The Freeburg Village Board met Feb. 21 to accept utility easements.

BOARD MEETING MINUTES

CALL TO ORDER: Mayor Seth Speiser called the Regular Board Meeting to order at 7:30 p.m., on Tuesday, February 21, 2017 in the Freeburg Municipal Board Room.

PLEDGE OF ALLEGIANCE: Those present and the Board Members recited the Pledge of Allegiance.

ROLL CALL: Trustee Elizabeth (Lisa) Meehling-here; Trustee Bert (Dean) Pruett-here; James (Mike) Blaies - here; Trustee Denise Albers - here; Trustee Ramon (Ray) Matchett, Jr. - here; Trustee Mathew (Matt) Trout - here; Mayor Seth Speiser-here; (7 present, 0 absent) Mayor Speiser announced there is a quorum.

EXHIBIT A: Mayor Speiser stated, we have the minutes of the previous Regular Board Meeting Monday, February 6, 2017 for approval.

Trustee Elizabeth Meehling motioned to accept the minutes from the Regular Board Meeting Monday, February 6, 2017 with corrections and Trustee Mathew Trout seconded the motion. All voting aye, the motion carried.

EXHIBIT B: TREASURER'S REPORT: Mayor Speiser stated, we have the Treasurer's Report for July 31, August 31, and September 30, 2016 for approval.

Trustee Ramon Matchett motioned to table the Treasurer's Reports for July 31, August 31 and September 30, 2016 until the board can review them and Trustee Mathew Trout seconded the motion. All voting aye, the motion carried.

ATTORNEY'S REPORT: None.

EXIHIBIT C: 

ESDA REPORT: Mayor Speiser said, Gene Kramer our ESDA Coordinator cannot be here tonight due to him holding a training class. Everyone should have Gene's ESDA Report in their board packet to review, and questions please call Gene.

PUBLIC PARTICIPATION: Mayor Speiser called for Public Participation.

EXHIBIT D: 

1. Zoning Administrator's Report: Mayor Speiser said, next we have our Zoning Administrator's Report. Mayor Speiser stated, Gary our Zoning Administrator just had hip surgery and he will be out of the office for a couple of months. If you have any questions please call Village Administrator Tony Funderburg.

EXHIBIT E: 

1. Haier Plumbing Contractor's Pay Request No. 3: Mayor Speier stated, we have Haier Plumbing Contractor's Pay Request No. 3 in the amount of $153,029.70.

Trustee Bert Purett motioned to pay Haier Plumbing Contractor's Pay Request No. 3 in the amount of $153,029.70 for the sewer project and Trustee Ramon Matchett, Jr. seconded the motion. ROLL CALL: Trustee Bert Pruett -aye, Trustee Ramon Matchett, Jr. –aye; Trustee James Blaies - aye, Trustee Denise Albers - aye, Trustee Mathew Trout -aye; Trustee Elizabeth Meehling-aye, (6 ayes, 0 nays, 0 absent). RESOLUTIONS: Mayor Speiser stated, we have Resolutions 17-01. A Resolution Authorizing the Village to Purchase and the Village Administrator to Accept a Permanent Utility Easement Agreement and Permanent Utility Easement from Jerry Kesler on Behalf of Freeburg Auto Body and RV Inc.

Trustee Bert Pruett motioned to adopt Resolution 17-01 by title only and Trustee Ramon Matchett, Jr. seconded the motion, ROLL CALL: Trustee Bert Pruett Trustee-aye, Trustee Ramon Matchett, Jr. - aye, Trustee James Blaies -aye, Trustee Denise Albers - aye; Trustee Mathew Trout-aye, Trustee Elizabeth Meehling-aye; (6 ayes, 0 nays, 0 absent). RESOLUTIONS: Mayor Speiser stated, we have Resolutions 17-02. A Resolution Authorizing the Village to Purchase and the Village Administrator to Accept a Permanent Utility Easement Agreement and Permanent Utility Easement from Scott Weber on Behalf of Mick's Auto and Tire Inc.

Trustee Bert Pruett motioned to adopt Resolution 17-02 by title only and Trustee Ramon Matchett, Jr. seconded the motion. Trustee Bert Pruett motioned to adopt Resolution 17-03 by title only and Trustee Ramon Matchett, Jr. seconded the motion. A Resolution Authorizing the Village to Enter and the Village Administrator to Accept a First Supplemental Permanent Utility Easement Agreement between the Village of Freeburg and Kevin Sandheinrich and Jeffrey Sandheinrich on Behalf of Sandheinrich Brothers Inc.

Trustee Bert Pruett motioned to adopt Resolution 17-04 by title only and Trustee Ramon Matchett, Jr. seconded the motion. EXHIBIT L: ORDINANCE: Mayor Speiser stated, we have Ordinance 1621. An Ordinance Annexing Certain Territory to the Village of Freeburg. (Dotson Property)

Trustee Elizabeth Meehling motioned to adopt Ordinance 1621 by title only and Trustee Mathew Trout seconded the motion. ROLL CALL: Trustee Elizabeth Meehling-aye; Trustee Mathew Trout-aye, Trustee James Blaies -aye, Trustee Denise Albers - aye; Trustee Ramon Matchett, Jr. - aye, Trustee Bert Pruett -aye, (6 ayes, 0 nays, 0 absent). EXHIBIT M: 

ORDINANCE: Mayor Speiser stated, we have Ordinance 1622. An Ordinance Authorizing the Village to Enter into and the Mayor to Execute an Agreement between the Village and AH Realty Advisors for Professional Services.

Trustee Denise Albers motioned to adopt Ordinance 1622 by title only and Trustee Mathew Trout seconded the motion. EXHIBIT N: ORDINANCE: Mayor Speiser stated, we have Ordinance 1623. An Ordinance Authorizing the Sale of Lot 8 of the Industrial Drive to BDT Realty at a Purchase Price of $47,000.

Trustee Denise Albers motioned to adopt Ordinance 1623 by title only and Trustee Matthew Trott Seconded the notion. COMMITTEE MEETING REPORTS:

EXHIBIT O: Electric Committee Meeting:

Trustee James (Mike) Blaies called the meeting of Electric Committee to order at 5:30 p.m. on Wednesday, February 15, 2017.

The following items were talked about or discussed:

OLD BUSINESS: 

1. Surplus Equipment. Trustee Blaies stated, Village Administrator Tony Funderburg advised we will have the police car to surplus. Public Works Director John Tolan asked to swap out the old Zoning car for the police car. Trustee Blaies, said the motorcycle will be up for surplus as soon as we receive the title.

2. New Electric Customers: Trustee Blaies stated, Shane is working on this. Trustee Blaies stated, Shane said, we have several new projects going on right now.

Trustee Blaies said, Public Works Director Tolan talked about OSHA in the committee meeting. Public Works Director Tolan stated, in the meeting there will be more training in the Public Works Department.

NEW BUSINESS: 

1. Shane Krauss Request to Cash in 100 Hours of Comp Time: Trustee Blaies said, We had a request from Headlineman Shane Krauss for 100 comp hours and he would like to make a motion at this time.

Trustee James Blaies motioned to pay Shane Krauss for a 100 hours of comp time and Trustee Roman Matchett, Jr. seconded the motion. ROLL CALL: Trustee James Blaies -aye, Trustee Ramon Matchett, Jr. - aye, Trustee Elizabeth Meehling-aye, Trustee Mathew Troutaye; Trustee Bert Pruett -aye, Trustee Denise Albers - aye, (6 ayes, 0 nays, 0 absent). EXHIBIT P: Public Works Committee Meeting: (Trash/Water/Sewer)

Trustee Bert (Dean) Pruett called the meeting of Public Works Committee to order at 5:45 p.m. on Wednesday, February 15, 2017.

The following item or items were talked about or discussed:

OLD BUSINESS: Trustee Pruett said, we held an Executive Session citing potential litigation, and real estate transactions.

1. Sewer Project: Trustee Pruett said, we discuss the Haier's pay request for the sewer project, which we took care of this earlier on the agenda.

2. Sewer issues/Sewer Fuel Odors: Trustee Pruett said, we talked about the sewer fuel odors. EPA came out and detected some odor that was not as strong. EPA was able to obtain 6 vapor canisters, and they will be set up when we get our next good rain.

3. Radio Read Meters: Trustee Pruett stated, the company installed the radio read meters and did a pretty good job, but we still had about 100 that didn't read of which 65 were new.

NEW BUSINESS: 

1. Jordan Kramper Lake Drive Sewer Extension: Trustee Pruett said, We talked about the Kramper sewer extension.

2. ITRON Maintenance Renewal Agreement: Trustee Pruett stated, We received our renewal notice from ITRON Maintenance at a cost of $2,829.34. At this time he would like to make a motion.

Trustee Bert Pruett motioned to renew the ITRON Maintenance Agreement at a cost of $2,829.34 and Trustee Ramon Matchett, Jr. seconded the motion. ROLL CALL: Trustee Bert Pruett -aye, Trustee Ramon Matchett, Jr. - aye, Trustee Elizabeth Meehling-aye, Trustee Mathew Trout-aye, Trustee Denise Albers - aye, Trustee James Blaies -aye, (6 ayes, 0 nays, 0 absent). EXHIBIT Q: Public Property Committee Meeting: (Streets/Municipal Center/Pool/Parks & Recreation) Trustee Denise Albers called the Public Property Committee Meeting to order at 6:45 p.m. on Wednesday, February 15, 2017.

The following items were talked about or discussed under:

POOL: OLD BUSINESS:

1. Pool/St. Clair County Parks Grant: Trustee Albers said, Village Administrator Tony Funderburg is working on the St. Clair County grant for the playground. Trustee Albers said, that David Mitchell advised us that the Rotary Club has grant money to use, and they would like to put in benches at the Village Park.

NEW BUSINESS:

1. Lifeguards Hires: Trustee Albers stated, we have the hiring of lifeguards for the 2017 season. Trustee Albers said, at this time she would like to make a motion.

Trustee Denise Albers motioned to re-hire the following staff for the pool Co-Manager Darren Pierce at $3,712.38, Lead Manager Scott Schulz at 85, 103.53 and Co-Manager Tanner Ross at $3,712.38, and returning lifeguards Lily Dircks, Ashley Gilmore, Katherine Peters, Connor Stein, Luke Worley at $8.46 an hour, Haley Alt, Ian Hahn, Collin Pierce at $8.68 an hour, Emily Dircks, Natalie Huskey, Erica Wangelin at $8.90 an hour, Haley Rouse at $9.13 an hour and Schuyler Czech at 89.31 an hour, and new hires are Allison Etter, Jamie Hock, Courtney Mehner and Corrine Weber at $8.25 an hour and Trustee Mathew Trout seconded the motion. ROLL CALL: Trustee Denise Albers - aye, Trustee Mathew Trout -aye, Trustee Ramon Matchett, Jr. - aye Trustee James Blaies -aye, Trustee Bert Pruett -aye, Trustee Elizabeth Meehling-aye, (6 ayes, 0 nays, 0 absent). 2. St. Joseph Catholic School Bi-Annual Dinner Auction Donation Request: Trustee Albers stated, a motion was made and approved to donate at 10-day pool pass to the St. Joseph Catholic School Bi-Annual Dinner Auction.

3. Smithton Elementary School PTO Spring Fundraiser Donation Request: Trustee Albers stated, a motion was made and approved to donate at 10-day pool pass to the Smithton Elementary School PTO Spring Fundraiser.

STREETS: 

OLD BUSINESS:

1. MFT/Ditch on North Main: Trustee Albers said, Public Works Director John Tolan said, we are almost finished with the front part on North Main Street project and they are working to clean out the drainage area going to the back. We will riprap the sides to get it to flow better.

2. Drainage Problem Areas/Stormwater Run-Off Trustee Albers said, the Public Works Department have cleaned out about six different culverts. They have completed the ditching and culvert by Olacks.

3. East Apple Issues: Trustee Albers stated, Tony Irwin and Jeff Reis from TWM our looking at this problem on East Apple Street, and they came up with a pretty good solution for the issue.

NEW BUSINESS:

1. Summer Hire: Public Works Director Tolan will check with our previous Summer hires to see if they want to come back this year to work.

2. Scott Pensoneau End of Probation: Trustee Albers said, at this time she would like to make a motion.

Trustee Denise Albers motioned Scott Pensoneau be moved off probation to full-time Status and Trustee Mathew Trout seconded the motion. ROLL CALL: Trustee Denise Albers - aye; Trustee Mathew Trout -aye, Trustee Elizabeth Meehling-aye, Trustee James Blaies -aye, Trustee Bert Pruett -aye, Trustee Ramon Matchett, Jr. -aye, (6 ayes, 0 nays, 0 absent). All Voting aye, the motion carried.

3. FWCC Request to Use Village Park for Easter Egg Hunt: Trustee Albers said, a motion was made and approved to let the Freeburg Women Community Club use the Village Park for their Easter Egg Hunt on Saturday, April 8, 2017.

4. Spring Clean Up: Trustee Albers advised us that Public Works Director John Tolan said, the dates for the spring clean-up will be held on April 27, 28 and 29".

5. Executive Session: Trustee Albers stated, we enter into Executive Session citing real estate transactions. 

GENERAL CONCERNS: None.

Upcoming Meetings: 

Legal/Ordinance Committee Meeting - Wednesday, February 22, 2017 - 5:30 p.m. Finance Committee Meeting - Wednesday, February 22, 2017 - 5:45 p.m. Personnel/Police Committee Meeting - Wednesday, February 22, 2017 - 6:00 p.m. Board Meeting-Monday, March 6, 2017-7:30 p.m.

VILLAGE MAYOR & TRUSTEES COMMENTS:

Trustee Denise Albers - She would like to welcome the new Planning and Zoning Board. They had their first meeting tonight, and everything seem to go well.

Trustee Elizabeth (Lisa) Meehling - She would like to welcome the new Planning and Zoning Board as well. It looks like it will be a good group. And she would like to welcome the Dotson's to Freeburg.

Trustee Mathew (Matt) Trout - Congratulations to Scott Pensoneau for becoming a full-time employee. He thinks Scott has been a great asset to the community so far. He would like to welcome the Dotson's to the community. Just letting everyone know the Police Golf Tournament this year will be May 6th.

Village Clerk Jerry Menard - Same thing here that has been said.

Trustee James (Mike) Blaies - He would like to welcome the Dotson's to the community and wishes Zoning Administrator Gary Henning a speedy recovery.

Trustee Raymond (Ray) Matchett, Jr. - Same thing here.

Trustee Bert (Dean) Pruett - Same thing here, but would like to welcome back the old pool employees and welcome to the new pool employees.

ADJOURNMENT: Mayor Speiser called for a motion to adjourn the meeting.

Trustee Mathew Trout motioned to adjourn the meeting at 7:50 p.m. and Trustee Elizabeth Meehling seconded the motion. All voting aye, the motion carried.
