Madison County Zoning Board of Appeals met Nov. 26

Here are the minutes provided by the board:

Members Present: Don Metzler, George Ellis, Mary Goode, Cedric Irby, Sharon Sherrill, Curtis Stephens

Members Absent: Nicholas Cohan

A. Call to Order

Don Metzler, Chairman, called the meeting to order at 5:00 p.m. and conducted roll call.

B. Approval of Minutes

Chairman Metzler asked for a motion to approve the meeting minutes from October 22, 2024. Mary Goode made a motion to approve. Seconded by George Ellis. Voice-vote. All ayes. Motion approved.

C. Overview of Zoning Petitions and Staff Review

Jen Hurley, Zoning Coordinator, gave a brief overview of the five zoning petitions and provided staff review.

D. Explanation of Zoning Hearing Procedures and Swearing in of All Parties

Chairman Metzler explained hearing procedures to meeting attendees and swore in staff members and all parties wishing to address the Board.

E. Zoning Hearings

The Zoning Board of Appeals conducted the zoning hearing on the five agenda items.

1. Hearing Z24-0071 – Petition of Brent Ahlers, owner of record, requesting a zoning map amendment to rezone the approximately 37.0 acre dual-zoned tract of land from “R-1” Single-Family Residential District and “R-3” Single-Family Residential District to “A” Agricultural District. Also requesting a Special Use Permit as per §93.023, Section D, Item 32 of the Madison County Zoning Ordinance in order to operate a Landscaping Services business on site. This is located in Edwardsville Township at 349 Kiowa St, Edwardsville, Illinois, County Board District #18, PIN# 14-1-15-01-00-000-019. A motion was made by Mary Goode and seconded by Cedric Irby that the petition of Brent Ahlers be Approved with Conditions. Roll-call vote. All Ayes. Motion passes.

2. Hearing Z24-0072 – Petition of Joshua Kirbach, applicant on behalf of Coles-Hagen Partnership, owner of record, requesting a zoning map amendment to rezone an approximately 9.59 acre tract of land from “B-3” Highway Business District to “PD” Planned Development District. This is located in Chouteau Township at 904 Thorngate St, Granite City, Illinois, County Board District #21, PIN# 18-1-14-28-00-000-006. A motion was made by Mary Goode and seconded by Cedric Irby that the petition of Joshua Kirbach be Approved with Conditions. Roll-call vote. All Ayes. Motion passes.

3. Hearing Z24-0074 - Petition of Vernon Smith, Jr., owner of record with Carol Smith, requesting a variance as per §93.051, Section A, Item 3, Subsection (c) of the Madison County Zoning Ordinance in order to have an accessory structure in the front yard setback area. This is located in an “R-3” Single-Family Residential District  in Moro Township at 7518 Lake Heights Dr, Moro, Illinois, County Board District #5, PIN# 16-2-03-34-02-201-016. A motion was made by Cedric Irby and seconded by George Ellis that the petition of Vernon Smith, Jr. be Approved. All Ayes. Motion passes.

4. Hearing Z24-0076 - Petition of Katherine Romero, owner of record with Victoria Romero and Isabella Romero, requesting a Special Use Permit as per §93.031, Section D, Item 1 of the Madison County Zoning Ordinance in order to operate an Eating and Drinking Establishment in the existing building on site. This is located in a “B-3” Highway Business District in Wood River Township at 521 E Airline Dr, East Alton, Illinois, County Board District #13, PIN# 19-2-08-14-03-303-002. A motion was made by Mary Goode and seconded by George Ellis that the petition of Katherine Romero, owner of record with Victoria Romero and Isabella Romero, be Approved with Conditions. Roll-call vote. All Ayes. Motion passes.

5. Hearing Z24-0077 - Petition of Armoracia Solar, LLC and Rusticana Solar, LLC, applicants on behalf of Scott Frey and Jacob Frey, owners of record, requesting a Special Use Permit as per §93.025, Section G, Item 21 of the Madison County Zoning Ordinance in order to develop a Commercial Solar Energy Facility on site. This is located in an “R-3” Single-Family Residential District in Collinsville Township at the southeast corner of Interstate 55 and Pleasant Ridge Rd, Collinsville, Illinois, County Board District #23, PIN#s 13-1-21-15-00-000-018 & 13-1-21-14-00-000-012. A motion was made by Cedric Irby and seconded by George Ellis that the petition of Armoracia Solar, LLC and Rusticana Solar, LLC applicants on behalf of Scott Frey and Jacob Frey, be Approved with Conditions. Roll-call vote. Ayes: George Ellis. Nays: Cedric Irby, Sharon Sherrill, Curtis Stephens. Mary Goode left before vote was taken. Motion denied.

I. Zoning Coordinator’s Report

Jen Hurley, Zoning Coordinator, informed all applicants of the upcoming Building & Zoning Committee meeting, where their requests will be heard next.

J. Adjournment

Cedric Irby made a motion to adjourn the meeting. Seconded by George Ellis. Voice-vote. All ayes. Motion passes. Meeting adjourned.
