I. Public Comment: None.
II. Council Matters:
A. Approval of Minutes from the May 30, 2023 Public Services Committee meeting:
Alderman Warren made a motion to approve with Alderman Miracle seconding the motion. All Ayes. Committee forwarded to Council for information.
B. Approval of Resolution Authorizing the Mayor to Execute a Joint Funding Agreement for PE/ROW for State-Let Construction Work for the Route 157 Shared Use Path - Phase 4, Section Number 21-00111-02-BT
Alderman Warren made a motion to approve with Alderman Miracle seconding the motion. Staff explained that is for the Shared Use Path project along IL157 from Enclave Blvd to West Schwarz Street. All Ayes. Committee forwarded to Council for consideration.
C. Approval a Resolution Approving a Right of Way Easement to Southwestern Electric Cooperative, Inc. on City Property
Alderman Warren made a motion to approve with Alderman Miracle seconding the motion. Staff explained that Tosovsky Lane is located on an individual parcel, not Public Right of Way, and in order for SWECI to install facilities, an easement needs to be granted. All Ayes. Committee forwarded to Council for consideration.
D. Approval of an Ordinance Amending Chapter 114, Article II of the Codified Ordinances of the City of Edwardsville (Traffic Control)
Alderman Warren made a motion to approve with Alderman Miracle seconding the motion. Staff explained that ordinance applies to 3 new Stop Sign installations on Minnesota Street at its intersections with South Charles and Banner Streets. All Ayes. Committee forwarded to Public Safety Committee with a recommendation to approve.
E. Approval of an Ordinance Amending Chapter 118, Article II of the Codified Ordinances of the City of Edwardsville (Sewer)
Alderman Warren made a motion to approve with Alderman Miracle seconding the motion. Staff explained that ordinance reduces the base rate for new Single Family Residential Sanitary Sewer Connections. All Ayes. Committee forwarded to Administrative and Community Services Committee with a recommendation to approve.
F. Approval of Change Order #1 for the IL 159 Shared Use Trail Phase 1 &2 in the increased amount of $27,633.00
Alderman Warren made a motion to approve with Alderman Miracle seconding the motion. Staff explained that this project planned to utilize an existing stockpile of soil, but upon investigation it was found to contain a large amount of debris and vegetation, thus requiring its removal. All Ayes. Committee forwarded to Council for consideration.

A. Rental and Vacant Properties Presentation
Staff presented an overview and recap of the Rental and Vacant Properties division of Public Works.
