CALL TO ORDER
Mr. LeChien called the meeting to order at 7 pm.
Ms. McKenzie was appointed Secretary, pro tem.
Emergency Procedures were given.
PUBLIC PARTICIPATION:
No public participation.
DESIGN REVIEW REQUEST(S):
410 Mascoutah Avenue - Matthew Hansard representing Helio Solar Power LLC, St. Charles, MO, attended the meeting to advise and defend the installation of solar panels on the front roof SW elevation of 410 Mascoutah Avenue. The panels are installed already and are ready to be activated. They cover all front roof area except 36" fire setback on the margins. City Housing Department staff did not flag this permit as located within the Old Belleville Historic District, and therefore it required a DRR to the BHPC.
Per Illinois statute, panel locations cannot be dictated that reduce efficiency more than 10%.
Mr. Dominque - Motion made to refer the case for legal review.
