City of Alton Committee of the Whole met May 8.

Here is the minutes provided by the Committee:

The meeting was called to order by Chairman Boulds.

Roll Call of members present or absent was as follows:

Present: Boulds, Ryan, Macafee, Velloff, Smith, Brake, Fleming – 7

Absent: None – 0

Also in attendance were Mayor Walker; Comptroller Cowan; Deputy Comptroller Ontis; Wastewater Treatment Operations Supervisor Gibson; Director of Development and Housing Caffey; Battalion Chief House; Police Chief Simmons; Director of Public Works Barnhart; Director of Parks & Recreation Haynes; Personnel Director Scoggins; City Treasurer Roth; City Council Coordinator Clark; Corporation Counselor Schrempf.

Chairman Boulds presented the Discount and Special Bills paid as listed in the Comptroller’s Report dated May 8, 2017 be approved and a Resolution authorizing same be presented at Wednesday’s Council Meeting. Mr. Ryan made a motion, seconded by Mrs. MacAfee, that said bills be approved. The motion passed by the following vote:

Ayes: Boulds, Ryan, Macafee, Velloff, Smith, Brake, Fleming – 7

Nays: None – 0

Chairman Boulds presented the following Resolution, re: That the parking lot located between Henry Street and Landmarks Boulevard be used on Wednesday’s and on Saturday’s beginning May 13, 2017 and ending October 14, 2017, for the Alton Farmers and Artisans Market. Mr. Ryan made a motion, seconded by Mr. Velloff, that said resolution be approved. The motion passed by the following vote:

Chairman Boulds presented the following Resolution, re: East End Improvement Association Inc. and Upper Alton Association Inc. are sponsoring a Memorial Day Parade in the City of Alton and will require the temporary closure of Illinois Route 140, a State Highway in the City of Alton from Brown Street to College Avenue and from Washington Avenue to Clawson Street on May 29, 2017. Mr. Brake made a motion, seconded by Mr. Ryan, that said resolution be approved. The motion passed by the following vote:

Ayes: Boulds, Ryan, Macafee, Velloff, Smith, Brake, Fleming – 7

Nays: None – 0

Chairman Boulds presented the following Bid Report and Resolution, re: 2017 MFT Maintenance Material Proposal Alton, Illinois. Mr. Brake made a motion, seconded by Ms. Smith, that the material proposals submitted by the following companies be and are hereby accepted for the 2017 MFT Maintenance Program (Alton MFT Section 17-00000-00-GM):

Group 1 – Hot-Mix Asphalt Surface Course:

Mahoney Asphalt

Group 2 – Liquid Bituminous Materials (Prime Coat)

Mahoney Asphalt

Group 3 – Liquid Bituminous Materials (CRS-2)

Chairman Boulds presented the following Bid Report and Resolution, re: 2017 MFT Concrete Repairs Sidewalk, Curb, and Driveway Replacement. Mr. Brake made a motion, seconded by Ms. Smith, that the low bid received from Kamadulski Excavating and Grading Company for the 2017 MFT Concrete Repairs project be and is hereby accepted. The motion passed by the following vote:

Nays: None – 0

There being no further business to come before the Committee of the Whole at this time, Mr. Fleming made a motion, seconded by Mrs. MacAfee, that said meeting adjourn. The motion passed by the following vote:
