City of Collinsville Historic Preservation Commission met Oct. 12.

Here are the minutes provided by the commission:

A. CALL TO ORDER:

Chair Hines called the meeting to order at 5:36 pm.

B. ROLL CALL

Present: Lavadna Hines, Lois Metzger, Scott Rayho, Linda Rayho, Alene Hill

Absent: None

Also Present: Director of Community Development Travis Taylor

C. SPEAKERS FROM THE FLOOR

None

D. APPROVAL OF MINUTES

Motion to approve minutes of the September 7, 2022 meeting – Scott Rayho moved to approve the minutes of the September 7, 2022 meeting, as amended, seconded by Alene Hill. The motion passed by unanimous voice vote

E. NEW BUSINESS

1. COA 22-01 REVISED (Certificate of Appropriateness) A request by Jim Meridith for a revision to an approved Certificate of Appropriateness to replace the canopy at Kassly Meridith Funeral Home, a locally-designated landmark at 515 Vandalia Street. Director Taylor discusses the proposed revisions to the Kassly-Meridith Funeral Home, including the revisions include brick pillars and a the potential removal of the proposed ADA ramp. The applicant is proposing to retain the scope and size of the proposed canopy.

The Preservation Commission and the applicant hold a brief discussion regarding the reduced scope of work, ADA requirements, and the rising costs of construction. The applicant states that while the ADA ramp improvements are not currently proposed, the size of the canopy and improvements to the entrance will allow for the addition of a ramp at a later date.

Linda Rayho moved to approved the revisions to COA 22-01, seconded by Scott Rayho. Motion passed by unanimous role call vote.

F. OLD BUSINESS

None

G. STAFF REPORT

Director Taylor provided a brief update on the City’s CLG grant. Director Taylor stated that the agreement had been executed and representatives from CMT Engineering are likely to be present at the November meeting to discuss the project.

H. COMMENTS FROM COMMISSION MEMBERS

1. Update on Friends of DD Collins House

Ms. Hines stated that the Friends did some minor repairs to the stairs and banisters which have been completed. She also noted the status of the garden, the potential for an expanded sensory garden and the state of the property.

2. Comments from Commission

The Commission discussed the 150th anniversary celebration at the Museum on October 1st. Ms. Rayho mentioned that she had heard that the City is looking to explore future community gardens which would be a good addition to the community

I. ITEMS FOR NEXT AGENDA

Director Taylor mentioned that the CMT presentation will likely be at the next agenda. The Commission also discussed the December meeting and the likelihood of it being cancelled due to lack of business.

J. ADJOURNMENT: A motion was made by Linda Rayho, Seconded by Alene Hill to adjourn the meeting at 6:35 pm. The motion passed by a unanimous voice vote.
