City of Fairview Heights Operations Committee met March 8.

Approval of Minutes, February 8, 2017:
Motion and second to approve said minutes were made by Aldermen Williams/Baeske. The motion carried by voice vote and was unanimous.
Public Services Committee:

Asphalt Overlay- Construction Contract:
Five bids were received in late February for the asphalt overlay program to include East and West Beacon Hill Road, section of Weslake and Gamlin and Merriweather Lane. The low bid was from Christ Brothers Asphalt, Lebanon, with a bid of $154,750. 14. The Director stated that Christ does quality work and recommends the City enter a contract with them for asphalt Overlay.
Motion and second to forward a Resolution to City Council recommending that the Mayor enter into an agreement with Christ Brothers Asphalt to provide construction services for the asphalt Overlay program in the amount of $154,750.14 by Aldermen Baeske/Lowry. The motion carried by Voice vote and was unanimous.
Program year 2017 CDBG Project Selection:
The Chairman discussed two potential projects for submission to the County for grant funding, namely, Magdalena Sidewalks and Second Avenue Reconstruction.
Magdalena Sidewalks consists of approximately 800 feet of sidewalk installation on the east side of the road. The merit of submitting Magdalena Sidewalks is that the project would cost less money, therefore, possibly easier to obtain the grant.
Second Avenue consists of approximately 1500 feet of road reconstruction with new storm sewer, Curb and gutter, and pavement. The merit of Second Avenue is when the City started to reconstruct streets in the French Village area, progression was to reconstruct Third Avenue, Second Avenue, and then First Avenue. Third Avenue has been completed. The City received CDBG funding for the St. Clair Avenue Sidewalk installation and the Pedestrian Crosswalk installation. Second Avenue has not progressed.
The Chairman stated that the Director is requesting guidance on which project to submit to St. Clair County to determine how much City funding will be required in the upcoming budget.
The Director Stated that if the Magdalena Sidewalk project is submitted, it would require approximately a $20,000 commitment from the City with a $20,000 match from CDBG. The Second Avenue Reconstruction project would cost approximately $750,000 with CDBG contributing $60,000 and the remainder funded by the City.
The Director relayed that the Second Avenue Reconstruction is on the Priority List, as a joint project, replacing Pleasant View a number of years ago. The funds would need to be established in the upcoming budget creating an adverse effect. City funding for the Magdalena Sidewalks of $20,000 could be more easily absorbed.
Discussion ensued and it was determined to proceed with submission of the Magdalena Sidewalk project to St. Clair County for CDBG funding.
Motion and Second to forward a Resolution to City Council recommending that the City apply for the St. Clair County, CDBG funding for Program Year 2017 identifying the Magdalena Sidewalk project by Aldermen Lowry/Baeske. The motion carried by voice vote and was unanimous.
Public works director's report- Project updates:
The Director of Public Works presented his written report to the elected officials for their review.
The Director stated that the report is a review of his progress in the budget process to relieve monies in the Home Rule Fund.
The Director discussed the status of South Ruby Lane and that utility conflicts that the City Would be required to fund would need to be incorporated into the upcoming budget hindering Cost savings that have been determined. He, therefore, recommends this project be scheduled in a future budget year.
The Chairman stated that in November, when the CIP list is reviewed, the South Ruby Lane project would need to be moved down on the list.
