City of Fairview Heights City Council met May 20

Here are the minutes provided by the council:

The regular meeting of the Fairview Heights City Council was called to order at 7:00 p.m. by Mayor Mark T. Kupsky in the City Council Chambers, 10025 Bunkum Road, Fairview Heights, IL and also conducted virtually for guest attendees and City Council members per Resolution 4391-2021 with the Pledge of Allegiance and Invocation by City Clerk Karen Kaufhold.

ROLL CALL

Roll call of Aldermen present: Harry Zimmerman, Pat Peck, Anthony LeFlore, Bill Poletti, Frank Menn, Josh Frawley, Derrick King, James Winkeler, Barbara Brumfield and Brenda Wagner. City Clerk Karen Kaufhold and Attorney Andrew Hoerner were present.

PUBLIC PARTICIPATION

E. Scott Rich - expressed his support to the Police Department. Mr. Rich announced he is also representing Quail Forever Chapter; they had planted over 1500 trees and have made animal habitat improvements.

CONSENT AGENDA

Alderman Bill Poletti moved to approve the May 6th, 2025 City Council Meeting minutes and Finance Director's Report and the bills and invoices presented for payment in the amount of $2,509,896.24.

Seconded by Alderman Anthony LeFlore.

COMMITTEE REPORTS

The Mayor announced that the Community Committee Meeting will be on May 21, 2025 at 7:00 Р.М.

COMMUNICATIONS FROM THE MAYOR

The Mayor started by introducing Libby Rich, a member of Beautification Committee. Three police officers were injured in an incident, prompting the Mayor to offer a moment of prayer and thanks to all the Police Officers for their bravery, dedication and service. Mayor Kupsky thanked the community for their outpouring of generosity, but at this time, kindly suggested gift card donations in place of food items. In addition, Alderman Frank Menn, commended the Mayor for his support of the Officers.

Alderman Brenda Wagner, spoke regarding the thoughtfulness of the two new Aldermen and expressed her appreciation of the support from all City Council Members. Alderman Wagner was grateful how the City Council members came together as a consensus to support the police Department.

Proposed Ordinance No. 08-'25 an Ordinance amending Ordinance No. 190, "The Revised Code", Chapter 14 – Development Code. Proposed Ordinance No. 08-'25 was read for the second time Roll call on Proposed Ordinance 08-'25 showed Aldermen Zimmerman, Peck, LeFlore, Poletti, Menn, Frawley, King, Winkeler, Brumfield and Wagner voting "Yea". Motion passed with 10 yeas.

NEW BUSINESS

Proposed Resolution No. 29-'25 a Resolution authorizing the Mayor to enter into a purchase agreement with Utilitra for the purchase of one (1) 2025 Virtual Patroller Trailer for use by the Fairview Heights Police Department. Motion by Alderman Peck. Seconded by Alderman Poletti.

Roll call on the Proposed Resolution No. 29-'25 showed Aldermen Zimmerman, Peck, LeFlore, Poletti, Menn, Frawley, King, Winkeler, Brumfield and Wagner voting "Yea". Motion passed with 10 yeas.

Proposed Resolution No. 30-'25 a Resolution authorizing the Mayor to enter into a Lease Agreement with JUSTFOIA for the Freedom of Information Act Management Software. Motion by Alderman Poletti.

Proposed Resolution No. 31-'25 a Resolution authorizing the Mayor to enter into a Lease Agreement with Bluebird Network for the Lease of Direct Access Dark Fiber Internet Connection and Service.

Motion by Alderman Menn. Seconded by Alderman Poletti.

Proposed Resolution No. 35-'25 a Resolution authorizing the Mayor to enter into an agreement with the Fraternal Order of Police, Fairview Heights Lodge No. 217 and the Illinois F.O.P. Labor Council Covering rates of pay, wages, hours of employment and other conditions of employment for members of said union (Patrol Officers) employed by the City of Fairview Heights, IL effective May 1, 2025 through April 30, 2029. Motion by Alderman Brumfield. Seconded by Alderman LeFlore.

Proposed Resolution No. 36-'25 a Resolution authorizing the Mayor to enter into an agreement with the Fraternal Order of Police, Fairview Heights Lodge No. 217 and the Illinois Fraternal Order of Police Labor Council Covering rates of pay, wages, hours of employment and other conditions of employment for Commissioned Police Sergeants of said union employed by the City of Fairview Heights, IL effective May 1, 2025 through April 30, 2029. Motion by Alderman Brumfield. Seconded by Alderman LeFlore.

Roll call on the Proposed Resolution No. 36-'25 showed Aldermen Zimmerman, Peck, LeFlore, Poletti, Menn, Frawley, King, Winkeler, Brumfield and Wagner voting "Yea". Motion passed with 10 yeas.
