City of Belleville Police & Fire Committee met Sept. 12.

Here are the minutes provided by the committee:

Committee Chair Alderman Johnnie Anthony called the meeting to order at 6:00 p.m.

Committee Members Present: Johnnie Anthony, Bryan Whitaker, Shelley Schaefer, Carmen Duco, Dennis Weygandt, Scott Ferguson, and Kara Osthoff

Department Head/Staff: Asst. Chief Rick Wangelin, and Sarah Biermann

Guest Alderman: Phil Elmore arrived at 6:07

Excused: Mary Stiehl

Minutes:

Alderwoman Schaefer motioned to accept the minutes of the July 11, 2022, and August 8, 2022, meeting as presented, second by Alderman Weygandt. All members present voted – Aye. Motion passed.

Public Comments:

None.

Staff Report:

Fire Department: Interim Chief Rick Wangelin reported the Fire Department will be doing tent inspections for the Oktoberfest this weekend. They will make sure the open flame sources are spaced properly as well as extension cords and tripping hazards.

Interim Chief Wangelin informed the committee that the new engineer list, preliminary promotion list, will go to Police & Fire Commissioners on Thursday, September 15, 2022. October 3, 2022 will be the promotion date.

Alderman Whitaker made a motion second by Alderman Weygandt to approve the top two candidates for promotion. Members voting aye on roll call: Anthony, Whitaker, Schaefer, Duco, Weygandt, Ferguson, Osthoff.

New Business:

Alderman Weygandt expressed his concerns with million-dollar fire trucks running around doing Fire Inspections. He suggested to hire Inspectors to do these duties. Interim Chief Wangelin stated he would like to move forward with this idea. Alderman Whitaker suggested to make it a part of the Light Duty assignments, but Interim Chief Wangelin stated that Light Duty was not well defined in the CBA. City Treasurer Biermann explained the benefits of having the Firefighters complete the Fire Inspections, the main benefit, the Firefighters learn the layouts of these buildings that they would be entering in case of a fire. That firsthand knowledge is very beneficial.

Alderwoman Schaefer asked if there was any progress on lift assists, Interim Fire Chief Wangelin said no.

Alderwoman Schaefer motioned to adjourn the meeting at 6:14 p.m. second by Alderman Ferguson. All members present voted - Aye. Motion passed.
