City of Edwardsville Plan Commission met Nov. 15

Here are the minutes provided by the commission:

The regularly scheduled meeting of the Edwardsville Plan Commission was held at 6:00 p.m. at City Hall located at 118 Hillsboro Avenue in Edwardsville, Illinois.

III. APPROVAL OF MINUTES 

A. Plan Commission - 8/16/23

MOTION: Move for Approval (Harr), SECONDED: (Scheffel)

IV. CASES 

A. Case 2023-35- 2nd Addition to Stone Cliff Manor

PUD Final Plat

Developer: Retail Place, LLC

Engineer: Sherbut - Carson - Claxton LLC

The zoning is R-2 Madison County Zoning within unincorporated Madison County. The property size is approximately 16.55 acres. It is designated Neighborhood in the 2010 Comprehensive Plan.

The plat consists of 18 lots. The City of Edwardsville will provide sanitary sewer. The water will be supplied by Bond/Madison Water Company. The site will receive fire protection from the Marine Fire Protection District. Electric utilities will be provided by Southwest Electric.

The undeveloped site is rolling terrain with multiple slopes which lead to intermittent streams within the low- lying area. Site will be accessed via the extension of Stone Cliff Manor Boulevard from Stone Cliff Manor (Phase 1). All home sites will have driveway access through internal streets of the development with no driveway access permitted on Stone Cliff Blvd.

Staff Recommendation:

Staff recommends approval of the Stone Cliff Manor Second Addition Final Plat.

Ashley Niebur Sharp asked about annexation. Steve Stricklan stated that it was first discussed in 2006 and the agreement still stands. Mike Boline asked if there was an expiration on the annexation agreement. Tim Harr stated that it would be something staff would have to revisit. Tom Butts stated that he has not seen one expire during his time with the city. Steve Stricklan stated that he would follow up on it.

Kent Scheffel asked if there would be more phases. Dave Claxton stated that there is more phases to be added. Tim Harr asked if the new lot sizes would be similar to those that are existing. Dave stated that they would be similar. Ashley Niebur Sharp asked how many phases there would be. Dave stated that it would be based on the demand. Tim Harr asked if the zoning would change to R-1 if it were to be annexed into the city. Stave Stricklan stated that it would, and is not appropriate for the city's R-2 zoning.

V. PROJECT UPDATES - Tim Harr asked about the old Jack in the Box site. Steve Stricklan stated that he would provide an update at the next meeting. Kent Scheffel asked about a site off of Route 157 across from Peel. Ashley Niebur Sharp stated that they are using the area to dump dirt. Steve stated that there is a lot of other active construction around town.

VII. NEW BUSINESS - Update on 2024 Comprehensive

Ashley Niebur Sharp stated that the Comprehensive Plan is going well and the consultant is gathering feedback from the public. Steve Stricklan noted that there will be an open house on December 12th, which will allow the public to provide feedback along with an new website that is accessible now for residents to use. He stated that there will be a page added to the website for upcoming events as well.

Mike Boline found the presentation from the consultant interesting and would like the slides shared with the rest of the Plan Commission. Tim Harr asked if there would be some sort of postcard sent out or signage letting residents know about this. Steve Stricklan stated that there are postcards across several municipal buildings along with businesses around town. He stated that staff is working on getting signs created for the open house as well as pushing on social media. Tim Harr suggested that HOA presidents could share the word with their residents as well.

Ashley Niebur Sharp stated that it is an interesting process to be involved in and believes it is a critical moment with how the town has grown over the years. She stated that the housing issues are an interesting topic. Tim Harr stated that no one can define affordable housing. Tom Butts stated that it is something that needs to be discussed. Kent Scheffel stated that the existing homes do not come into play when affordable housing is discussed, just new construction. Mike Boline stated that there is a demand, but the houses are not on the market all of the time. Tom stated that there is a lot of investment in homes. Mike stated that homes are much more expensive now compared to twenty or thirty years ago.

Ashley Niebur Sharp stated that it is important to look at the long term in regards to housing and commercial businesses in order to maintain the standard of living residents are used to. Tom Butts stated that is the reason for the plan, so we can plan for the future. Kent Scheffel stated that it was important to maintain the character of the downtown area. Ashley stated that it is important to get the word out. Steve Stricklan stated that he is expecting a report from the consultant within the next week and will share with the committee during the January meeting.
