City of Fairview Heights City Council met Aug. 20

The regular meeting of the Fairview Heights City Council was called to order at 8:00 p.m. by Mayor Mark T. Kupsky in the City Council Chambers, 10025 Bunkum Road, Fairview Heights, IL and also conducted virtually for guest attendees and City Council members per Resolution 4391-2021 with the Pledge of Allegiance and Invocation by City Clerk Karen Kaufhold.
ROLL CALL
Roll call of Aldermen present: Derrick King, James Winkeler, Barbara Brumfield, Brenda Wagner, Pat Peck, Anthony LeFlore, Frank Menn and Josh Frawley. Alderman Bill Poletti was absent - excusedattended virtually. City Clerk Karen Kaufhold and Attorney Andrew Hoerner were present.

CONSENT AGENDA
Alderman Barbara Brumfield moved to approve the August 5th, 2025 City Council Meeting minutes, Finance Director's Report and the bills and invoices presented for payment in the amount of $2,492,792.90 and Public Hearing Meeting Minutes. Seconded by Alderman Pat Peck.
Roll call on the August 5th, 2025 City Council Meeting minutes, Finance Director's Report and the bills and invoices presented for payment in the amount of $2,492,792.90 and Public Hearing Meeting Minutes showed Aldermen King, Winkeler, Brumfield, Wagner, Peck, LeFlore, Poletti, Menn and Frawley voting "Yea". Motion passes with 9 yeas.
COMMITTEE REPORTS
The Mayor announced that the next City Council Meeting will be on September 02, 2025 at 7:00 P.М.
COMMUNICATIONS FROM THE MAYOR
Mayor Mark began by reminding everyone that school is back in session, so be attentive and aware of kids the area. Mayor Kupsky announced the 37th Annual Salute to the Arts will be August 23rd, 24th and 25th, 2025 at Moody Park. Mayor notified everyone on Saturday, September 06, 2025 will be the Annual Fishing Rodeo at Moody Park, for more questions contact the Parks Department. Mayor Mark wanted everyone to keep Chief Steven Johnson in your thoughts in prays for his ongoing health issues.
COMMUNICATIONS FROM ELECTED OFFICIALS
Alderman Pat Peck discussed the success of the previous Trekking for Trash and all the volunteers from Southern Illinois University Edwardsville. The next Trekking for Trash will be held on September 13, 2025 they will meet at 8:00 am at Walgreens.
UNFINISHED BUSINESS
Proposed Ordinance No. 14-'25 an Ordinance authorizing a Redevelopment Agreement between the City of Fairview Heights, Illinois and Apek Holdings for the Redevelopment Project at 9510 St. Clair Ave in the City of Fairview Heights. Proposed Ordinance No. 14-'25 was read for the second time.
Roll call on the Proposed Ordinance No. 14-'25 showed Aldermen King, Winkeler, Brumfield, Wagner, Peck, LeFlore, Poletti, Menn and Frawley voting "Yea". Motion passes with 9 yeas.
Proposed Ordinance No. 14-'25 passed on with 9 yeas.
Proposed Ordinance No. 14-'25 now becomes ORDINANCE NO. 1998-2025
NEW BUSINESS
Proposed Resolution No. 56-'25 a Resolution authorizing the Mayor to enter into an agreement with Farnsworth Group for management of construction documents, bidding and construction administration for two generators to be included as design alternates to the expansion of The REC.
Motion by Alderman Brumfield. Seconded by Alderman Wagner.
Roll call on the Proposed Resolution No. 56-'25 showed Aldermen King, Winkeler, Brumfield, Wagner, Peck, LeFlore, Poletti, Menn and Frawley voting "Yea". Motion passes with 9 yeas.
Proposed Ordinance No. 56-'25 passed on with 9 yeas.
Proposed Ordinance No. 56-'25 now becomes RESOLUTION NO. 4659-2025
Proposed Resolution No. 57-'25 an authorizing the Mayor to enter into a contract on behalf of the city of Fairview Heights with KRB Excavating, Inc. for pavement removal and replacement, Stonewolf Subdivision. Motion by Alderman Peck. Seconded by Alderman Poletti.
Roll call on the Proposed Resolution No. 57-'25 showed Aldermen King, Winkeler, Brumfield, Wagner, Peck, LeFlore, Poletti, Menn and Frawley voting "Yea". Motion passes with 9 yeas.
Proposed Ordinance No. 57-'25 passed on with 9 yeas.
Proposed Ordinance No. 57-'25 now becomes RESOLUTION NO. 4660-2025
Motion made by Alderman Wagner moved to adjourn. Seconded by Alderman LeFlore. Motion carried.
