City of Edwardsville City Council met Sept. 5.

Here are the minutes provided by the council:

The regularly scheduled meeting of the Edwardsville City Council was held at 7:00 p.m. in Edwardsville City Hall, located at 118 Hillsboro Avenue in Edwardsville, Illinois, with Mayor Risavy presiding.

The Pledge of Allegiance was recited by all present.

Alderman Burns, Miracle, Morrison, Warren, Grant and Farrar answered present on roll call. Alderman Krause was absent-excused.

Mayor Risavy welcomed everyone in attendance those who attended the public meeting prior to council and those viewing on Facebook Live to the meeting.

Mayor Risavy thanked the Edwardsville Symphony for being present and providing music prior to the start of the meeting.

Special Recognition/Proclamations/Oaths 

Petitions and Communications 

Mayor Risavy announced a presentation by the Edwardsville Symphony. Angelina McLaughlin-Heil came forward for the presentation. The Symphony is in their sixth season. Ms. McLaughlin-Heil is the Artistic Director/Conductor for the Symphony. The Parks and Rec Department helps the Edwardsville Symphony.

The Symphony is all professional musicians and they are part of the union. The group is made up of professors, teachers and a waiting list of people who would like to play in the group.

The mission of the Symphony is to perform diverse programs with a variety of styles, gender of composer, nationality, time periods and features different instruments. The music features newly composed music, local talent and mentors young musicians.

Edwardsville Symphony collaborates with the Edwardsville Muny Band and the Belleville Philharmonic Society. In additional they have collaborations with St. Charles Community College, Florissant Valley Community College, Illinois State University, Southern Illinois University Edwardsville, SIUE department of music, SIUE Suzuki Strings, Edwardsville High School, Phil'z Harmoniks, and the Inner Ear Youth Orchestra.

Ms. McLaughlin-Heil presented examples of the Symphony partnering with community organizations. Those include Madison County Historical Society, Watershed Nature Center. Lincoln School Alumni Foundation, Edwardsville Public Library, Edwardsville Unity, The Wildey Theatre and Highland Parks and Recreation Department.

The Symphony exists thanks to sponsorships. The continued support from the Edwardsville Parks and Recreation has been critical to the Symphony's success. In addition, they have several other community business sponsors who have shown their support to the Symphony.

Ms. McLaughlin-Heil reminded council that the last summer concert is Sunday, September 17 starting at 6:30 in Edwardsville City Park.

Consent Agenda 

Mayor Risavy read Consent Agenda items as follows:

Approval of minutes of Council Meeting on August 15, 2023

• Group Health Insurance Fund Report - $1,305,257.48

Motion by Farrar, second by Morrison to approve the Consent Agenda as presented. Roll Call: Six Ayes with Aldermen Burns, Miracle, Morrison, Warren, Grant and Farrar voting aye. Motion carried.

Legislative & Executive 

Motion by Morrison, second by Warren to approve a Class C: Consumption on the premises as well as retail sale of package liquor to go liquor license for Mio Osteria, Owner: Micah Hopkin and Kristen Pfund, 224 S Kansas Street, Edwardsville, IL 62025. Roll Call: Six Ayes with Aldermen Burns, Miracle, Morrison, Warren, Grant and Farrar voting aye. Motion carried.

Motion by Grant, second by Burns to approve the Appointment of Dillon Borri to the Tourism Advisory Committee with a term ending April 2026.

Motion by Morrison, second by Miracle to accept with regret the Resignation of Yolanda Crochrell from the Human Relations Committee effective October 30, 2023.

Motion by Grant, second by Burns to accept with regret the Resignation of Olivia Hopkins from the Edwardsville Beautification and Tree Commission effective immediately.

Finance Committee 

Minutes of the Finance Committee meeting held on August 10, 2023 presented for information and file.

Motion by Burns, second by Farrar to approve Claims Regular - $1,921,703.29 and Pre- Paid Claims - $12,189.20, $218,193.59 and $44,966.24 for a total of $2,197,052.32. Roll Call: Six Ayes with Aldermen Burns, Miracle, Morrison, Warren, Grant and Farrar voting aye. Motion carried.

Finance Committee will meet on Wednesday, September 13, 2023 at 4:00 p.m. in City Hall located at 118 Hillsboro Avenue, Edwardsville, IL 62025.

Public Safety Committee

Public Services Committee will meet on Tuesday, September 12, 2023 at 4:30 p.m. in City Hall located at 118 Hillsboro Avenue, Edwardsville, IL 62025.

Administrative & Community Services Committee 

Minutes of Administrative & Community Services Committee meeting held on August 10, 2023 presented for information and file.

Alderwoman Grant presented an Ordinance amending Chapter 106 (Taxation) Section 106-326 of the Codified Ordinances of Edwardsville, Illinois (Municipal Hotel/Motel Tax) for first reading.

Motion by Grant, second by Burns to approve a Parade Resolution Approving IDOT Temporary Closure of Highways for Chamber of Commerce Halloween Parade on October 31, 2023.

Alderwoman Grant said the theme is the "Great American Road Trip".

Roll Call: Six Ayes with Aldermen Burns, Miracle, Morrison, Warren, Grant and Farrar voting aye. Motion carried.

Motion by Grant, second by Burn to approve a Resolution Authorizing the Application for 2023 OSLAD Grant Funds.

Alderwoman Grant commented this authorizes staff to apply for the grant. The grant is for the acquisition of approximately 93.5 acres of green space adjacent to Drda Woods and New Poag Road. The grant provides fifty percent of the cost up to 1.125 million dollars or fifty percent of the cost (whichever is less). Alderman Morrison said he is in favor of this project for the area called "New Poag Prairie". He feels this is special piece of ground. It includes a significant archaeological site. He feels this is an important piece of green space.

Roll Call: Six Ayes with Aldermen Burns, Miracle, Morrison, Warren, Grant and Farrar voting aye. Motion carried.

Motion by Grant, second by Burns to approve a Resolution Approving a Special Use Permit for Two Freestanding Solar Energy Systems at 6 Sugar Hill Court. Alderman Grant commented this passed ACS 3-0. The proposed location will have some screening. Alderman Farrar asked about part of the structure being too high. Steve Stricklan commented that the variance is withdrawn. Alderman Farrar asked Jeff Berkbigler about the state allowing these type of structures. Mr. Berkbigler said an act recently passed that prevents HOA's from using architectural controls in regards to solar panels.

Roll Call: Six Ayes with Aldermen Burns, Miracle, Morrison, Warren, Grant and Farrar voting aye. Motion carried.

Alderwoman Grant presented an Ordinance Amending Chapter 106, Article III, and Article V. of the Codified Ordinances of Edwardsville, IL (Home Rules Sales Tax) for first reading.

Alderwoman Grant presented a Resolution authorizing a Sign Variance for 6151 Trace Parkway Drive. Each variance voted on independently.

Motion by Grant, second by Burns to approve a Variance for a frontage transfer from the building's east side to the south side.

Alderwoman Grant commented that the issue is hard. All three variances failed at the ACS Committee. Alderwoman Grant said they were advised not to proceed. Alderman Burns commented this was a difficult issue.

Roll Call: Six Nays with Aldermen Burns, Miracle, Morrison, Warren, Grant and Farrar voting nay. Motion denied.

Motion by Grant, second by Burns to approve a Variance for a projecting sign to extend more than three (3) feet above the roofline.

Alderman Burns commented regarding a clear communication trail regarding the variances. He said the city did their due diligence.

Roll Call: Six Nays with Aldermen Burns, Miracle, Morrison, Warren, Grant and Farrar voting nay. Motion denied.

Motion by Grant, second by Burns to approve a Variance for a projecting sign to be closer than eight (8) feet to the ground or pavement.

Motion by Grant, second by Burns to approve a Resolution establishing the Single Family Residential Rehabilitation Forgivable Loan Program.

Alderwoman Grant commented this is new program brought forward by Alderwoman Warren. She provided some details including homes constructed before 1985, the DOR assessed value of $60,000 or less and takes into consideration high priority items. The program outlines ineligible projects. Alderwoman Warren said the program is a great start to re-invest in some of the older homes in Edwardsville. Alderwoman Warren thanked James, Kevin, Alderman Krause and Jeanne for their help. Alderman Burns commented the program will be tweaked as it goes along. This is a one-year program. Roll Call: Six Ayes with Aldermen Burns, Miracle, Morrison, Warren, Grant and Farrar voting aye. Motion carried.

Motion by Grant, second by Burns to approve items from August 1, 2023 RASE Board meeting for approval:

1. SIUE Cougarfest Block Party/Homecoming Parade (October 13)

3. Chamber of Commerce Halloween Parade (October 31)

4. Ziena Boutique Mistletoe Market (November 11)

Alderwoman Grant presented the following items for information and file:

Nate Tingley came forward with some Parks and Recreation updates. He said the Endurance Run in August was a success. The event had 112 participants. They donate a portion of profits to the Nature Preserve Foundation.

Opera Edwardsville happens this coming Friday at 7:30 pm.

The Library Book Festival is also this coming weekend.

Restoration Day will be at Richards Woods on Saturday.

Mayor Risavy reviewed the success of the Edwardville Criterium, the DARE Car Show and the Police Department collecting for Special Olympics.
