1. Approval of minutes from the April 13, 2023 ACS meeting - Motion to approve (Krause), seconded (Grant) and voted all ayes to forward to Council

- Letter from Zoning Board of Appeals regarding a Special Use Permit for 300 S. Buchanan St
- Letter from Zoning Board of Appeals regarding a Special Use Permit for 3918 Poag Rd
- March 2023 Monthly Building Permit Report
A. FILED FOR SECOND READING:
1) Second Reading of an Ordinance Approving a Zoning Amendment Rezoning the I- 55 Corridor Zoning District from TC Town Center, MUC Mixed Use Commercial and NR Neighborhood Residential to one of Goshen Center, Goshen Mixed Use, Goshen Commercial, Pin Oak Commercial, and Residential. - Motion to approve (Krause), seconded (Burns) and voted all ayes to forward to Council
2) Second Reading of an Ordinance Amending Appendix B (Zoning) of the Codified Ordinances of the City of Edwardsville by updating and adding Definitions - Motion to approve (Krause), seconded (Grant) and voted all ayes to forward to Council 3) Second Reading of an Ordinance Making Appropriations for the Fiscal Year Beginning the First Tuesday in May, A.D., 2023 and Ending the Monday Preceding the First Tuesday in May, A.D., 2024. Jeanne provided additional details. - Motion to approve (Krause), seconded (Burns) and voted all ayes to forward to Council
B. NEW ITEMS:
1) City Of Edwardsville Commercial Building Façade Application for 222 Artisan Bakery located at 224 N. Main St. in the amount not to exceed $462.50. James provided additional information. - Motion to approve (Krause), seconded (Grant) and voted all ayes to forward to Council
2) City of Edwardsville Commercial Building Façade Application for PFINKHOUSE LLC located at 201 N. 2nd St. in the amount not to exceed $25,000.- Motion to approve (Krause), seconded (Burns) and voted all ayes to forward to Council
3) A Resolution Approving a Special Use Permit for a Drive-Thru Facility at 300 Buchanan St. Steve provided additional information. Ryan Darr also provided information. - Motion to approve (Krause), seconded (Burns) and voted all ayes to forward to Council
4) A Resolution Approving a Special Use Permit for the Production, Processing, or Manufacturing of a Commodity Involving Raw Materials at 3918 Poag Rd. Steve Stricklan and Justin Venvertloh provided additional information. John Falcone asked where mixing occurs. - Motion to approve (Krause), seconded (Grant) and voted all ayes to forward to Council
5) Resolution approving the agreement between the City of Edwardsville and The Great Rivers & Routes Tourism Bureau for State of Illinois Route 66 Grant Program Round 2. James Arnold provided additional information. SJ also provided additional information. - Motion to approve (Krause), seconded (Burns) and voted all ayes to forward to Council
