City of Belleville Finance Committee met Dec. 12.

Chairman Whitaker called the meeting to order at 7:00 pm. All committee members were present. Chairman Whitaker introduced guests. Emergency evacuation procedures were announced.
Chairman Whitaker opened public participation.
Michael Hagberg – He questioned the grocery sales tax that was suspended by the State in July.
Public participation was closed.
Chairman Whitaker asked for a motion to approve the minutes from the November 14, 2022 meeting.
Motion
Alderman Schaefer made a motion to approve the minutes from November 14, 2022. Alderman Ferguson seconded. All attending members voted yes. The motion passed.
2022 Tax Levy
Jamie Maitret explained that the proposed tax levy has been discussed by the Committee over the last couple of months. The final information that she was waiting for came in favorably. Tonight she is recommending approval of a tax levy of $11,435,000 which is the exact amount that was levied last year. Some lines increased, and some decreased, but overall in total it is the exact same amount as last year. There were needed increases to the Library Fund and Recreation Fund, as well as the pension funds. Discussion followed.

Alderman Rothweiler made a motion to approve the 2022 Tax Levy. Alderman Elmore seconded. Roll call vote was taken. Alderman Duco, Ferguson, Ovian, Schaefer, Rothweiler, Elmore, Sullivan and Whitaker all voted yes. The motion passed.
Purchase of 2023 Ford F350 Pickup Truck
Chairman Whitaker explained that Jason Poole was not able to attend the meeting tonight, but discussed these truck purchases with him. This first truck is for the Public Works Department. We would like to put in orders with the State vendor, but due to ongoing supply chain issues, there is no guarantee that we will be able to actually get these vehicles. Discussion followed.
Motion
Alderman Elmore made a motion to approve waiving the formal bidding procedures and utilizing the State of Illinois contract to purchase a new 2023 Ford F350 pickup truck from Morrow Brothers Ford in the amount of $54,328. Alderman Rothweiler seconded. Roll call vote was taken. Alderman Duco, Ferguson, Ovian, Schaefer, Rothweiler, Elmore, Sullivan and Whitaker all voted yes. The motion passed.
Purchase of 2023 Ford F150 Pickup Truck
This truck is for the Parks & Recreation Department.
Motion
Alderman Ovian made a motion to approve waiving the formal bidding procedures and utilizing the State of Illinois contract to purchase a new 2023 Ford F150 pickup truck from Morrow Brothers Ford in the amount of $40,810. Alderman Schaefer seconded. Roll call vote was taken. Alderman Duco, Ferguson, Ovian, Schaefer, Rothweiler, Elmore, Sullivan and Whitaker all voted yes. The motion passed.
Purchase of 2023 Ford F350 Dump Truck
This truck is for the Public Works Department.
Motion
Alderman Ferguson made a motion to approve waiving the formal bidding procedures and utilizing the Sourcewell Purchasing Alliance contract #080818-VCM to purchase a new 2023 Ford F350 dump truck from Viking Cives Midwest in the amount of $78,103. Alderman
Elmore seconded. Roll call vote was taken. Alderman Duco, Ferguson, Ovian, Schaefer, Rothweiler, Elmore, Sullivan and Whitaker all voted yes. The motion passed.
Budget Amendments
Budget amendments presented in the packets, as recommended by the Finance Director.

Alderman Elmore made a motion to approve the budget amendments, as recommended by the Finance Director. Alderman Schaefer seconded. Roll call vote was taken. Alderman Duco, Ferguson, Ovian, Schaefer, Rothweiler, Elmore, Sullivan and Whitaker all voted yes. The motion passed.
Revenue Sources
Motion to receive and file.
Director Maitret also discussed the question regarding grocery sales tax that was questioned during public participation.
