City of Belleville Police & Fire Committee met Dec. 12.

Here are the minutes provided by the committee:

Committee Chair Alderman Johnnie Anthony called the meeting to order at 6:00 p.m.

Committee Members Present: Johnnie Anthony Bryan Whitaker Shelley Schaefer Carmen Duco Dennis Weygandt Scott Ferguson Kara Osthoff Mary Stiehl

Department Head/Staff: Chief Matt Eiskant Captain Todd Keilbach Fire Chief Lloyd Stinson

Guest: Michael Hagberg

Minutes:

Alderman Whitaker motioned to accept the minutes of the November 14, 2022, meeting as presented, second by Alderman Weygandt. All members present voted – Aye. Motion passed.

Public Comments:

Michael Hagberg welcomed new Fire Chief, Lloyd Stinson.

Staff Report:

Police Department:

1. Promotions of MSgt. Rob Rust to Lieutenant and MSgt. Sean Harris to Lieutenant. Chief Eiskant stated they will be taking these to the Police & Fire Commissioners later this week. This will bring the Lieutenant count to four. Alderman Weygandt asked if the Lieutenant is assigned to the night shift if that is his permanent shift. Chief Eiskant replied yes. Keeping the same Lieutenants on the same shift provides continuity for each shift.

2. Increase staffing from 72 officers to 74 officers. Chief Eiskant informed the committee that Sheriff Watson requested a City of Belleville Police Officer to take a position In the Auto Task Force. This is a fully reimbursable position. Chief Eiskant has spoken with Finance Director Jamie Maitret who states there is enough money in the current budget to hire the additional officers. During the next budget negotiations, he will request to bring the Police Department up to 80 officers. There is also a new hiring list that has been posted.

Alderman Weygandt made a motion second by Alderwoman Schaefer to approve increasing the Police Staffing from 72 Officers to 74 Officers.

Members voting aye on roll call: Anthony, Whitaker, Stiehl, Duco, Weygandt, Ferguson, Osthoff, Schaefer.

Motion carries.

3. COPS Grant FY ’22 De-Escalation Award. The State of Illinois is mandating additional training for all Police Officers. The Police Department applied for this grant and was awarded $35,000.00.

Alderman Whitaker made a motion second by Alderwoman Schaefer to accept the grant for $35,000.00.

Members voting aye on roll call: Anthony, Whitaker, Stiehl, Duco, Weygandt, Ferguson, Osthoff, Schaefer.

Motion carries.

4. Street Smarts VR. Chief Eiskant explained what Street Smarts VR, Software License Contract, Core Hardware, and VR System will do for the Police Department. This is a virtual reality software that Officers will use to train for de-escalating situations through decision making scenarios.

Alderwoman Schaefer made a motion second by Alderwoman Stiehl to approve the $35,000.00 to purchase the Street Smarts VR.

Members voting aye on roll call: Anthony, Whitaker, Stiehl, Duco, Weygandt, Ferguson, Osthoff, Schaefer.

Motion carries.

5. Power DMS contract. Chief Eiskant stated this is the software that they use everyday in the Police Department for staffing, overtime, and payroll etc.

Alderwoman Schaefer made a motion second by Alderwoman Stiehl to approve the expense of $3,960.00 for the annual contract.

Fire Department:

Alderman Anthony welcomed new Fire Chief, Lloyd Stinson. Several of the Aldermen/women briefED the new Chief on items that were being worked on, and discussed prior to his appointment. Including, Lift Assist and Ambulance Service. Chief Stinson was asked to report to the committee how many calls they run each month and the nature of the calls.

Alderwoman Schaefer made a motion second by Alderwoman Stiehl to adjourn the meeting at 6:26 p.m. All members present voted - Aye. Motion passed.
