Alton Plan Commission reviews bed and breakfast application

The city of Alton Plan Commission met March 7 to review a bed and breakfast application.

Here are the meeting's minutes, as provided by the commission:

"The City Plan Commission prepares and recommends to the City Council a comprehensive plan of public improvements, looking to the present and future development and growth of the City; from time to time, prepares and recommends to the City Council changes to the plan or any part thereof as may be deemed necessary by the City Council or the City Plan Commission; prepares and recommends to the City Council plans or recommendations for specific improvement pursuant to the Official Plan; gives aid to City officials charged with the direction of projects for improvements embraced within the Official Plan to further the making of such improvements and generally promote the realization of the Official Plan; arranges and conducts any form of publicity relative to its activities for the general purpose of public understanding; cooperates with municipal or regional planning commissions and other agencies or groups to further the local planning program and to assure harmonious and integrated planning for the area; and exercises such powers granted to it by the laws of the State of Illinois."

PRESENT: Joe Blair (Co-Chairman), John Rain, Barry Clayton, Gary Doerr, Terry Dooley, Martha Kane, James Rogalsky

ABSENT: Mark Hackworth, Todd Harpole, Eva Perkins

OTHERS PRESENT: Mike Harvey (Life Safety/Building Code Inspector), and Micky Jones (Secretary)

Co-Chairman Blair called the meeting to order and asked for a roll call. Roll call was taken with 7 present and 3 absent.

Motion was made by John Rain and seconded by Gary Doerr to approve the minutes of the regular meeting of November 15, 2016. Vote was 7 to 0 in favor

Amy Meyer petitioned the Alton City Council for a bed and breakfast at 410 W. 4th Street, Alton, Illinois.

Motion was made by Gary Doerr and seconded by Terry Dooley to open the public hearing. Vote was 7 to 0 in favor

Mike Harvey stated the original application was for a bed and breakfast. Since the applicant does not reside on the premises, the request would have to be for a guest house. Mr. Harvey left Ms. Meyer three emails stating the request would have to be for a guest house. He never received a response from her.

One letter in opposition from Michael Fitzgerald, Scheffel Building Partnership, due to parking concerns.

An email was received from Amy Meyer on March 6, 2017, to Mr. Harvey stating that she was approached by a neighbor to buy the property. She stated it was not necessary to go forward with the request at this time for the bed and breakfast (see attached email).

Mr. Harvey stated the difference between a bed and breakfast and guest house is the owner has to reside in a bed and breakfast and not in a guest house.

Mr. Harvey never received a response from the applicant.

Greg Caffey, per Mr. Harvey, stated if the request was laid over, the applicant would have to re-apply as a guest house and Start OVer.

Motion was made by Gary Doerr and seconded by Terry Dooley to close the public hearing. Vote was 7 to 0 in favor

Motion was made by Gary Doerr and seconded by Barry Clayton for a special use permit on the property identified

by permanent parcel number 23-2-07-14-06-101-007, Section 14, Township 5 North, Range 10 West of the Third Principal Meridian, also known as 410 W. 4" Street, Alton, Illinois, to operate a bed and breakfast.

Vote was 0 to 7 in opposition

Dear Mr. Harvey, I apologize for the delay in answering the attached questions. However, in the interim I was approached by a neighbor with an offer to buy the above property. We are currently in negotiations, but it appears as though it is going to sell. Therefore it is not necessary to go forward with the ordinance variance at this time. I would like to have the matter stayed pending a determination of whether or not the home is going to sell.
