City of Fairview Heights City Council met Dec. 17

Here are the minutes provided by the council:

The regular meeting of the Fairview Heights City Council was called to order at 7:00 p.m. Mayor Mark T. Kupsky in the City Council Chambers, 10025 Bunkum Road, Fairview Heights, IL and also conducted virtually for guest attendees and City Council members per Resolution 4391-2021 with the Pledge of Allegiance and Invocation by City Clerk Karen Kaufhold. 

ROLL CALL 

Roll call of Aldermen present: Aldermen Harry Zimmerman, Pat Peck, Ryan Vickers, Anthony LeFlore, Bill Poletti, Denise Williams, Frank Menn, Josh Frawley, Barbara Brumfield, and Brenda Wagner. City Clerk Karen Kaufhold and Attorney Garrett Hoerner were present. 

PUBLIC PARTICIPATION 

None 

CONSENT AGENDA 

Alderman Bill Poletti moved to approve the December 3rd, 2024 City Council minutes, Finance Director's Report and the bills and invoices presented for payment in the amount $3,092,742.60. Seconded by Alderman Ryan Vickers. 

Alderman Frawley moved to amend the December 3rd, 2024 City Council minutes to add more detail to clarify how an Alderman votes when attending virtually or by phone. Seconded by Alderman Vickers. Roll call on the motion to amend the December 3rd, 2024 City Council minutes showed Aldermen Zimmerman, Peck, Vickers, LeFlore, Poletti, Williams, Menn, Frawley, Brumfield, and Wagner voting "Yea". Motion passed with 10 yeas. 

Roll call on the amended December 3rd, 2024 City Council minutes, Finance Director's Report and the bills and invoices presented for payment in the amount $3,092,742.60 showed Aldermen Zimmerman, Peck, Vickers, LeFlore, Poletti, Williams, Menn, Frawley, Brumfield, and Wagner voting "Yea". Motion passed with 10 yeas. 

COMMITTEE REPORTS 

The Mayor announced that Community Committee Meeting will be on December 18th, 2024 at 7:00 P.M. 

COMMUNICATIONS FROM THE MAYOR 

The Mayor began with announcing Frank's had their Ribbon Cutting. Mayor shared with us that former Alderman Pat Baeske and her husband Mel will celebrate their 65th Anniversary this Thursday. The Mayor wished everyone Happy Holidays and a Merry Christmas from himself and the staff at the City of Fairview Heights. The Mayor asked us to remember our first responders and EMT's and all those working the Holidays. 

COMMUNICATIONS FROM ELECTED OFFICIALS 

Alderman Brenda Wagner wanted to give thanks to the Parks Department for Holiday Decorations and the roundabout tree. Alderman Wagner also wanted to announce that the Snowglobe campaign is very successful.

Omnibus Reading 

Proposed Ordinance No.18-'24 an Ordinance to provide for the levy of a tax for Library purposes, pursuant to the Local Library Act (75 ILCS 5/3-1), for the City of Fairview Heights, St. Clair County, IL for the fiscal year beginning May 1, 2025 and ending April 30, 2026. 

Proposed Ordinance No. 19-'24 an Ordinance abating the tax hereto levied for Library purposes for the fiscal year starting May 1, 2025, and ending April 30, 2026, in the amount of EIGHT HUNDRED SEVETY-EIGHT THOUSAND ONE HUNDRED SIXTY-ONE DOLLARS ($878,161). 

Proposed Ordinance No. 18-'24 and Proposed Ordinance No. 19-'24 were read for the second time. Roll call on Proposed Ordinance No. 18-'24 and 19-'24 showed Aldermen Zimmerman, Peck, Vickers, LeFlore, Poletti, Williams, Menn, Frawley, Brumfield, and Wagner voting "Yea". 

Proposed Ordinance No. 18-'24 and Proposed Ordinance No. 19-'24 passes on 10 yeas. Proposed Ordinance No. 18-'24 now becomes Ordinance No. 1980-2024 

Proposed Ordinance No. 19-'24 now becomes Ordinance No. 1981-2024 

Proposed Ordinance 20-'24 an Ordinance repealing Chapter 29, of Ordinance No. 190, "The Revised Code, "Parks, in its Entirety and; an Ordinance establishing a new Chapter 29, Parks. Proposed Ordinance No. 20-'24 was read for the second time. 

Roll call on the Proposed Ordinance No. 20-'24 showed Aldermen Zimmerman, Peck, Vickers, LeFlore, Poletti, Williams, Menn, Frawley, Brumfield, and Wagner voting "Yea". 

Proposed Ordinance No. 20-'24 passed on 10 yeas. 

Proposed Ordinance No. 20-'24 now becomes ORDINANCE NO. 1982-2024 

NEW BUSINESS 

Proposed Ordinance 21-'24 an Ordinance amending Chapter 16, of Ordinance No. 190, "The Revised Code," Chapter 16, Fees and Salaries, Article | Salaries; an Ordinance Establishing Salaries of Appointed Officials and Employees of the City of Fairview Heights, IL 2024-2025. Motion made by Alderman Wagner. Seconded by Alderman Poletti. 

Motion by Alderman Peck to advance Proposed Ordinance No. 21-24 to the second reading. Seconded by Alderman LeFlore. 

Roll call to advance Proposed Ordinance No. 21-24 to the second reading showed Aldermen Zimmerman, Peck, Vickers, LeFlore, Poletti, Williams, Menn, Frawley, Brumfield, and Wagner voting "Yea". Motion passed with 10 yeas. 

Roll call on the Proposed Ordinance No. 21-'24 showed Aldermen Zimmerman, Peck, Vickers, LeFlore, Poletti, Williams, Menn, Brumfield, and Wagner voting "Yea". Alderman Frawley abstained from the vote. 

Proposed Ordinance No. 21-'24 passed on 9 yeas and 1 abstain. 

Proposed Ordinance No. 21-'24 now becomes ORDINANCE NO. 1983-2024 

NEW BUSINESS CONTINUED 

Proposed Ordinance 22-24 an Ordinance amending Ordinance No. 1963-2024, Passed April 17, 2024; an Ordinance establishing a budget for the City of Fairview Heights, Illinois for the Fiscal Year 2024- 2025. Motion made by Alderman Wagner. Seconded by Alderman LeFlore. 

Motion by Alderman Peck to advance Proposed Ordinance No. 22-24 to the second reading showed Aldermen Zimmerman, Peck, Vickers, LeFlore, Poletti, Williams, Menn, Frawley, Brumfield, and Wagner voting "Yea". Motion passed with 10 yeas.

Motion by Alderman Poletti. Seconded by Alderman Wagner. 

Roll call on the Proposed Resolution No. 67-'24 showed Aldermen Zimmerman, Peck, Vickers, LeFlore, Poletti, Williams, Menn, Frawley, Brumfield, and Wagner voting "Yea". 

Proposed Resolution No. 67-'24 passed on 10 yeas. 

Proposed Resolution No. 67-'24 now becomes RESOLUTION NO. 4601-2024 

Proposed Resolution 68-'24 a Resolution authorizing the Mayor to enter into a Letter Agreement with the St. Clair County Highway Department for reimbursement of fees for the preparation of an STP-S Grant Application for road improvements to Ashland Avenue form Old Collinsville Road to Joseph Drive. Motion by Alderman Poletti. Seconded by Alderman Peck. 

Roll call on the Proposed Resolution No. 68-'24 showed Aldermen Zimmerman, Peck, Vickers, LeFlore, Poletti, Williams, Menn, Frawley, Brumfield, and Wagner voting "Yea". 

Proposed Resolution No. 68-'24 passed on 10 yeas. 

Proposed Resolution No. 68-'24 now becomes RESOLUTION NO. 4602-2024 

Proposed Resolution 69-'24 a Resolution amending Resolution No. 4535-2024, passed January 16, 2024; a Resolution adopting a Capital Improvement Priority List. Motion by Alderman Peck. Seconded by Alderman Brumfield. 

Roll call on the Proposed Resolution No. 69-'24 showed Aldermen Zimmerman, Peck, Vickers, LeFlore, Poletti, Williams, Menn, Frawley, Brumfield, and Wagner voting "Yea".

Proposed Resolution 70-'24 a Resolution authorizing the Mayor to enter into a purchase agreement with Morrow Brothers Ford, Inc, Greenfield, Illinois, for the purchase of four (4) 2025 Ford Interceptor Police Vehicles for use by the Fairview Heights Police Department. Motion by Alderman Wagner. Seconded by Alderman Vickers.

Proposed Resolution No. 70-'24 passed on 10 yeas. 

Proposed Resolution No. 70-'24 now becomes RESOLUTION NO. 4604-2024 

Motion by Alderman Brumfield to accept the Fiscal year 2023-2024 Audits as prepared by Sheffel Boyle, which includes the following: Annual Audit, three (3) TIF Reports and additional reports as required by State and Federal Laws. Seconded by Alderman Poletti. 

Roll call on the motion showed Aldermen Zimmerman, Peck, Vickers, LeFlore, Poletti, Williams, Menn, Frawley, Brumfield, and Wagner voting "Yea". Motion passes on 10 yeas. 

Alderman Peck moved to adjourn. Seconded by Alderman Poletti. Motion carried.
