City of Edwardsville City Council met Oct. 15

Here are the minutes provided by the council:

The regularly scheduled meeting of the Edwardsville City Council took place at 7:00 p.m. at Edwardsville City Hall, located at 118 Hillsboro Avenue in Edwardsville, Illinois, with Mayor Risavy presiding. 

The Pledge of Allegiance recited by all present. 

Council members Patton, Miracle, Morrison, Krause, Grant and Farrar answered present on roll call. Warren was absent-excused. 

Mayor Risavy welcomed everyone in attendance and those viewing on Facebook Live to the meeting. 

Mayor Risavy recognized the passing of Charles "Skip" Schmidt. Mr. Schmidt was a dedicated community volunteer. His volunteer roles included the Wildey, MEHS, EHS Drama Club, American Legion, Faith in Action and the YMCA. He served on the City of Edwardsville RASE Board. Mayor Risavy asked for a moment of silence to remember Mr. Schmidt. 

Special Recognition/Proclamations/Oaths 

Mayor Risavy announced the Citizen Commendation and Illinois State Senate Certificates of Recognition: Kathryn Clark, Nicole McCormick, Eli Brown, and Alexis Young. Chief Fillback came forward to present the award. On Friday, September 13, 2024, the citizens observed an apartment building at 32 Devon Court on fire. They responded to the scene, alerted residents to the fire and helped with evacuation. The group of citizens did not hesitate to help those in need. The citizens played an integral role in preventing injury during the fire. The recipients came forward and received the Citizen Commendation award. Senator Erica Conway Harriss came forward and presented the Illinois State Senate Certificates. 

Mayor Risavy opened the public comment portion of the meeting. No public comments made. 

Consent Agenda 

Mayor Risavy read Consent Agenda items as follows: 

• Approval of minutes of Council Meeting on October 01, 2024 

• Reports of Elected and Appointed Officials:

Motion by Grant, seconded by Morrison to approve the Consent Agenda presented. 

Roll Call on Consent Agenda: Six Ayes with Aldermen Patton, Miracle, Morrison, Krause, Grant and Farrar voting aye. Motion carried. 

Petitions and Communications

Legislative & Executive 

Motion by Morrison, second by Farrar to approve a Resolution Authorizing Execution of Notice of Appointment of IMRF Authorized Agent for the City of Edwardsville. Roll Call: Six Ayes with Aldermen Patton, Miracle, Morrison, Krause, Grant and Farrar voting aye. Motion carried.

City Clerk

Finance Committee 

Minutes of the Finance Committee meeting on August 29, 2024 were presented for information and file. 

Motion by Krause, second by Miracle to approve the Claims -$2,899,124.46. 

Roll Call: Six Ayes with Aldermen Patton, Miracle, Morrison, Krause, Grant and Farrar voting aye. Motion carried. 

Motion by Krause, second by Miracle for approval of a Resolution Amending the Resolution 904-04-2024 (Budget Resolution). 

Alderman Krause commented the amendment would add approximately $99,000 for additional fire fighters added to the department. Jeanne Wojcieszak commented that the Fire Department diligently reviewed the budget for reduced spending. The increased budget will allow for appropriate hiring and training of new fire personnel. 

Roll Call: Six Ayes with Aldermen Patton, Miracle, Morrison, Krause, Grant and Farrar voting aye. Motion carried. 

Motion by Krause, second by Miracle for approval of the 2025 Employee Healthcare Renewal. 

Amanda Tucker commented the advisory committee reviewed the changes and they are in the packet. The plan has an 8.7% increase, due to 2 factors. The first factor is State legislation for prescription drugs no longer has a step plan for name brand drugs. The second factor comes from buying down the out of pocket deductible to offer the employees the same level of out of pocket maximums. 

Roll Call: Six Ayes with Aldermen Patton, Miracle, Morrison, Krause, Grant and Farrar voting aye. Motion carried. 

Motion by Krause, second by Miracle for approval of the IMLRMA (Illinois Municipal League Risk Management Association) 2025 Renewal for Professional Risk Management Services and Various Coverages. 

Alderman Krause commented the premium is $718,090.56. The premium is a 7% increase over the previous year. The policy does include cyber protection. 

Roll Call: Six Ayes with Aldermen Patton, Miracle, Morrison, Krause, Grant and Farrar voting aye. Motion carried. 

Finance Committee will meet on Wednesday, October 30, 2024 at 3:00 p.m. in City Hall located at 118 Hillsboro Avenue, Edwardsville, IL 62025. 

Public Services Committee 

Minutes of the Public Services Committee meeting on September 25, 2024 were presented for information and file. 

Motion by Morrison, second by Farrar for approval of a Sole Source Resolution Authorizing the Purchase and Installation of Automated Meters from Core and Main LP for $1,180,250.00. 

Alderman Morrison commented this is the next phase of automated water meters. Alderman Patton asked if this was the final phase. This is the final installation. 

Roll Call: Six Ayes with Aldermen Patton, Miracle, Morrison, Krause, Grant and Farrar voting aye. Motion carried. 

Public Services Committee will meet on Tuesday, October 29, 2024 at 4:30 p.m. in City Hall located at 118 Hillsboro Avenue, Edwardsville, IL 62025. 

Administrative & Community Services Committee 

Minutes of Administrative & Community Services Committee meeting on September 26, 2024 were presented for information and file. 

Motion by Grant, second by Krause for approval of an Ordinance Amending Chapter Two, Article V of the Codified Ordinances of Edwardsville, Illinois Fixing the Salary of City Clerk. Alderwoman Grant commented this brings the salary more in line with comps and starts May 01, 2025. 

Roll Call: Six Ayes with Aldermen Patton, Miracle, Morrison, Krause, Grant and Farrar voting aye. Motion carried. 

Motion by Grant, second by Krause for approval of an Ordinance Amending Chapter Two, Article III of the Codified Ordinances of Edwardsville, Illinois Fixing the Salary of Aldermen. Alderwoman Grant commented this will go into effect in May 01, 2025 and brings this in line with comparative councils. Mayor Risavy commented he has recommended the change in salary. Mayor Risavy feel with the level of commitment from the council members that the salary adjustment is appropriate. 

Roll Call: Six Ayes with Aldermen Patton, Miracle, Morrison, Krause, Grant and Farrar voting aye. Motion carried. 

Alderwoman Grant presented an Ordinance Amending Chapter 114, Article IV, and Division 2 of the Codified Ordinances of the City of Edwardsville - Limited or Prohibited Parking Areas for first reading. 

Motion by Grant, second by Miracle for approval of Change Order #3 for Phase 3 Plummer Family Sports Park. 

Alderwoman Grant commented this addresses some additional items needed in construction. Roll Call: Six Ayes with Aldermen Patton, Miracle, Morrison, Krause, Grant and Farrar voting aye. Motion carried. 

Motion by Grant, second by Miracle for approval of a Resolution Authorizing the Submittal of an Application for the 2024-2026 Urban and Community Forestry Grant through the Morton Arboretum. 

Alderwoman Grant commented this is a fifty percent reimbursable match for eligible projects. The funds would allow the city to plant trees on public property, remove invasive species and update the city tree inventory.

Alderwoman Grant presented the minutes from the Bicycle and Pedestrian Advisory Committee meeting September 04, 2024 for information and file. 

Administrative & Community Services Committee will meet on Wednesday, October 30, 2024 at 4:00 p.m. in City Hall

Alderman Krause announced the 32nd Annual LeClaire Parkfest this weekend. It starts at 11:00am on Sunday, October 20, 2024.
