City of Jerseyville City Council met June 25

Here are the minutes provided by the council:

Mayor Kevin Stork called the regular session of the Jerseyville City Council to order Tuesday, June 25th in the Council Chambers beginning at 6:00 p.m.

ROLL CALL

Present were Commissioners Anthony Steckel, Steve Pohlman, Zachary Crawford, John Miles, and Mayor Kevin Stork. City Attorney William Strang was present. City Clerk Denise Hayes took minutes.

Comm. Pohlman led the opening prayer and pledge of allegiance was recited.

MINUTES

A motion was made by Comm. Pohlman, seconded by Comm. Miles, to approve the minutes from the regular meeting held Tuesday, June 25, 2024. Roll call vote showed all voted aye, no nays, motion carried.

BILLS

A motion was made by Comm. Steckel, seconded by Comm. Crawford, to approve the bills as presented for June 25, 2024, in the amount of $441,313.23. Comm. Steckel noted the bill total included invoices for Hollow Avenue and Susnig Complex projects. Roll call vote showed all voted aye, no nays, motion carried.

NEW BUSINESS

A. A motion was made by Comm. Steckel, seconded by Comm. Miles, to approve the City Clerk and Assistant Deputy Clerk to attend the Municipal Clerks of Illinois Summer Seminar in Collinsville July 10th-11th. Roll call vote showed all voted aye, no nays, motion carried.

B. A motion was made by Comm. Crawford, seconded by Comm. Steckel, to approve a recommendation from the Planning and Zoning Board of a request from Randall Scott owner of 605 poplar Street for a 1 (one) foot variance to be used for an addition to existing garage. Roll call vote showed all voted aye, no nays, motion carried.

C. A motion was made by Comm. Miles, seconded by Comm. Crawford, to approve the reappointment of the following trustees to the Jerseyville Public Library Board with terms of July 1, 2024, through June 30, 2027: Marcia Adams, Matt Derrick, and Laura Woodring. Roll call vote showed all voted aye, no nays, motion carried.

D. A motion was made by Comm. Miles, seconded by Comm. Crawford, to approve the FY 24-25 appropriations ordinance for public inspection with a public hearing to be held, Tuesday, July 23rd at 5:45 p.m. in the Council Chambers at City Hall. Roll call vote showed all voted aye, no nays, motion carried.

E. A motion was made by Comm. Miles, seconded by Comm. Crawford, to approve the appointment of Trent Long to the Jerseyville Fire Department. Chief Norman stated Mr. Long is a business owner in town and has been attending Fire Dept meetings. Roll call vote showed all voted aye, no nays, motion carried.

F. Mrs. Sherry Droste was present to give the Council an update on the activities of the Jersey County Arts Council. Projects currently in the works are street banners and cow parade. The completed project mentioned was the Art Block Party held Saturday, June 1st which was a success and the plan is to offer again next year but with the consideration of a different time frame and include more children’s activities. Upcoming activities include a scarecrow contest, Halloween window decorating contest, and public art piano project. It was the consensus of the Council to allow the Arts Council to display a piano at City Center Plaza for decorating and public display for a limited time.

OTHER BUSINESS

Mayor Stork announced the following:

Fourth of July Fireworks display will be held Thursday, July 4th at the Jerseyville American Legion beginning at dusk.

Jersey County Fair Parade will be held Tuesday, July 9th beginning at 6:00 p.m. and City Council meeting will be held at 5:00 p.m.

Comm. Steckel mentioned the last Rock the Block Council was well attended.

PUBLIC COMMENT: None

CLOSED SESSION: A motion was made by Comm. Miles, seconded by Comm. Crawford, to go into closed session to discuss collective bargaining contract and employment contract. Roll call vote showed all voted aye, no nays, motion carried.

ADJOURNMENT: Being no action taken from closed session and no other business to be discussed, a motion was made by Comm. Miles, seconded by Comm. Crawford, to adjourn the meeting at 6:59 p.m.
