City of Belleville Health, Housing and Building Committee met Nov. 15.

Here are the minutes provided by the committee:

PRESENT: Committee Alderpersons - Chris Rothweiler, Chairman; Jamie Eros- Ward 2; Kent Randle- Ward 3; Scott Ferguson- Ward 3; Kara Osthoff- Ward 8; Tricia Tialdo 

Staff Members - Scott Tyler, Health, Housing & Building Director; Steve Thouvenot, Building Commissioner; Lloyd Cueto, Assistant City Attorney

I CALT TO ORDER BY C RPERSON ROTHWEILER

• Chairman Chris Rothweiler called the meeting to order at 6:00 P.M.

2. EXPTANATION OF DISASTER PROCEDRUE

3. PUBLIC PARTICIPATION

• Alderperson Raffi Ovian would like to know if a citation has been issued to the owner of the Payday Loan sign, docket number of citation and when is the court date scheduled. He also asked Steve Thouvenot if he has done any inspections at 10606 W Main St, and he wants to know what the building is being used for. He stated there has been a lot of exterior work done to the building but does not know if anything has been done to the interior that would require permits. He would also like to know how much money is left in the demolition fund and if any new grants have been applied for. Scott Tyler responded that we have enough money to cover the demolition costs for the current list of demolitions.

• Michael Hagberg asked for an update on 813 Centreville Ave and 209 S 14th St.

4. APPROVAL OF MINUTES

4-A. Motion to Approve the minutes of the Health, Housing and Building Committee meeting August t6,2023

• Motion made by: Alderperson Eros

• Seconded by: Alderperson Osthoff

• Voice Vote: Passed

5. NEW BUSINESS

5-A Discussion on Payday Loans-Ordinance 155.010 (Mr. Cueto)

• Lloyd Cueto stated he has consulted with the City Attorney Garrett Hoerner and other department heads about the sign ordinance concerning the Payday Loan sign being against City ordinance. He is concerned about taking this to criminal matter because of inconsistency of following the ordinance with other signs not being in compliance. The owner of this property stated he will cover the sign with a vinyl sign, from United lnk, stating the property is for sale and his phone number. Kent Randle stated multiple properties have taken down their signs and left the poles with electric running to them. He does not see anything wrong with using a vinyl sign to cover the existing sign. 

5-B Upcoming Demolitions

• Scott Tyler discussed the houses that are up for demolition. He stated that he has added two addresses to the list of demolitions since the October list. Those addresses are 23 S 16th St and 1816 E "8" St. He stated we are trying to help the man living in 1816 E "8" St and have given him resources to help him and got him an lD. Scott Tyler said he has had 12 signs made stating that a house is on the condemnation list and only t has been taken. He stated that he has another list of 11 properties that have been condemned but we will see how much money we have left after this round at demolitions. Alderperson Kent Randle asked if 115 S 33'd St is on the second list of demolitions.

• Scott Tyler stated 813 Sycamore St has a new owner and he is planning on flipping the property. He has applied for his building permit per Steve Thouvenot.

• Lloyd Cueto stated we had a default judgement for demolition on 209 S 14th St in July and gave him 3 months to reply. The homeowner has not replied. On October 30th he filed to amend demolition complaint to add Chad Mills and should know by the next meeting what is going on.

• Alderperson Raffi Ovian stated a new roof and exterior painting on windows and doors has been done at 8300 W Main St. He asked Lloyd Cueto to contact the owner and see when he is selling the property.

5-C. Motion to raise swimming pool inspection fees to S10O.00 as it requires 3-4 inspections.

• Motion to Approve: Alderperson Kent Randle

Seconded by: Alderperson Jamie Eros

Discussion: Alderperson Kara Osthoff asked what the current fee is for a swimming pool. Scott Tyler stated the current fee is 545.00. Scott Tyler stated he checked with other cities to compare costs and if we raise our permits to 5100.00 it will put us in the middle of other cities. lt will be for new construction only.

Voice Vote: All Aye

Motion: Passes and will be sent to council

6. OTHER BUSINESS TO COME BEFORE THE COMMITTEE:

• Scott Tyler discussed the paving of the parking lot at the Jewel Box and Raffi ovian's concerns on a ticket being issued. He stated that it is a zoning issue under ordinance \62.44L and needs to be discussed with the Director of Zoning Cliff Cross.
