City of Edwardsville Finance Committee met May 1

Here are the minutes provided by the committee:

Alderman Krause called the meeting to order at 4:00 p.m. in the Council Chambers in City Hall, located at 118 Hillsboro Avenue in Edwardsville, Illinois.

Roll Call: Alderman Krause, Chairman and Alderwoman Miracle were present. Alderman Farrar was excused.

Also Present: Jeanne Wojcieszak, Director of Finance; Eric Williams, City Administrator; Ryan Zwijack, Director Public Works; Jeff Berkbigler, City Attorney; Brendan McKee, Fire Chief; Cathy Hensley, Communication Coordinator; Devin Gray, Director ITC; Denise Thibault, Code Enforcement Manager; and Karla Vasquez, Edwardsville Intelligencer.

No public comment was made.

Motion by Krause, seconded by Miracle to approve the minutes of the Finance Committee meeting held on April 10, 2025. Motion carried with Krause and Miracle voting aye.

Old Business:

Motion by Krause, seconded by Miracle an Ordinance Making Appropriations for the Fiscal Year Beginning the First Tuesday in May, A.D., 2025 and Ending the Monday Preceding the First Tuesday in May, A.D., 2026.

Motion carried with Krause and Miracle voting aye.

New Business:

Claims amount will be announced at the Tuesday, May 06, 2025 Council meeting.

Motion by Krause, seconded by Miracle to approve and forward to council a Resolution Revising the Fee Schedule for the City of Edwardsville for Short-Term Rentals. Motion carried with Krause and Miracle voting aye.

Motion by Krause, seconded by Miracle to approve and forward to council a Resolution Authorizing a Sole Source Contract for Software Implementation Consulting and Support Services. Motion carried with Krause and Miracle voting aye.

Motion by Krause, seconded by Miracle, to approve and forward to council an Ordinance Amending the Codified Ordinances of Edwardsville by the Adoption of Chapter 106, Article XV, Implementing a Municipal Grocery Retailers’ Occupation Tax and a Municipal Grocery Service Occupation Tax (First Reading). Motion carried with Krause and Miracle voting aye.

Motion by Krause, seconded by Miracle, to approve and forward to council an Ordinance Authorizing and Directing the Issuance, Sale and Delivery of General Obligation Bonds, Series 2025, of the City of Edwardsville, Illinois; Providing for the Levy and Collection of an Annual Tax for the Purpose of Paying the Principal of and Interest on Said Bonds as They Become Due; and Authorizing Certain Other Documents and Actions in Connection Therewith (First Reading). Motion carried with Krause and Miracle voting aye.

Finance Committee will meet on Thursday, May 15, 2025 at 4:00 p.m. in City Hall.
