Maryville Board of Trustees hires EMS help

The village of Maryville Board of Trustees met Dec. 21 to hire EMS help.

WEDNESDAY, DECEMBER 21, 2016

BOARD MEETING MINUTES

6:30 PM CALL TO ORDER

Mayor Gulledge called the Board Meeting of Wednesday, December 21, 2016 to order. Mayor

invited Pastor Rob Roy from St. Luke’s United Methodist Church to open the meeting with prayer.

Mayor asked all in attendance to stand for prayer and to remain standing for the Pledge of

Allegiance.

6:32 PM ROLL CALL

Trustees Present: Schmidt, Kostyshock, Garcia, Short.

Trustees Absent: Vallino, Bell.

Also in attendance were Clerk Henry, Attorney Motil, Police Chief Carpenter, Public Works

Director Presson and 1 reporter.

6:32 PM MINUTES

Mayor Gulledge called for approval of the minutes of the December 7, 2016 Board Meeting. Asked

if there were any questions, additions or subtractions to the minutes as prepared by the Clerk. There

were none.

Motion to Approve, Moved by Schmidt, Seconded by Kostyshock.

Vote: Motion carried by unanimous roll call vote (summary: Yes = 4).

Yes: Schmidt, Kostyshock, Garcia, Short.

6:33 PM APPROVAL OF BILLS

Mayor Gulledge called for approval of the bills submitted for payment. Asked if there were any

questions, additions or subtractions to the bills as presented. There were none.

Motion to Approve, Moved by Kostyshock, Seconded by Short.

Vote: Motion carried by unanimous roll call vote (summary: Yes = 4).

Yes: Schmidt, Kostyshock, Garcia, Short.

6:33 PM COMMUNICATIONS

6:33 PM Clerk Henry read the list of the winners of the 2016 Holiday Lighting Contest. A copy is

attached to these minutes.

6:34 PM Clerk Henry read the notice of resignation from Jeff Davlan, member of the Maryville Fire

Department.

6:34 PM Clerk Henry read Republic Services’ report of solid waste and recycle volumes for

November, 2016 for the Village.

6:35 PM Motion to Place the Communications on File, Moved by Schmidt, Seconded by Short.

Vote: Motion carried by unanimous roll call vote (summary: Yes = 4).

6:35 PM LEGAL MATTERS

There were no legal matters.

6:35 PM OLD BUSINESS

6:36 PM Motion to hire the following part-time EMS personnel with no benefits, not to exceed

1000 hours per anniversary year: Tara Bellitto EMT-Basic at $12.00 per hour; Cheryl CaribardiWilson

EMT-Paramedic at $15.50 per hour; Sarah Hoerchler EMT-Basic at $12.00 per hour; Kristin

Krayniak EMT-Paramedic at $15.50 per hour; Adam Linnell EMT-Paramedic at $15.50 per hour;

Nicole Miller-Gulley EMT-Paramedic at $15.50 per hour; Anthony Perez EMT-Paramedic at $15.50

per hour; Moved by Garcia, Seconded by Schmidt.

Short commented these hires are being added to the roster for shift coverage. They are already

certified but will perform a ride along period.

Vote: Motion carried by unanimous roll call vote (summary: Yes = 4).

6:38 PM Motion to approve the purchase of a 2017 Ford police interceptor utility vehicle at a State

bid price of $27,910 from Morrow Brother’s Ford; Moved by Short, Seconded by Kostyshock.

Short noted this is to replace unit #174 which is rapidly approaching 100,000 miles. It is anticipated

that delivery will be about 4 months out. The new unit will be paid for $15,000 from the

Supervision Fund with the remainder from the General Fund.

Vote: Motion carried by unanimous roll call vote (summary: Yes = 4).

Yes: Schmidt, Kostyshock, Garcia, Short.

Schmidt commented that the old vehicle is not being traded in on the new purchase. Short stated

they anticipate placing unit #174 up for auction.

6:39 PM Motion to approve the equipping of the new Ford police interceptor utility vehicle at a cost

of $9,590 by Datatronics; Moved by Short, Seconded by Schmidt.

Short commented this will be the first time the Police will be using Datatronics. Stated the Fire

Department has had success with them. Confirmed by using Datatronics, the vehicle will carry the 5

year warranty. Gulledge noted using Datatronics saved $500.

6:40 PM Motion to accept the resignation of Jeff Davlan from the Maryville Fire Department

effective December 3, 2016; Moved by Short, Seconded by Kostyshock.

Short stated Jeff will be missed, he is very knowledgeable. Noted he has to give up being on the Fire

Department because of time constraints with his new employment as a full-time firefighter with the

city of St. Louis.

Kostyshock commented he has never heard a resignation that wasn’t positive. Everyone appreciates

the training obtained through the Maryville Fire Department. Feels Maryville is 2

nd to none in

training.

6:42 PM NEW BUSINESS / TRUSTEE COMMENTS

6:42 PM Schmidt wished all staff and village employees a Merry Christmas and Happy Holiday.

Asked the Police and Fire Departments to be careful during the holidays.

6:43 PM Kostyshock also wished everyone a Merry Christmas and Happy New Year. Stated he

feels a lot was accomplished this year.

6:43 PM Garcia also wished everyone a Merry Christmas and Happy New Year. Appreciates all the

employees.

6:44 PM Short wished all a Merry Christmas and Happy New Year. Thanked Chief Carpenter,

Police and Public Works this past weekend with the bad weather. Instructed Carpenter to order the

new car tomorrow. Stated it has been a pleasure working with everyone this past year. Thanked all

for the positive attitudes and willingness to work together.

6:45 PM Kostyshock added he wanted to thank Presson personally for the job he does. Stated he is

pro-active. Also thanked Clint Jones and Matt Hoffmann.

6:45 PM CALENDAR UPDATES

Village Hall and Public Works will be closing at 12 noon on the 22nd; Village Hall and Public Works

will be closed on 12/23 and 12/26 for the Christmas Holidays; Caucus meeting scheduled for 12/28

will be cancelled; 1/2/17 Village Hall and Public Works will be closed; 1/4/17 Board meeting.

6:47 PM MAYOR’S COMMENTS

Mayor commented that he feels the Village had a really good year and attributed this to the

employees, volunteers and residents. Maryville is a safe place to live. Housing continues to grow

which shows people want to live here. Appreciates the Board, employees, many volunteers and

residents.

CLOSED SESSION

6:48 PM Mayor Gulledge called for a motion to go into Closed Session under 5 ILCS 120/2(c)(1) –

The appointment, employment, compensation, discipline, performance, or dismissal of specific

employees of the public body.

Motion to Enter Closed Session, Moved by Schmidt, Seconded by Kostyshock.

Vote: Motion carried by unanimous roll call vote (summary: Yes = 4).

7:13 PM Mayor Gulledge called for a motion to come out of Closed Session.

There being no further business to come before this meeting, Mayor Gulledge called for a motion to
