City of Belleville City Council met March 4.

Here are the minutes provided by the council:

Mayor Gregory called this meeting to order at 7:00 p.m. 

City Clerk Gain Meyer called roll. Stewart Lannert: Just a short message about Pledge of Allegiance, I am sure sooner or later one half of one percent of the people will object to and we will have to do away with that, here is what I would like to read; I am still upset about the one million dollar cash only bond for thirty-three days in the County Jail, no one came close to being hurt, a gun battle about two years ago on North Charles, two drug dealers got into a gun battle and forty to fifty bullets were flying all over the neighborhood, peoples houses were hit, people were sitting there watching TV bullets came flying through their window, no jail time or fine, twenty months probation. Several young kids that got killed in Belleville by stray bullets flying in their houses, (inaudible) poor way for Belleville to get its finances in order 

Mayor Gregory: Stewart, this is not on the agenda this evening. 

Stewart Lannert: Well I know that 

Mayor Gregory: If you would like to finish, you only have about one minute left. 

Stewart Lannert: Then all the Union School Teachers hate me, I don't know what brought that on.

Melinda Hult: For the past three plus decades my husband and I have lived at 421 East C Street. It is time for us to move on and sell it to somebody younger who can take better care of it. Before I start I will tell you I am a firm believer in old adage, if it ain't broke, don't fix it. My problems started when the buyers sent their own inspector and said I had mold in my basement, something the City did not catch, but nevertheless I had that abated, cost me $1,780. When the City did send their inspectors, they were very polite but asked zero questions. In an old house, nothing is standard. I barely caught one of the workmen from cutting a hole in the wall that did not need to be there, because it is normal to assume that the pipe ran from one direction, but in fact it ran in the other and that work did not need to be done. I have my reports from the City what I need to have fixed. This is the plumbing that they are already working on it, it has cost me nearly $5,000, it ain't broke, but I am fixing it to make the City happy. This is my electric report from the City. Glaenzer called me before I signed the contract and they said are you sitting down? $12,800 to fix something that ain't broke. This is the mechanical report from the City. I have had multiple people over to look at that. Part of the problem is nobody actually wants to cut a hole in my roof, which the City is requiring. This is a picture from when I moved in of the hot water heater, it has been there since at least the 1980s. I have a copy of the census from the 1940s when my house was three apartments. There has been a hot water heater in that place for probably seventy- five years with no problems, however, the City is now mandating to cut a hole in my roof, which has rubber roofing by the way, to fix this problem that doesn't exists. I am here today to implore you to put in an appeals process for the inspection and also to put in a waiver process that uses common sense, because truly, if it ain't broke you don't need to fix it.

APPROVAL OF MINUTES 

Alderperson Elmore made a motion second by Alderperson Schaefer to approve the City Council Minutes and Executive Session Meeting Minutes of February 20, 2024. 

All members voted aye.

CLAIMS, PAYROLL AND DISBURSEMENTS 

Alderperson Eros made a motion second by Alderperson Schaefer to approve claims and disbursements in the amount of $2,246,623.52 and payroll in the amount of $959,801.25.

Alderperson Rothweiler made a motion second by Alderperson Schneider to approve Treasurer Report - January 2024 and a motion to approve Statement of Cash and Investments Report - January 2024

Motion to approve Hank's Excavating & Landscaping, Inc., lowest responsible bidder, in the amount of $314,451.10 for 2024-2025 Infrastructure Program (MFT) 

Motion to approve Hank's Excavating & Landscaping, Inc., lowest responsible bidder, in the amount of $148,700.00 for 2024-2025 Sidewalk Program (MFT) 

Motion to approve Hank's Excavating & Landscaping, Inc., lowest responsible bidder, in the amount of $84,693.40 for 2024-2025 Ditching Program (MFT)

Alderperson Anthony made a motion second by Alderperson Whitaker to approve the hire of Angelina Frantz and Brett Harris as Probationary Police Officers (lateral hires) effective Tuesday, March 5, 2024 at 12:01am

PUBLIC HEALTH & HOUSING 

Alderperson Rothweiler made a motion second by Alderperson Randle to approve the following: 

Motion to approve a contract with Schafer Construction, lowest responsible bid, in the amount of $113,426.00 for the demolition of 520 N Illinois and 14 S 3rd Street (TIF 3/ARPA) 

Alderperson Ovian: That dollar amount, is that just for two properties or are there others included? 

City Clerk Gain Meyer: It is just those two properties. 

Alderperson Ovian: Just two properties? 

City Clerk Gain Meyer: Yes, they are large. 

Alderperson Ovian: What kinds of problems did they have the, does anybody know? 

City Clerk Gain Meyer: The one on North Illinois we had a fire as well as an vagrant issue and then the other one which is on 3rd Street that is the one directly behind Firestone, that large building that takes up half that block, also the same issues, fire and abatement problems there. 

Alderperson Ovian: Okay, thank you.
