City of Fairview Heights City Council met July 1

Here are the minutes provided by the council:

The regular meeting of the Fairview Heights City Council was called to order at 7:00 p.m. by Mayor Mark T. Kupsky in the City Council Chambers, 10025 Bunkum Road, Fairview Heights, IL and also conducted virtually for guest attendees and City Council members per Resolution 4391-2021 with the Pledge of Allegiance and Invocation by City Clerk Karen Kaufhold.

ROLL CALL

Roll call of Aldermen present: Frank Menn, Josh Frawley, Derrick King, James Winkeler, Barbara Brumfield, Brenda Wagner, Harry Zimmerman, Pat Peck and. Alderman Bill Poletti and Anthony LeFlore was absent-excused to attend virtually. City Clerk Karen Kaufhold and Attorney Andrew Hoerner were present.

PUBLIC PARTICIPATION

None

CONSENT AGENDA

Alderman Brenda Wagner moved to approve the June 17th, 2025 City Council Meeting minutes.

Seconded by Alderman Barbara Brumfield.

Roll call on June 17th, 2025 City Council Meeting minutes showed Aldermen Poletti, Menn, Frawley, King, Winkeler, Brumfield, Wagner, Zimmerman, Peck and LeFlore voting "Yea". Motion passed with 10 yeas.

COMMITTEE REPORTS

The Mayor announced that the Operations and Administration Committee Meeting will be on July 9th, 2025 at 7:00 P.М.

COMMUNICATIONS FROM THE MAYOR

The Mayor began by stating that there will be a Swearing In Ceremony held for Officer Lauren Reed tonight. The Mayor wanted to issue a thank you to the organizers of the Rock the Blue event held in Belleville in support of Fairview Heights Police Officers. Mayor Kupsky also wanted to thank Eckert Florist for the bouquets of blue roses for tonight's Swearing In Ceremony. Mayor Mark announced this week's new business openings for Compassionate Hands, Alibi Cookies, and Tasty Bowls. There will be a Seven Brews Coffee and Dutch Bros coming soon to the City of Fairview Heights. In closing, the Mayor wanted to remind us all that Friday is the 4th of July, a time to celebrate our freedom, to remember our first responders and to check in our family, neighbors, and pets.

COMMUNICATIONS FROM ELECTED OFFICIALS

Alderman Brenda Wagner wanted to announce that World Jewelers had a raffle for a Diamond necklace and earrings, raising $4200.00 for our Police Department.

COMMUNICATIONS FROM ELECTED OFFICIALS-CONTINUED

Alderman Pat Peck announced July 12th, 2025, is the next Trekking for Trash.

NEW BUSINESS

Proposed Resolution No. 45-'25 a Resolution approving a Special Use Permit at 4529 N Illinois St within the "B-3" Community Business District to allow an event center. Motion by Alderman Peck.

Seconded by Alderman Wagner.

Roll call on the Proposed Resolution No. 45-'25 showed Aldermen Poletti, Menn, Frawley, King, Winkeler, Brumfield, Wagner, Zimmerman, Peck and LeFlore voting "Yea". Motion passed with 10 yeas.

Proposed Ordinance No. 45-'25 passed on with 10 yeas.

Proposed Ordinance No. 45-'25 now becomes RESOLUTION NO. 4648-2025

Proposed Resolution No. 46-'25 a Resolution approving a Special Use Permit at 10055 Bunkum Road with the "B-2" Office Business District to allow a church. Motion by Alderman Peck. Seconded by Alderman Wagner.

Roll call on the Proposed Resolution No. 46-'25 showed Aldermen Poletti, Menn, Frawley, King, Winkeler, Brumfield, Wagner, Zimmerman, Peck and LeFlore voting "Yea". Motion passed with 10 yeas.

Proposed Ordinance No. 46-'25 passed on with 10 yeas.

Proposed Ordinance No. 46-'25 now becomes RESOLUTION NO. 4649-2025

Proposed Resolution No. 47-'25 a Resolution authoring the Mayor to enter into a Purchase

Agreement with Miles Chevrolet, Decatur, Illinois, for the purchase of one (1) 2025 Chevrolet police vehicle for use by the Fairview Heights Police Department. Motion by Alderman Wagner. Seconded by Alderman King.

Roll call on the Proposed Resolution No. 47-'25 showed Aldermen Poletti, Menn, Frawley, King, Winkeler, Brumfield, Wagner, Zimmerman, Peck and LeFlore voting "Yea". Motion passed with 10 yeas.

Proposed Ordinance No. 47-'25 passed on with 10 yeas.

Proposed Ordinance No. 47-'25 now becomes RESOLUTION NO. 4650-2025

Motion made by Alderman Wagner moved to adjourn. Seconded by Alderman Peck. Motion carried.

Meeting adjourned at 7:12 P.M.
