City of Belleville Library Board met Aug. 11.

Here are the minutes provided by the board:

I. Call to order and safety instructions: Board President Mary Smith called the meeting to order at 6:32 p.m.

Also present: Leander Spearman, Library Director, Angela Riley, Library Administrative Assistant, Steve Sommers, Director of Straight Up Solar, and Bethanie Stahl, Patron.

II. Public Comments: Library Patron, Bethanie Stahl made a public comment. She presented a complaint to the board regarding a damaged book fee assessed to her membership account. The board reviewed and discussed her concerns.

Jamie Maitret moved the motion to charge the patron $8.99 for the price of the book and wave the $5.00 damaged book fee assessed to the membership account of patron Bethanie Stahl. David Fields seconded the motion. Roll Call Vote: 5 ayes. Motion carried.

III. Approval of Minutes: Jamie Maitret moved the motion to accept the minutes of the June 9, 2022, Board Meeting. Helen Thompson seconded motion. Minutes were approved.

IV. Personnel/Legal/Legislation: Leander Spearman presented a memorial statement in honor of deceased board member Carol Keeley.

V. Policy:

VI. Property, Equipment, and Service: Leander Spearman introduced Steven Sommers of Straight Up Solar to present an overview of the solar process, the potential costs, and savings and to answer any questions.

Leander Spearman reviewed the status of the digitized services the library has through News Bank and the discussions that are being had for them to provide services needed in the future.

Leander Spearman reviewed the upgrade of the current Fire/Intrusion Alarm System to a remote access system at the main location.

Leander Spearman stated that he has met with the Secretary of State to discuss the revenue possibilities and process of contracting with the State to sell license plate renewal stickers.

Leander Spearman presented the details, costs, and value for the library to participate in a Statewide Virtual programming platform, Illinois Libraries Presents.

Belleville Public Library Board of Trustees Meeting

Jamie Maitret moved the motion for the Belleville Public Library to participate in the Libraries Presents Virtual Program. Helen Thompson seconded the motion. Roll Call Vote 5 ayes. Motion carried.

Leander Spearman reported on the status of the Elevator and HVAC replacements.

Leander Spearman reported that he was contacted by Doda Starkey from the national office DAR about recognizing a former president of the DAR from Belleville. They were requesting permission to install a bench in memoriam of their member.

Jamie Maitret moved the motion to approve the installation of a Memorial Bench by the national office DAR in recognition of a former president from Belleville. Mary Karban seconded the motion. Motion carried.

Leander Spearman reviewed the details of a camping kit for circulation proposal presented to him by a Girl Scout pursuing her Girl Scout Gold Award.

Leander Spearman reported that the plans for the library to distribute Covid tests, turned out to be too intrusive for the staff and will not be implemented.

VII. Finance: Helen Thompson moved the motion to ratify the approval of the July claims. Mary Karban seconded the motion. Roll Call Vote:5 ayes. July Claims were ratified.

Jamie Maitret moved the motion to approve the August claims to be paid and Mary Karban seconded the motion. Roll Call Vote: 5 ayes. August Claims were approved.

XII. Adjourn: The Motion was made by Jamie Maitret and seconded by Helen Thopson to adjourn. Motion carried. The August 2022 meeting adjourned at 812 p.m. The next meeting of the Library Board of Directors will be held Thursday, September 8, 2022, at 6:30 p.m., West Branch.
