(b) Public comments are limited to three (3) minutes per speaker;

(c) The subject of public comments shall be reasonably related to matters(s) identified on the meeting agenda and/or other city business;

(d) Repetitive public comments should be avoided, to the extent practical, through adoption of prior public comment (e.g. agreeing with prior speaker);

(e) The following conduct is prohibited during public participation:

• Acting or appearing in a lewd or disgraceful manner;

 • Using disparaging, obscene or insulting language;

 • Personal attacks impugning character and/or integrity;

 • Intimidation;

 • Disorderly conduct as defined in Section 130.02 of this revised code of ordinances.

(f) Any speaker who engages in such prohibited conduct during public participation shall be called to order by the chair or ruling by the chair if a point of order is made by a sitting alderman.

1. 2025-2026 MFT/TIF Asphalt Patch Program

Motion to approve Christ Brothers Asphalt, Inc., lowest responsive bidder, in the amount of $778,885.50.

2. Cool Valley Resolution of Additional Local Funds

Motion to approve a Resolution of Additional Local Funds Commitment for Cool Valley Drive Flood Mitigation. (TIF 3)

3. Church Street Reconstruction Work Order #45, Segment C

Motion to approve Oates Associates for Church Street Reconstruction Work Order #45, Segment C, in the amount of $120,800.00 for preparation of Plans, Specifications and Estimates for reconstructing South Church Street from South of the intersection of E. Garfield Street to South of the radius return on E. Main Street.

Optional Services for IDOT Processing in the amount of $42,900.00 and/or Structural Retaining Wall Design at 322 S. Church Street in the amount of $16,300.00 may be added. (HRST & TIF 17)

4. North 28th St. Culvert Replacement Construction Inspection

Motion to approve Lochmueller Group in the amount of $30,906.15 for Construction Inspection of North 28th Street Culvert Replacement. Project consists of a box culvert replacing a corrugated metal arch pipe, RCP, drainage inlets, concrete pavement, combination curb and gutter and related items necessary to complete the project according to the plans, specifications and other related contract documents. 5. Pavement Weight Protection for Roll-Off Dumpsters

Motion to approve Roll-Off Dumpster Applications to include Pavement Weight Protection in the form of steel plates or rubber mats; to be placed under each wheel of dumpster to protect pavement.

6. Maintenance Responsibility for Decorative Lighting

Motion to approve the maintenance responsibility for Decorative Streetscape lighting on the 100 block of West Washington. St. Clair Public Building Commission proposes to install 8 lights in the 100 block of W. Washington St. and South 1st St., at no charge. Poles and lighting will match the current Streetscape lighting of N. Illinois St. and Main Street.

7. Public Works vehicle to dispose/sell/auction

Motion from Public Works to dispose/sell/auction a 2017 Tymco 500X sweeper, VIN #1HTMMAAN3HH746691.
