City of Edwardsville Public Services Committee met June 27

Here are the minutes provided by the committee:

Present: 

Alderman Jennifer Warren 

Alderman SJ Morrison 

Eric Williams, Director of Public Works 

Ryan Zwijack, City Engineer 

David Sirko, Assistant City Engineer

Excused:  Alderman Hal Patton 

I. Public Comment: A resident spoke in regard to solar panels in the historic districts. 

II. Council Matters: 

A. Approval of Minutes from the June 11, 2024 Public Services Committee meeting: 

Alderman Warren made a motion to approve with Alderman Morrison seconding the motion. All Ayes. Committee forwarded to Council for information. 

B. Approval of a Memorandum of Understanding between the City of Edwardsville and the Edwardsville Community Unit School District #7 - In reference to: Intergovernmental Police Service Assistance Agreement (School Resource Officer Program)

Alderman Warren made a motion to approve with Alderman Morrison seconding the motion. Staff explained that this intergovernmental agreement is in reference to the School Resource Officer and DARE Program. All Ayes. Committee forwarded to Council for consideration. 

C. A Resolution Authorizing the Police Department to Apply for the Illinois Office of the Attorney General Organized Retail Crime Grant 

Alderman Warren made a motion to approve with Alderman Morrison seconding the motion. Staff explained that this is a grant directed to be used for officer training, overtime details and equipment and technology directed at combating retail theft. All Ayes. Committee forwarded to Council for consideration. 

D. A Resolution Authorizing the Police Department to Apply for the Firehouse Subs Public Safety Foundation Grant 

Alderman Warren made a motion to approve with Alderman Morrison seconding the motion. Staff explained that this is a grant for lifesaving equipment to help impact the lifesaving capabilities, and the lives of local first responders and their communities. All Ayes. Committee forwarded to Council for consideration. 

E. Approval to purchase a Bobcat G33N-7 Forklift from Wolter, Inc through the Sourcewell Joint Purchasing Contract in the amount of $46,964.31 

Alderman Warren made a motion to approve with Alderman Morrison seconding the motion. Staff explained that this is to replace an existing forklift and will be used by staff to perform a variety of tasks. All Ayes. Committee forwarded to Council for consideration. 

F. Approval of a Professional Services Agreement with Oates Associates, Inc. for the Preliminary Engineering of the Illinois 157 Shared Use Path Phase 6 

Alderman Warren made a motion to approve with Alderman Morrison seconding the motion. Staff explained that this is for construction of a shared use path along St. Louis Street from West Street to Second Street. All Ayes. Committee forwarded to Council for consideration. 

G. Approval of Change Order #1 for Hillsboro Drainage Project in the amount of $65,997.18 

Alderman Warren made a motion to approve with Alderman Morrison seconding the motion. Staff explained that this is for changes to the original bid scope. All Ayes. Committee forwarded to Council for consideration.

A. Change Order #1 for the University Drive Phase 2 Project in the increased amount of  $8,680.00 

B. Next Public Services Committee meeting will be held at City Hall, 118 Hillsboro Ave. on  Tuesday, July 9, 2024 at 4:30 p.m.

VII. Adjournment: Alderman Warren made a motion to adjourn. Alderman Morrison seconded the motion. 

All Ayes. Committee adjourned at 4:26 pm.
