City of Edwardsville City Council met June 17

Here are the minutes provided by the council:

The regularly scheduled meeting of the Edwardsville City Council took place at 7:00 p.m. at Edwardsville City Hall, located at 118 Hillsboro Avenue in Edwardsville, Illinois, with Mayor Risavy presiding.

Council members Krause, Warren, Grant, Farrar, Hanna, Miracle and Morrison answered present on roll call.

Mayor Risavy welcomed everyone in attendance and those viewing on Facebook Live to the meeting.

Mayor Risavy opened the Public Comment portion of the meeting. No public comment

received.

Consent Agenda

Mayor Risavy read Consent Agenda items as follows:

Motion by Krause, second by Morrison to approve the Consent Agenda presented.

Legislative & Executive

Motion by Grant, second by Miracle to approve the Appointment of Rachel Heston-Davis to the Human Relations Committee with a term ending April 2028.

Roll Call: Seven Ayes with Aldermen Krause, Warren, Grant, Farrar, Hanna, Miracle and Morrison voting aye. Motion carried.

Legal & Judicial

None

City Clerk

City Clerk, Michelle Boyer reported that the Circuit Clerk's monthly report was not received and will be included at the July 01, 2025 council meeting.

Finance Committee

Motion by Miracle, second by Morrison to approve the Claims - the total claims amount - $1,869,181.73.

Roll Call: Seven Ayes with Aldermen Krause, Warren, Grant, Farrar, Hanna, Miracle and Morrison voting aye. Motion carried.

Finance Committee will meet on Thursday, June 26, 2025 at 4:00 p.m. in City Hall located at 118 Hillsboro Avenue, Edwardsville, IL 62025.

Public Services Committee

Alderwoman Warren announced the Public Services Committee will meet on Wednesday, June 25, 2025 at 4:30p.m. at City Hall located at 118 Hillsboro Avenue, Edwardsville, IL 62025.

Administrative & Community Services Committee

Alderman Krause presented the Minutes of the Administrative and Community Services Committee meeting on May 29, 2025 for information and file.

Motion by Krause, second by Miracle for Approval of an Ordinance Amending Chapter 82, Article II of the Codified Ordinances of Edwardsville, Illinois Concerning Solicitors.

Alderman Krause commented this updates the ordinance. It does not affect scouts, religious organizations or political surveyors from going door to door. It establishes a "do not knock list".

Roll Call: Seven Ayes with Aldermen Krause, Warren, Grant, Farrar, Hanna, Miracle and Morrison voting aye. Motion carried.

Motion by Krause, second by Miracle to approve a Resolution Authorizing Signing of the Field Use and Lease Agreement with the Edwardsville YМСА.

Alderman Krause commented this is for the multi-purpose fields.

Roll Call: Seven Ayes with Aldermen Krause, Warren, Grant, Farrar, Hanna, Miracle and Morrison voting aye. Motion carried.

Motion by Krause, second by Miracle for Approval of a Sole Source Resolution Authorizing the Awarding of a Contract to Helitech for the Installation of Phase Two of a Basement Waterproofing System at the Children's Museum Building in the amount of $36,868.

Alderman Krause commented this is the second phase of the project. The basement gets damp in heavy rains.

Roll Call: Seven Ayes with Aldermen Krause, Warren, Grant, Farrar, Hanna, Miracle and Morrison voting aye. Motion carried.

Motion by Krause, second by Grant for Approval of a Professional Services Agreement with TWM, Inc. for Future Parks at Benton Street and Gerber / Governors' Parkway.

Alderman Krause commented this is for the planning of these two properties. This is a formal design plan.

Motion by Krause, second by Miracle for Approval of RASE Board Items from the June 3, 2025 meeting.

United to Revive Edwardsville Concert ft. Beverly Farms Choir (Thursday, July 31)

Alderman Krause commented this is a new event. Nate Tingley came forward to confirm the event held at City Park. This is a concert open to the public.

Alderman Krause presented the minutes from the Zoning Board of Appeals meeting held on January 27, 2025 for information and file.

Alderman Krause presented the minutes from the Historic Preservation Commission meetings held on March 12, 2025 & April 9, 2025 for information and file.

Alderman Krause presented the minutes from the Bicycle and Pedestrian Advisory Committee meeting held on May 14, 2025 for information and file.

Administrative Services Committee will meet on Thursday, June 26, 2025 at 5:00 p.m. in City Hall

Cathy Hensley, Communications Coordinator came forward to review upcoming events.

These include:

• Municipal Band concert, Thursday evening at 7:30p.m.

• "62025 Day" will take place on Friday. The event will include food trucks, photo of the park, pie-eating contest (proceeds benefit Glen-Ed Pantry). Dueling piano concert to end the festival.

• Goshen Market Saturday - Bike and Hike Day at the market

• EAC will be conducting children's crafts at City Park Saturday morning

• Juneteenth event in City Park
