitor trends in the City of Collinsville. He explained the data collected comes from point of sale and billing zip code for the credit card used as well as cell phone locations. The program defines a visitor as being from 30 miles or more away and spends at least 2 hours within Collinsville. The data showed Saturday as being the busiest day with over 47% of sales coming from visitors and Tuesday as being the slowest day with 21% of sales from visitors to Collinsville. He clarified that this data does not account for those visitors who pay with cash, present in Collinsville but less than 2 hours, and those who live less than 30 miles away. He advised Cory Job of Great Rivers and Routes Tourism Bureau will do a formal presentation with refined data at a future Council meeting.

M. NEW BUSINESS
1. Ordinance Authorize the Mayor to Approve an Intergovernmental Agreement Between the Collinsville Community Unit School District No. 10 and the City of Collinsville with Regards to the Transfer of Real Estate
City Manager Bair advised this Ordinance would authorize an agreement with Collinsville Unit School District 10 for the purchase and transfer of property. The tract of property consists of 3 lots (2 on Rene Ave. which Unit 10 will contain ownership of and 1 at 3110 Barn Rd. that will be owned by the City). The agreement splits the cost of the tract of property between Unit 10 and the City at $100,000 each. The property acquisition provides for contiguity of City's corporate limits and allows for the annexation of Kreitner School property which will now be eligible for public services from the City. He advised the open space at 3110 Barn Rd. is adjacent to Fanduel (Fairmount Park) and permits the City to address stormwater management.
Dr. Skertich, Superintendent of Collinsville Unit School District 10, thanked Council for their continued support and partnership with the school district. Councilman Green spoke of her excitement over the level of partnership that has transpired between the school district and the City and Mayor Pro Tem Stehman agreed.
Councilman Jerome spoke of the benefits of owning the adjacent property by allowing the City to control stormwater issues, availability of frontage property, and the possibility of a park like setting next to the school.

2. Ordinance to Authorize a Change Order in the amount of $28,258 to the Contract with JP Burns Excavating Inc. for the Jefferson School Detention Project - Project #ST20-046 Bringing the Total Contract Value to $243,349
City Engineer Troy Turner advised this Ordinance would authorized a change order in the amount of $28,258 with JP Burns Excavating for additional work to relocate a private lateral that is in conflict with the Jefferson School Detention Project.

3. Ordinance Amending the Collinsville Municipal Code Title 12, Chapter 12.12 Related to Trees and Shrubs
Deputy City Manager Derek Jackson advised this Ordinance is a text amendment updating Title 12 with regards to Trees and Shrubs on public property. The last update was done in 2005. The Illinois Department of Natural Resources sample community tree ordinance was used as a guide in drafting the proposed amendment and has been reviewed by City boards/commissions (Cool Cities Committee, Community Appearance Board, and Parks and Recreation Advisory Commission). The amendment includes: Purpose Section, updated definitions, Authority of Power section, Tree Advisory Board, suggested and prohibited public trees, and addresses against harming public trees. He clarified that this Ordinance only addresses trees on public property and not those on private property.
A brief discussion was had regarding utilizing the Tree Advisory Board for recommendations of tree landscaping on site plans before the Planning Commission.
Councilman Hausmann clarified that trees on the right-of-way will be maintained by the City to which Deputy City Manager Jackson confirmed. City Manager Bair reiterated that only those trees within the right-of-way will be maintained by the City and not trees adjacent to the right-of-way.

4. Resolution Appointing a Member to the Community Appearance Board (Hayley Skelton)
Director Caughran advised the Community Appearance Board is comprised of 13 members. There are currently 2 vacancies on the board. Ms. Skelton recently submitted her application wishing to volunteer on the Community Appearance Board as a member. This Resolution would appoint Ms. Skelton to a 4 year term.
