City of Jerseyville City Council met Sept. 6.

Here are the minutes provided by the council:

The Jerseyville City Council held their regular meeting at the Jerseyville City Hall at 6:00 p.m. via teleconference due to the COVID-19 pandemic. The public was invited to attend by calling the teleconference phone number.

ROLL CALL: Present were Commissioners Kevin Stork, Steve Pohlman, Zachary Crawford, Nick Bexheti, and Mayor William Russell. City Attorney William Strang was also present.

Commissioner Pohlman led the opening prayer and Pledge of Allegiance was recited.

A motion was made by Comm. Stork, seconded by Comm. Bexheti, to approve the minutes from the meeting held Tuesday, August 23, 2022. Roll call vote showed Pohlman aye, Crawford aye, Stork aye, Bexheti aye, and Russell abstain. Motion carried.

A motion was made by Comm. Stork, seconded by Comm. Crawford, to approve the bills as presented for September 6, 2022, in the amount of $337,273.45. Roll call vote showed all voted aye, no nays, motion carried.

A motion was made by Comm. Bexheti, seconded by Comm. Stork, to approve a rental application submitted by the library to use City Center Park from 10:00 a.m. to 1:00 p.m. on Saturday, October 29, 2022, for the annual Halloween Festival and agreed to waive the rental fee. Roll call vote showed all voted aye, no nays, motion carried.

A motion was made by Comm. Stork, seconded by Comm. Crawford, to approve a request from the library to close East Pearl Street, in front of the Stadium Theatre, from State Street to Jefferson Street, for hayrides during Halloween Festival on October 29, 2022. All voted aye, no nays, motion carried.

A motion was made by Comm. Stork, seconded by Comm. Crawford, to approve a request from the library for a donation in the amount of $1,100.00 for the Halloween festival on October 29, 2022. Judy Pruitt, Librarian, was present to speak to Council mentioning there will be a costume contest, carnival games, trick or treating at participating businesses, and refreshments during this year’s event. She also noted the Arts Council will be offering crafts for those who are interested. All voted aye, no nays, motion carried.

A motion was made by Comm. Stork, seconded by Comm. Bexheti, to approve an intergovernmental agreement between the City and Jersey County for use of Susnig Complex for a shelter in the event of a disaster or extended loss of power to both city and county residents. Fire Chief Keith Norman stated the County has agreed to use ARPA funds they received to purchase a generator and transfer switch that will be installed at the Complex which will be operational on the gym and senior area of the Complex should the need arise. All voted aye, no nays, motion carried.

In other business, Chief Norman mentioned four (4) backup wireless cameras have been donated to the Fire Department by Mr. Dennis Ford. Director of Public Works Bob Manns mentioned oil and chip process will begin next week starting in the Baxter Street area and north of Highway 16.

No public comment.

A motion was made by Comm. Stork, seconded by Comm. Pohlman, to go into closed session to discuss personnel. Roll call vote showed all voted aye, no nays, motion carried.

Being no other business to be discussed, and no action taken from closed session, a motion was made by Comm. Stork, seconded by Comm. Crawford, to adjourn the meeting. Roll call vote showed all voted aye, no nays, motion carried.
