City of Fairview Heights Community Committee met Oct. 1

Here are the minutes provided by the committee:

Committee Members in attendance - Frank Menn, Brenda Wagner, Bill Poletti, Mayor Mark Kupsky, Ex-officio 

Committee Members absent - Ryan Vickers, Harry Zimmerman 

Other Aldermen and Elected Officials in attendance - Anthony LeFlore, Pat Peck, Barb Brumfield 

Others in attendance - Parks and Recreation Director Angela Beaston, Land Use & Development Director Dallas Alley, City Attorney Andrew Hoerner, Zach Bartley, IT - video/teleconference

Public Participation — 

Approval of August 21, 2024 minutes 

Motion and second to approve said minutes were made by Committee Members Brenda Wagner/Frank Menn. Roll call vote: Aldermen Frank Menn, Brenda Wagner and Bill Poletti voted yes. Aldermen Ryan Vickers and Harry Zimmerman were absent. Motion carried on 3 yeas and 2 absent. Motion carried. 

Parks & Recreation Committee

Parks and Recreation Director's Report 

Director Beaston presented the Director's Report-Facility Usage Report: Discussion of the Facility Usage Report and updates on upcoming events to Committee for review. Brenda Wagner requested pictures of Pleasant Ridge Park progress as construction takes place. There were no questions. 

Development Committee

Economic Development Director's Report 

Director Alley presented the Director's Report to Committee for review. There were no questions. 

Land Use & Development Committee 

Alderman Harry Zimmerman, Chairman

Director Alley presented the Director's Report to Committee for review. There were no questions. 

PC 17-24, Denial of a Special Use Permit for a Liquor & Tobacco Store - Resolution 

Director Alley presented Committee with PC 17-24, Denial of a Special Use Permit for a Liquor & Tobacco Store - Resolution. 

David Kneipkamp - property owner of Arts Village - spoke in opposition to a liquor and tobacco store at the proposed location. 

Motion and second to forward to the City Council with the recommendation of denial, PC 17-24, Denial of a Special Use Permit for a Liquor & Tobacco Store, were made by Committee Members Bill Poletti/ Frank Menn. Roll call vote: Aldermen Frank Menn, Brenda Wagner and Bill Poletti voted yes. Aldermen Ryan Vickers and Harry Zimmerman were absent. Motion carried on 3 yeas and 2 absent. Motion carried. 

PC-18-24, Approval of a Preliminary Plat for St. Clair Square Minor Lot Subdivision at 134 St. Clair Square - Resolution 

Director Alley presented to Committee PC-18-24, Approval of a Preliminary Plat for St. Clair Square Minor Lot Subdivision at 134 St. Clair Square. 

Motion and second to forward to the City Council with the recommendation of approval, PC-18-24, Approval of a Preliminary Plat for St. Clair Square Minor Lot Subdivision at 134 St. Clair Square, were made by Committee Members Bill Poletti/Frank Menn. Roll call vote: Aldermen Frank Menn, Brenda Wagner and Bill Poletti voted yes. Aldermen Ryan Vickers and Harry Zimmerman were absent. Motion carried on 3 yeas and 2 absent. Motion carried.
