Public Comment

Persons wishing to address the City Council should complete a speaker form and

present it to the City Clerk prior to the beginning of the meeting. Speakers will be

called upon by the Mayor at the appropriate time to speak. State Law prohibits

the City Council from taking action on any item not on the agenda. Comments

are limited to three minutes.

City Council Consent Calendar

1. Waive the Reading of All Ordinances

Recommendation: Waive the reading of all Ordinances in their entirety

and read by title only.

2. Minutes —April 11, 2017 City Council Regular Meeting

Recommendation: Approve the Minutes as submitted.

3. Warrant Register

Recommendation: Approve Warrant Register No. 644 for April 25, 2017,

in the amount of $2, 305,450. 94 and Payroll of $80, 074. 19.

4. Treasurer's Report for March 2017

Recommendation: That the City Council receive and file Treasurer's

Report for March 2017.

5. Grant of Easement/Patricia M. Dillard, Trustee — 5th Street Improvement Proiect

Phase 2

Recommendation: That the City Council:

1. Accept the Grant of Easement for Road and Drainage Purposes from

Patricia M. Dillard, Trustee; and

2. Direct the City Clerk to record the Grant of Easement.

6. Grant of Easement/Jame) and Zaride Saleh — 3rd Street Extension to 5th Street

Recommendation: That the City Council:

1. Accept the Grant of Easement for Road and Drainage Purposes from

Jamel Saleh and Zaride Saleh, Trustees of the Jamel and Zaride Saleh

Family Trust dated 4/ 25/ 2001; and

2. Direct the City Clerk to record the Grant of Easement.

7. Grant of Easement/Jacobs — Tract 18013 ( Alice Street Mansfield Street

Goodman Court)

Recommendation: That the City Council:

1. Accept the Grant of Easement for Road and Drainage purposes from

William and Linda Jacobs; and

2. Direct the City Clerk to record the Grant of Easement.

City Council Public Hearing

The order of business for Public Hearings shall be:

1) Mayor opens Public Hearing;

2) Staff presentation;

3) Applicant/Representative presentation;

4) Speakers in favor of proposal;

5) Speakers in opposition to proposal;

6) Applicant rebuttal;

7) Mayor closes Public Hearing;

8) Council discussion, motion and vote.

Once the Public Hearing is Closed No Further Testimony is Taken.

No public hearing.

City Council Legislative

8. Bid Award — Bid No. 2017- 01, " Landscape Maintenance for Facilities/ Parks and

Landscape Maintenance District

Recommendation: That the City Council:

1. Award the contract for Bid Schedule A ( Facilities/Parks Landscape

Maintenance) to the responsive low bidder, DLS Landscape Inc., in the

amount of $ 106, 920.00;

2. Accept the request from Mariposa Landscape to withdraw their bid;

3. Reject the bid from CAM Services; and

4. Award the contract for Bid Schedule B ( Landscape Maintenance Districts)

to the responsive low bidder, RP Landscape & Irrigation Inc., in the

amount of $202,220. 00.

9. Updates on LAFCO, Omnitrans, SBCOG SBCTA SBIAA SBVMWD SCAG

SCAQMD, Work Program, Regional/ Legislative Issues Development Issues

Subcommittees and AB 1234/ Council Member District Updates

Recommendation: Discussion and possible action.
