City of Edwardsville City Council met July 6.

Here are the minutes provided by the council:

The regularly scheduled meeting of the Edwardsville City Council was held at 7:00 p.m. in Edwardsville City Hall, located at 118 Hillsboro Avenue in Edwardsville, Illinois, with Mayor Risavy presiding.

The Pledge of Allegiance was recited by all present.

Alderman Krause, Warren, Grant, Farrar, Burns and Miracle answered present on roll call. Alderman Morrison was absent-excused.

Mayor Risavy welcomed everyone in attendance those who attended the public meeting prior to council and those viewing on Facebook Live to the meeting.

Special Recognition/Proclamations/Oaths 

Petitions and Communications

Mayor Risavy presented a Letter from Zoning Board of Appeals regarding a Special Use Permit for 1631 Yellowhammer Crossing for information and file.

Mayor Risavy presented a Letter from Zoning Board of Appeals regarding a Variance for 904 Michigan Avenue for information and file.

Mayor Risavy presented a Letter from Zoning Board of Appeals regarding a Special Use Permit for 2104 Governors Parkway for information and file.

Mayor Risavy presented a Letter from Zoning Board of Appeals regarding a Variance for 2104 Governors Parkway for information and file.

Mayor Risavy presented a Letter from Plan Commission regarding a PUD Site Plan/Final Plat for The Pfarm for information and file.

Mayor Risavy opened the public comment portion of the meeting. Three public comments were made. Jananne Threlkeld made the first public comment. She resides at 1517 Weber Drive in Edwardsville. Ms. Threlkeld is a long time resident of Edwardsville. She opposed the religious center moving into one of the homes. Ms. Threlkeld would like the neighborhood to maintain its character.

Mike Pellock came forward to give the second public comment. Mr. Pellock lives at 1511 Weber Drive in Edwardsville. He would like the neighborhood to remain residential. He does not feel like the house can accommodate all of the people that will use it. He opposes the religious group using the home for its activities.

Kim Hawk delivered the third public comment. Ms. Hawk resides at 1527 Lewis Road in Edwardsville. The religious center will add traffic to the neighborhood. Ms. Hawk pointed out that there is an issue with parking. The home currently has no place to park on the road. There are no sidewalks on the road or any neighboring roads. She Supports religious groups, just not in a residential neighborhood.

Motion by Krause, second by Warren to approve the Consent Agenda as presented. Roll Call: Six Ayes with Aldermen Krause, Warren, Grant, Farrar, Burns and Miracle voting aye. Motion carried.

Legislative & Executive

Motion by Krause, second by Burns to approve a Class-E Special event liquor license for the Rotary Club of Edwardsville (Criterium), August 19, 2023 from 10:00am-11:59pm. Roll Call: Six Ayes with Aldermen Krause, Warren, Grant, Farrar, Burns and Miracle voting aye. Motion carried.

Motion by Grant, second by Krause to accept with the regret the resignation of Pam Pinegar from the Edwardsville Beautification and Tree Commission effective immediately.

Finance Committee

Motion by Burns, second by Krause to approve Claims Regular $1,508,379.59 and Pre- Paid Claims $157,010.34 and $308,727.55 for a total of $1,974,117.48.

Roll Call: Six Ayes with Aldermen Krause, Warren, Grant, Farrar, Burns and Miracle voting aye. Motion carried

Finance Committee will meet on Thursday, July 13, 2023 at 4:00 p.m. in City Hall located at 118 Hillsboro Avenue, Edwardsville, IL 62025.

Public Safety Committee 

Minutes of the Public Safety Committee meeting held on June 13, 2023 presented for information and file.

Motion by Farrar, second by Krause for approval of a Memorandum of Understanding between the City of Edwardsville and Edwardsville Community Unit School District #7 - 

In reference To: Intergovernmental Police Service Assistance Agreement (School Resource Officer Program).

Alderman Farrar said this is an annual agreement between the city and the school district. It outlines the resource officer program for District 7 schools. The program allows the schools to have officers on site. Four officers total. Two at the high school and one at each junior high. One of the officers provides training.

Roll Call: Six Ayes with Aldermen Krause, Warren, Grant, Farrar, Burns and Miracle voting aye. Motion carried

Public Safety Committee will meet on Tuesday, July 11, 2023 at 5:30 p.m. in City Hall

Public Services Committee 

Minutes of the Public Services Committee meeting held on June 13, 2023 presented for information and file.

Motion by Warren, second by Miracle for approval to Award the 2023 CIP Resurfacing Contract to Christ Bros. Asphalt, Inc. for $383,511.14.

Roll Call: Six Ayes with Aldermen Krause, Warren, Grant, Farrar, Burns and Miracle voting aye. Motion carried.

Motion by Warren, second by Miracle for approval of a Professional Services Agreement for Preparation of a Source Water Protection Plan for $50,750.00.

Alderwoman Warren commented this is for the preparation of the plan and submission to the IEPA. The plan required by the IEPA. IEPA requires an updated plan.

Roll Call: Six Ayes with Aldermen Krause, Warren, Grant, Farrar, Burns and Miracle voting aye. Motion carried.

Public Services Committee will meet on Tuesday, July 11, 2023 at 4:30 p.m. in City Hall located at 118 Hillsboro Avenue, Edwardsville, IL 62025.

Administrative & Community Services Committee 

Minutes of Administrative & Community Services Committee meeting held on June 15, 2023 presented for information and file.

Motion by Grant, second by Krause to approve an Ordinance Amending Chapter 118, Article II, of the Codified Ordinances of the City of Edwardsville (Sewer). Alderwoman Grant commented this is to reduce the single-family sewer tap on fees. Roll Call: Six Ayes with Aldermen Krause, Warren, Grant, Farrar, Burns and Miracle voting aye. Motion carried.

Motion by Grant, second by Krause to approve an Ordinance Amending Chapter 114, Article II of the Codified Ordinances of the City of Edwardsville (Traffic Control). Alderwoman Grant commented this would clean up the South Charles Street area. Roll Call: Six Ayes with Aldermen Krause, Warren, Grant, Farrar, Burns and Miracle voting aye. Motion carried.

Motion by Grant, second by Krause to approve a Resolution Approving a Special Use Permit for a Drive-Thru Facility at 2104 Governors Parkway.

Alderman Grant said this is for Raising Cane's restaurant.

Roll Call: Six Ayes with Aldermen Krause, Warren, Grant, Farrar, Burns and Miracle voting aye. Motion carried.

Motion by Grant, second by Krause for approval of Professional Services Agreement with PGAV Planners, LLC for the City of Edwardsville Comprehensive Plan. Alderwoman Grant commented this is to update the Comprehensive Plan. The community will have the opportunity to be involved in the Plan.

Roll Call: Six Ayes with Aldermen Krause, Warren, Grant, Farrar, Burns and Miracle voting aye. Motion carried.

Motion by Grant, second by Burns to approve the RASE Board items from May 2, 2023, and June 6, 2023:

a) Edwardsville Homecoming Parade - September 27, 2023

b) Leclaire Parkfest - October 15, 2023

Roll Call: Five Ayes with Aldermen Warren, Grant, Farrar, Burns and Miracle voting aye. Alderman Krause abstained. Motion carried.

Motion by Grant, second by Burns to approve a Parade Resolution Approving IDOT Temporary Closure of Highways for the Rotary Criterium.

The Illinois State Cup will take place during the Criterium.

Roll Call: Six Ayes with Aldermen Krause, Warren, Grant, Farrar, Burns and Miracle voting aye. Motion carried.

Mayor Risavy announced the Municipal Band playing tonight after the meeting.

Nate Tingley announced the SWIBL end of season tournament at Plummer Park and other local fields. A Honky Tonk concert on Friday in the City Park.

There being no further action required, Council adjourned at 7:24 p.m. with a motion by Krause.
