The East St.Louis City Council met Feb. 9 to approve a traffic signal maintenance repair bid.

Councilmen Roy Mosley Sr.: Had concerns about Thompson Civil LLC. The City had some problems with this company (billing us twice for services) and now we are giving him another contract. Thompson charges the city for work not done.

Girthal Clemons: Thompson Civil LLC has been with the City for over 15" years. This is a Motor Fuel Tax Project and he can do this work. This is a Civil Engineer Project.

Old Business:

Mayor Emeka Jackson-Hicks announces that the Spivey Building is falling apart. Debris is falling from the building on to the streets The Owner of the building has abandon it. It was sold for taxes. The Attorney will have some information on this matter tomorrow. Asbestos is in the building. (2) There was a building in East St. Louis with bad language about the President. You could see the message from the highway and the city was getting a lot of complaints. This problem has been taken care of but it cost the city $ 10,000.00 to get it done. We covered the message up with black paint.

City Manager Comments: Courtney R. Logan announces that we have a New Code Division. (2) There is no longer a Regulatory Affairs Department (3) There will be a New Website with forms, ways of payment to the city and text assets. (4) We have New IT Company working with us now (5) A New Phone System will be coming soon. (6) The Jail will re-open by February 17, 2017. We had a new drain system done, New Cells done, Lights, Mat and Blankets. (7) The process of the Auditis moving, The 2014 should be ready for Council Approval in March 2017 and the 2015 Audit should be ready by May 2017 (8) We are trying to bring the sewer billing back to the City of East St. Louis. (9) Things happen before my time; but it is our responsibility to Pro-mote our City like the New York Cleanser and others. (10) The City Treasurer and City Clerk are helping with ideals on the Sewer Billing Project.

Police Chief Michael Hubbard: The Code Enforcementis in the Police Department. We will be running tickets on trash, grass, cars etc. We are going to try to have crime free area. Crime around deflect property we are going to stop just like Belleville, II, does. In O'Fallon, Missouri they have a court program that we are trying togethere for Code Enforcement

City Council Comments:

Councilmen Roy Mosley Sr. On 25" & Ridge the church had a fire. It dangerous there. What are we going to do? The City Manager response was we have to look at the cost. There are from 6 to 7 layers of bricks in that building. Rev. Ross will be meeting with me tomorrow. (2)The public and other need your help when it comes to city lights at the vi-dock by the Casino Queen. The lights are going to cost $30,000.00 and we are on top of that. (Response from the City Manager) (3) The Stop Sign at River Park Drive. We have warning sign out about the stop sign.

Mayor Emeka Jackson-Hicks: The 25" Street and Spiviely Building we will be going to the owners first about these buildings. Our finances are not great. We will try to get funds from St. County to help us in this matter.

Presentation from Ms. Sell: Ms. Sellis a Creativity Labor Designer for Non-Profits and other partners. She helps with the National Endowments Grants for East St. Louis. She had with her Ms. Rosslyn Williams-Manager and part of the team from Kirkwood, MO of 40 years. She works with student from Washington University. At the present time they are working with a church in the Landsdowne Area. Their goals are to help with The Miles Davis House (2) Katherine Dunham (3) J J K Center. They had a map of what they wanted to do in the East St. Louis Area. They will be back with more information for the City Manager and City Council in the future.

Citizens Comments:

a. Ms. O. Winslow; Was glad to hear about the report of Code Enforcement; that was why she was here. She lives in the 400 block of North 22" Street. She stated that they pave are street last year and it's beautiful. But on 22" Street there is a lot of debris left from the construction of the street. (2) There are trees left with holes in them and when it rain they getfull and causes problems. (Girthal Clemons) We are waiting on a P.O. in order to get this work done. Then this work will be completed,

b. Ms. V. Winslow: We need help at 18" & Trendley Avenue. There are man holed missing from 17" to 19". And also we need some street repairin the area of the Church (Pilgrim Temple CME Church)

c. Ms Antionette Culp: She wanted to know; if she lived in area where you need Flood Insurance. (Attorney Michael Wagner response was YES.) (2) Landsdowne Area looks like a warzone. I hope that the city comes out early this year and help us.

d. Ms. Valerie Samuels: Need information on the Sewer Bill that comes from O.K.

The City Clerk explains the procedure and why/ how this bill came about.

e. Presentation From Convoy Of Hope: This activity will be held at the UK Center, 101

Jackie Joyner Kersse Center, East St. Louis, Illinois 62204, July 22, 2017, starting at 10:00 a.m. Join the Convoy community Crew to help serve thousands guests of honor who will receive free groceries, haircuts, family portraits, job services, health services, kids zone and more. See Attachment

f. Ms. Dorothy Joshway; I talk with Police Chief Michael Hubbard and he brought me

up to date on the Police Department. I have a meeting with the City Manager about where Club Candy Landis. (2) The company that is sending out the sewer bill has now begun to put liens on properties. But is $37.00 to small amount to place alien?

Mayor Emeka Jackson-Hicks: The Mayor wanted everyone to know that we are in the process of getting the Housing Authority back. They have a new Executive Director. You will be updated in the future.
