Illinois lawmakers debate record-high state budget amid calls for transparency

Governor J.B. Pritzker has signed the fiscal year 2026 budget for Illinois, which amounts to $55.2 billion, marking an increase of about $2 billion from the previous year and representing what critics say is the largest budget in state history.

Illinois State Representative Kevin Schmidt (R-Cahokia) voiced his concerns about the new budget, stating, “I’m very disappointed in the Governor’s decision to sign the FY26 budget. The record-breaking $55.2 billion budget that’s filled with gimmicks, revenue sweeps and nearly $1 billion in tax hikes sets Illinois up for failure in FY27. This budget will lead to more financial burdens on working families who are struggling and does not reflect the needs of Illinois residents.”

Schmidt and other House Republicans have called for greater transparency in both agency operations and the overall budgeting process. They argue that lawmakers should be given adequate time to review major spending bills and receive clear information on how dedicated funds are being used. According to their statements, “The current process hides the ball and fails taxpayers.”

Republicans also pointed out issues with agency management, noting that on May 7, 2024, Senator Andy Manar requested agencies identify $800 million in potential savings but no proposed cuts were made available for public review.

Key points of contention include continued funding for migrant services—such as $110 million allocated to HBIS programs, $40 million for Welcome Centers (down from a previous allocation of $140 million), $40 million for Immigration Integration efforts, and $35 million toward legal support for immigrants. Critics also highlighted allocations such as a $370 million transfer from general revenue funds to the “Fund for Illinois’ Future,” described by some as partisan-driven spending.

Additionally, House Republicans noted capital improvements totaling $40 million earmarked for Proviso Township High School District 209 located in Speaker Welch’s district.

In their statement, House Republicans said: “This crisis did not start in D.C. It is the product of years of unchecked spending, gimmicks, and a closed-door process in Springfield. House Republicans stand ready with concrete cuts and a transparent, line-by-line budget review that protects taxpayers and focuses on core services.”

Schmidt was elected as a Republican representative for Illinois’ 114th House District in 2023 after succeeding LaToya Greenwood.
