City of Edwardsville City Council met Nov. 7.

Here are the minutes provided by the council:

The regularly scheduled meeting of the Edwardsville City Council was held at 7:00 p.m. in Edwardsville City Hall, located at 118 Hillsboro Avenue in Edwardsville, Illinois, with Mayor Risavy presiding.

The Pledge of Allegiance was recited by all present.

Alderman Warren, Grant, Miracle, Morrison and Krause answered present on roll call. Alderman Farrar was absent-excused.

Mayor Risavy welcomed everyone in attendance those who attended the public meeting prior to council and those viewing on Facebook Live to the meeting.

Mayor Risavy announced the appointment of Ward 2 Alderman – Hal Patton. Motion by Morrison, second by Grant to approve the appointment of Hal Patton to Ward 2 Alderman.

Mayor Risavy commented that Mr. Patton would like to honor Jack Burns by fulfilling his remaining term.

Roll Call: Five Ayes with Aldermen Warren, Grant, Miracle, Morrison and Krause voting aye. Motion carried.

Deputy City Clerk, Desiree Gerber administered the Oath of Office to Ward 2 Alderman appointee, Hal Patton. Mr. Patton thanked the Council for the honor of being able to serve the remainder of Jack's term.

Special Recognition/Proclamations/Oaths 

Mayor Risavy announced the Excellence in Edwardsville recognition of Matt Wiwczaroski, a Captain in the Granite City Fire Department. Cathy Hensley came forward to read the nomination. Ms. Hensley said Mr. Wiwczaroski's actions were lifesaving. On Saturday, October 16, Matt was playing hockey at the RP Lumber Center. While he was there, another player collapsed on the ice. Captain Wiwczaroski led the staff and on-lookers through the steps to help save his life. Captain Ed Burnley attributes the timely action of Captain Wiwczaroski with saving the patient's life. He was the right person, at the right place at the right time!

Mayor Risavy read the Rotary Citrus Proclamation. Members of the Edwardsville Rotary Club came forward to accept the signed proclamation.

Petitions and Communications 

Mayor Risavy presented the Monthly Building Permit Report - September for information and file.

Mayor Risavy opened the public comment portion of the meeting. No public comment made.

Consent Agenda 

Mayor Risavy read Consent Agenda items as follows:

• Approval of minutes of Council Meeting on October 17, 2023

• Group Health Insurance Fund Report - $327,360.00

• Closed Session regarding the Purchase or Lease of Real Property for the use of the Public Body pursuant to 5 ILCS 120/2(c)(5)

Motion by Krause, second by Morrison to approve the Consent Agenda as presented. Roll Call: Six Ayes with Aldermen Warren, Grant, Patton, Miracle, Morrison and Krause voting aye. Motion carried.

Legislative & Executive 

Motion by Krause, second by Grant to approve Aldermanic Committee Appointments for Public Services as presented by Mayor Risavy.

Roll Call: Six Ayes with Aldermen Warren, Grant, Patton, Miracle, Morrison and Krause voting aye. Motion carried.

Motion by Grant, second by Miracle to approve Aldermanic Committee Appointments for Finance as presented by Mayor Risavy.

Roll Call: Six Ayes with Aldermen Warren, Grant, Patton, Miracle, Morrison and Krause voting aye. Motion carried.

Motion by Krause, second by Miracle to approve Aldermanic Committee Appointments for ACS as presented by Mayor Risavy.

Roll Call: Six Ayes with Aldermen Warren, Grant, Patton, Miracle, Morrison and Krause voting aye. Motion carried.

Motion by Grant, second by Krause to approve the Appointment of Aisha Cane to the Human Relations Committee with a term ending April 2024.

Roll Call: Six Ayes with Aldermen Warren, Grant, Patton, Miracle, Morrison and Krause voting aye. Motion carried.

Motion by Morrison, second by Grant to approve the Appointment of Aaron Newcom to the Bicycle and Pedestrian Advisory Committee with a term ending November 2026. Roll Call: Six Ayes with Aldermen Warren, Grant, Patton, Miracle, Morrison and Krause voting aye. Motion carried.

Finance Committee 

Minutes of the Finance Committee meeting held on September 28, 2023 presented for information and file.

Motion by Krause, second by Warren to approve Claims Regular - $ Regular $2,606,597.55 and Friday claims - $187,747.16, $162.00, $3,500.00, $138,115.02 and $146,347.38 for a total of $3,182,469.11.

Roll Call: Six Ayes with Aldermen Warren, Grant, Patton, Miracle, Morrison and Krause voting aye. Motion carried.

Motion by Krause, second by Grant to approve a Resolution Determining the Intent of the City of Edwardsville, Illinois to Reimburse Itself for Certain Capital Expenditures. Alderman Krause explained that this would allow the city to reimburse itself for greenspace purchases.

Roll Call: Six Ayes with Aldermen Warren, Grant, Patton, Miracle, Morrison and Krause voting aye. Motion carried.

Motion by Krause, second by Warren to approve a Resolution Authorizing the Execution of an Agreement with UMB Financial Services, Inc. for Municipal Advisory Services. Alderman Krause commented this is the same individual. They just changed companies. Roll Call: Six Ayes with Aldermen Warren, Grant, Patton, Miracle, Morrison and Krause voting aye. Motion carried.

Motion by Krause, second by Grant for approval of IMLRMA (Illinois Municipal League Risk Management Association) 2024 Renewal for Professional Risk Management Services and Various Coverages.

Alderman Krause explained this is a renewal premium.

Roll Call: Six Ayes with Aldermen Warren, Grant, Patton, Miracle, Morrison and Krause voting aye. Motion carried.

Finance Committee will meet on Thursday, November 16, 2023 at 4:00 p.m. in City Hall located at 118 Hillsboro Avenue, Edwardsville, IL 62025.

Public Safety Committee 

Public Safety Committee will meet on Tuesday, November 14, 2023 at 5:30 p.m. in City Hall located at 118 Hillsboro Avenue, Edwardsville, IL 62025.

Public Services Committee 

Minutes of the Public Services Committee meeting on October 10, 2023 presented for information and file.

Motion by Warren, second by Miracle for approval of a Resolution to Dedicate the Right of Way for Sports Park Drive and Easements on Sports Park Drive (Park North, LLC.).

Alderwoman Warren commented this accepts the dedication of public right-of-way. Roll Call: Six Ayes with Aldermen Warren, Grant, Patton, Miracle, Morrison and Krause voting aye. Motion carried.

Motion by Warren, second by Miracle for approval of a Resolution to Dedicate Right of Way for Sports Park Drive and Easements on Sports Park Drive (The Chicago Title Land Trust Company).

Alderwoman Warren explained this is the same situation, different owner.

Roll Call: Six Ayes with Aldermen Warren, Grant, Patton, Miracle, Morrison and

Krause voting aye. Motion carried.

Motion by Warren, second by Morrison for approval to Install 1 New Streetlight and Pole into the Municipal Streetlight System on Oglesby Drive for $1,625.11.

Alderwoman Warren said residents requested this.

Roll Call: Six Ayes with Aldermen Warren, Grant, Patton, Miracle, Morrison and Krause voting aye. Motion carried.

Public Services Committee will meet on Tuesday, November 14, 2023 at 4:30 p.m. in City Hall located at 118 Hillsboro Avenue, Edwardsville, IL 62025.

Administrative & Community Services Committee 

Minutes of Administrative & Community Services Committee meeting held on October 12, 2023 presented for information and file.

Alderwoman Grant presented an Ordinance Amending Chapters 2, 46, and 62 Concerning Merger of Public Safety and Public Services Committee for first reading.

Motion by Grant, second by Krause to approve a Resolution Authorizing the Application for 2024 DCEO Tourism Attraction Grant Funds.

Alderwoman Grant commented this could offset some of the expenses for Plummer Park Phase II.

Roll Call: Six Ayes with Aldermen Warren, Grant, Patton, Miracle, Morrison and Krause voting aye. Motion carried.

Motion by Grant, second by Krause to approve a City of Edwardsville Commercial Building Façade Application for C. W. Byron Properties at 122, 124, 126 N. Main St in the amount not to exceed $8,665.25 amended to $12,476.72.

Alderwoman Grant explained the project came in for more than originally planned. Roll Call: Six Ayes with Aldermen Warren, Grant, Patton, Miracle, Morrison and Krause voting aye. Motion carried.

Alderwoman Grant presented an Ordinance Establishing the Main Street Business District; Approving a Business District Plan; Authorizing the Imposition and Collection of a Sales Tax within such Business District; and Approving Certain Actions in Connection with the Establishment of such Business District for first reading.

Motion by Grant, second by Krause to approve a City of Edwardsville Commercial

Building Improvement Program Application for 132 N. Main Street in the amount not to exceed $4,766.25.

Alderwoman Grant said this allows Big Daddy's to replace exterior doors.

Roll Call: Six Ayes with Aldermen Warren, Grant, Patton, Miracle, Morrison and Krause voting aye. Motion carried.

Motion by Grant, second by Krause to approve a Resolution Authorizing Sign Variances at 6151 Trace Parkway Drive. The variances include:

1. Variance for frontage transfer from the buildings east side to the south side

2. Variance for a projecting sign to be closer than eight (8) feet to the ground or pavement

Alderwoman Grant commented this is the property at Drunken Fish. They will be able to modify the sign.

Roll Call: Six Ayes with Aldermen Warren, Grant, Patton, Miracle, Morrison and Krause voting aye. Motion carried.

Motion by Grant, second Krause to approve a Resolution Authorizing Sign Variances at 145 West Street. The variances include:

1. Variance for frontage transfer from the buildings south side to the west side

2. Variance to exceed the 300 square feet of signage per building

Alderwoman Grant said this is Lincoln Middle School. Alderman Krause said the code does not distinguish for this type of architectural structure. The brick, will spell out the name of the school. The sign will face West Street.

Roll Call: Six Ayes with Aldermen Warren, Grant, Patton, Miracle, Morrison and Krause voting aye. Motion carried.

Alderwoman Grant presented a Change Order No. 1 to Byrne and Jones Construction for Plummer Family Sports Park for information and file.

Administrative and Community Services Committee will meet on Thursday, November 16, 2023 at 5:00 p.m. in City Hall located at 118 Hillsboro Avenue, Edwardsville, IL 62025.

Mayor Risavy announced that he spoke to Janet Stack. She is very proud of the work is council is doing!

The Veteran's Day Parade is Saturday at 3:00pm. New time!

Closed Session 

Motion by Morrison to enter into Closed Session at 7:34 p.m. to discuss one item regarding Executive Session: Purchase or Lease of Real Property for the use of the Public Body pursuant to 5 ILCS 120/2(c)(5).

Council entered into Executive Session at 7:35 p.m.

Motion by Grant, second by Grant to end closed session and reconvene council meeting. Roll Call: Six Ayes with Aldermen Warren, Grant, Patton, Miracle, Morrison and Krause voting aye. Motion carried.

Council reconvened at 8:46 p.m.

Action Taken on Executive Session Items 

Motion by Grant, second by Warren to approve a Resolution Authorizing the Purchase of Certain Real Estate to be used for Public Purposes.

Roll Call: Six Ayes with Aldermen Warren, Grant, Patton, Miracle, Morrison and Krause voting aye. Motion carried.

There being no further action required, Council adjourned at 8:46 p.m. with a motion by Miracle.
