City of Belleville Streets & Grades Committee met June 20.

Here are the minutes provided by the committee:

Chairman Alderman Randle called the meeting to order at 6:00 p.m.

Public Participation 

None

Approval of Minutes 

Alderman Weygandt made a motion to approve the minutes from May 15, 2023. Alderwoman Sullivan seconded the motion. All members were in favor by voting aye.

Assistant Director of Public Works 

Jason Poole gave an overview of the Public Works Department.

Oil/Chip resurfacing will begin Monday June 26th for Region 2, which consists of N. Royal Heights, Old Caseyville Rd, Michael Dr., Patricia Lane, Chaucer and Tudor Dr., Queens Way, West side of N. 17th Street to N. 28th Street, North and South sides of W. Main through North Belt.

Street sweepers have been preparing the streets and potholes are being filled in these areas. Notification has been posted to our city "Welcome to Belleville" Facebook page. "No Parking" signs are being displayed.

Alderman Ovian stated his concerns about potholes and the street condition of Dutch Hollow.

New Business 

1. Bellevue Park Improvements 

Motion to approve Hank's Excavating and Landscaping in the amount of $820,505.00 for Bellevue Park Improvements. (TIF 3 and MEPRD funds)

Alderwoman Sullivan made a motion to approve Hank's Excavating and Landscaping in the amount of $820,505.00 for Bellevue Park Improvements. Alderman Weygandt seconded the motion.

Following discussion, members voted aye in a roll call vote: Schneider, Duco, Ovian, Dintelman, Rothweiler, Weygandt, Sullivan, Randle. Motion carries.

2. Purchase of Street Sweeper for Public Works Department 

Motion to waive the formal bidding procedure, utilize Sourcewell Purchasing Coop contract # 122017-TYM, and purchase one (1) new 2024 TYMCO Model 500x street sweeper from TYMCO, Inc in the amount of $340,525.00. (TIF 3 Funds)

Alderman Rothweiler made a motion to waive the formal bidding procedure, utilize Sourcewell Purchasing Coop contract # 122017-TYM, and purchase one (1) new 2024 TYMCO Model 500x street sweeper from TYMCO, Inc in the amount of $340,525.00. Alderman Ovian seconded the motion.

Following discussion, members voted aye in a roll call vote: Schneider, Duco, Ovian, Dintelman, Rothweiler, Weygandt. Sullivan, Randle. Motion carries.

3. West Main Paving 28th Street to 44th Street 

Motion to approve an agreement with Oats Associates in the amount of $280,000.00 for road improvements to West Main from 28th Street to 44th Street, a total of 5,600 LF. Work includes milling, resurfacing, ADA ramp replacements, limited sidewalk replacements, limited curb replacements, and four mid-block crossing locations with pedestrian refuge islands. (TIF 3 Funds)

4. Lebanon Ave. Construction Inspection Proposal 

Motion to approve Lochmueller Group, in the amount of $112,261.36 for the Construction Inspection of Lebanon Ave. The extent of project is Lebanon Ave. from High Street to IL 161; total length of .943 miles. (TIF 3 Funds)

5. Harrison Street Storm Sewer Improvements 

Motion to approve an agreement with TWM in the amount of $23,000.00 for survey, the preparation of preliminary plans, and preparation of opinion of probable cost for the separation of storm sewers for purpose of mitigation of flooding. (TIF 3 Funds)

Motion was removed from agenda due to St. Clair County conducting their own study which includes our area.

6. Lincolnshire Road Improvements 

Motion to approve an agreement with TWM in the amount of $18,700.00 for Pavement patching and curb repairs for the following roads in Lincolnshire Subdivision: Vicksburg Dr, Dovershire Dr, Saratoga Dr, parts of Denvershire, part of Fort Henry Rd, part of Vicksburg Dr, part of Seven Pines Rd, and Manassas Court. (ARPA Funds)

Miscellaneous/Aldermanic Discussion 

Alderman Rothweiler asks what the status is for Freeburg Ave. Roundabout. Sal explains the project is stalled for now, but it is expected to move forward.

Alderwoman Schneider requests the status of the top for the hole along B Street & 161. Jason explains the top has been poured and it is curing. Once the concrete is cured, they will remove the broken top and lay the new one down.

Alderman Ovian asks how we can help provide an extra service to help residents remove additional yard waste. Jason explains he does not know what the cost would be for additional trash pick-up since we do offer a yard waste pick-up for residents. This idea also brings a staffing issue; 15 employees are not enough for 560 city lane miles and 262 turn lanes.

Alderwoman Duco asks if the West A will be stripped due to the IL American Water project detour. Jason explains we had placed 2 bid openings for contractors to bid on. However, we did not receive bids due to the high work demand of the contractors at this time.

Alderman Weygandt asks how expensive the striping equipment would be. Chairman Alderman Randle explains Public Works does not have the staffing for the required labor to perform striping. Alderman Rothweiler asks if we could request IDOT to stripe. Sal explains it is generally considered maintenance which is for Public Works as they refresh the striping. We have not requested help from IDOT. Jason added he has spoken with Randy Georgen, St. Clair Co. He suggested we bid together, with separate contracts, to have a larger scale project.

After discussion, the meeting was adjourned.

A motion to adjourn the meeting was made by Alderman Weygandt at approximately 6:40p.m. Alderwoman Duco seconded the motion. All members voted eye. Motion carried.
