City of Edwardsville Public Services Committee met April 25

I. Public Comment: None 

II. Council Matters: 

A. Approval of Minutes from the Public Services Committee meeting of April 11, 2023: 

Alderman Farrar made a motion to recommend Approval of the Minutes from the Public Services Committee meeting of April 11, 2023. Alderman Stack seconded the motion. All Ayes. Committee forwarded to Council for information. 

B. Agreement between the City of Edwardsville and Plocher Construction as Construction Manager for the extension of Sports Park Drive 

Alderman Stack made a motion to approve with Alderman Farrar seconding the motion. Staff explains that this agreement establishes a partnership with Plocher Construction to act as Construction Manager for the extension of Sports Park Drive to IL143 at Blackburn Road. All Ayes. Committee forwarded to Council for consideration, 

C. Approval to Award the Waste Water Treatment Plant LED Replacement Contract to STL LED, LLC in the amount of $59,370.30 

Alderman Farrar made a motion to approve with Alderman Stack seconding the motion. Staff explains that this contract will upgrade the existing light fixtures at the Waste Water Treatment Plant to LED Fixtures. All Ayes. Committee forwarded to Council for consideration. 

D. Approval to Award the Waste Water Treatment Plant Roof Replacement Contract to Jim Taylor, Inc. in the amount of $47,330.00 

Alderman Stack made a motion to approve with Alderman Farrar seconding the motion. Staff explains that this contract is for the roof replacement on the office and laboratory at the Waste Water Treatment Plant. All Ayes. Committee forwarded to Council for consideration. 

E. Approval to Award the 2023 CIP Sidewalk Contract to Stutz Excavating, Inc. in the amount of $223,677.85 

Alderman Stack made a motion to approve with Alderman Farrar seconding the motion. Staff explains that this contract is for removal and replacement of sidewalk in anticipation of a resurfacing project that will be bid later this year. All Ayes. Committee forwarded to Council for consideration. 

F. Approval to Award the Hillsboro Avenue Drainage and Roadway Improvements Contract (Bid opening 4/24/2023) 

Alderman Farrar made a motion to approve with Alderman Stack seconding the motion. Staff explains that the low bidder was determined to be DMS Contracting, Inc. This contract is for drainage improvements on Hillsboro Avenue between Bunn Avenue and Columbia Avenue. All Ayes. Committee forwarded to Council for consideration.

III. Old Business: 

A. Award of the 2022 MFT Sidewalk Contract to Keller Construction, Inc. 

Alderman Farrar made a motion to approve and Alderman Stack seconded. Staff explained that the submitted costs were higher than anticipated and that staff would recommend rebidding in the future. All Nays.

IV. New Business: Alderman Morrison shared thanks and recognized Alderman Stack for her time served on the City Council as well as her impact on Ward 3 and all of the residents of the City of Edwardsville. 

V. Information: 

A. Next Public Services Committee meeting will be held at City Hall, 118 Hillsboro Ave. on Tuesday, May 9, 2023 at 4:30 p.m.

VI. Adjournment: Alderman Stack made a motion to adjourn. Alderman Farrar seconded the motion. Ayes - Morrison. Stack. Farrar. Committee adjourned at 5:00 pm.
