1. Approval of Minutes from the April 10, 2025 ACS meeting - Motion to approve (Grant),  seconded (Miracle) and voted all ayes to forward to Council

3. Council Matters 

A. FILED FOR SECOND READING: 

1) An Ordinance Making Appropriations for the Fiscal Year Beginning the First Tuesday in May, A.D., 2025 and Ending the Monday Proceeding the First Tuesday in May, A.D., 2026 - Jeanne Wojcieszak stated there will be a public hearing before the City Council meeting - Motion to approve (Grant), seconded (Miracle) and voted all ayes to forward to Council 

B. NEW ITEMS 

1) Resolution Approving the Inactive Dorset Court PUD Development Plan to Remain in Effect - Ryan Zwijack provided information. Tom Kennedy spoke about the process and asked for accommodations to allow for the project to go through. Home First will buy, manage and operate the development. IDHA funds require approval by June 1st. Eight fully accessible units are proposed. Gayle Frey and James Mundloch answered questions - Motion to approve (Grant), seconded (Krause) and voted all nays to forward to Council 

2) City of Edwardsville Commercial Building Façade Application for C.W. Byron Properties at 122, 124, 126 N Main St. in the amount not to exceed $6,782.50 - Eric Williams provided information on the proposed work - Motion to approve (Grant), seconded (Krause) and voted all ayes to forward to Council 

3) An Ordinance Amending the Codified Ordinances of Edwardsville by the Adoption of Chapter 106, Article XV, Implementing a Municipal Grocery Retailer's Occupation Tax and a Municipal Grocery Service Occupation Tax - First Reading - Will Krause explained that it is not a new tax. There is no change to the end user and the tax rate is not going up. - Motion to approve (Grant), seconded (Krause) and voted all ayes to forward to Council 

4) Resolution to Amend Resolution 837-09-2033 Establishing the Single Family Residential Rehabilitation Forgivable Loan Program - Eric Williams and Jeff Berkbigler provided information Motion to approve (Grant), seconded (Krause) and voted all ayes to forward to Council 

5) An Ordinance Authorizing and Directing the Issuance, Sale and Delivery of General Obligation Bonds, Series 2025, of the City of Edwardsville, Illinois; Providing for the Levy and Collection of an Annual Tax for the Purpose of Paying the Principal of and Interest on Said Bods as They Become Due; and Authorizing Certain Other Documents and Actions in Connection Therewith - Request Suspension of Rules and Pass on First Reading - Jeanne Wojcieszak provided information - Motion to suspend (Grant), seconded (Miracle) and voted all ayes for suspension of rules - Motion to approve (Grant), seconded (Miracle) and voted all ayes to forward to Council 

6) Approval of a Professional Services Agreement with Lochmueller Group for the Goshen Commons Project - Motion to hold (Grant), seconded (Miracle) and voted all ayes to hold in Committee
