City of Belleville City Council met May 1.

Here is the minutes provided by the Council:

Mayor Mark Eckert called this meeting to order.

Mayor Eckert explained the disaster procedures. Mayor Eckert reminded anyone speaking this evening to step up to a microphone because the meetings are being taped and posted the next day on the website.

Mayor Eckert requested City Clerk Jennifer Gain Meyer to call roll. Members present on roll call: City Clerk, Jennifer Gain Meyer, City Treasurer Hardt and City Attorney Hoerner.

Aldermen: Alderman Hazel, Alderman Kinsella, Alderwoman Pusa, Alderman Buettner, Alderman Randle, Alderman Tyler, Alderman Anthony, Alderman Ovian, Alderwoman Schaefer, Alderman Dintelman, Alderman Gaa, Alderwoman Stiehl, Alderman Weygandt, Alderman Elmore, Alderman Wigginton, and Alderman Barfield.

For the last few months he has been picking up trash i.e. telephone books along 6th Street.

Stewart Lannert

It's been a lug fest tonight. It seems the bobbleheads have taken over the entire city administration. He supposes the people in the audience are bobbleheads. The business at the Shrine excuses are like the dog ate my homework. The excuses the so called dedicated men use are laughable. He thinks Belleville was taken for a ride and personally he feels the aldermen and

the mayor should be tried for malfeasance of office.

Rose Wilson

She stated she had hoped that tonight would be on a positive note. She would like to. congratulate everyone that was newly elected and hopes the next four years will be spent working together and not fighting.

Phil Elmore

Tomorrow morning at Belleville East there is a committee, Broken Hearts Program, District 201 and they have invited all aldermen at 8: 30 a.m. This will be a drinking and driving exercise for high school students. On Thursday morning States Attorney, Brendan Kelly, will there to put on a mock court trial for the second part of the exercise.

PRESENTATIONS, RECOGNITIONS & APPOINTMENTS

Mayor Eckert recognized the character word of the month " self-discipline" meaning, think about your words and actions and then making choices that are right.

Mayor Eckert stated Congress designated May as National Military Appreciation Month in 1999 to ensure the nation was given the opportunity to publically demonstrate their appreciate for the sacrifices and successes made by our service members —past and present. Mayor Eckert recognized individuals in the military in the audience.

Alderman Wigginton made a motion seconded by Alderman Dintelman to approve Mayor Eckert recommendations for his Department Head and StaffAppointments for fiscal year 2017- 2018.

Alderman Hazel made a motion seconded by Alderman Gaa to approve Mayor Eckert recommendations for City Council Committee Appointments for fiscal year 2017- 2018.

Mayor Eckert recognized Danielle Lanxon from Belleville East High School who earned both a silver medal and a bronze medal in the 2017 Special Olympics World Games.

APPROVAL OF MINUTES

Alderman Pusa made a motion seconded by Alderman Stiehl to accept and file the minutes of City Council April 17, 2017.

All members voted aye.

CLAIMS, PAYROLL, AND DISBURSEMENTS

Alderman Wigginton made a motion seconded by Alderman Anthony to approve claims and disbursements in the amount of$2,021, 099.64 and payroll in the amount of$889,238.04.

Alderman Anthony made a motion seconded by Alderman Schaefer to approve the public safety software contract between the City ofBelleville and Information Technologies, LLC.

Alderman Ovian made a motion seconded by Alderman Anthony to approve the

Intergovernmental Agreement between City of Belleville and Village of Swansea for 9- 1- 1 and non 9- 1- 1 Dispatching Services.

COMMUNICATIONS

Alderman Randle made a motion seconded by Alderman Elmore to approve the

following communications:

Communication from Beacon Ministry requesting to hold their 4th Annual 5K

Run/Walk on Saturday, July 22, 2017.

Communication from Hands to Help requesting to close East A Street between Michigan and Lucinda on June 17th to host a benefit.

Communication from Memorial Hospital requesting permission to hold their 10th Annual 5K Run/Walk on Saturday, September 9, 2017 beginning at 8 AM, starting and ending at Memorial Hospital.

All members voted aye.

PETITIONS

RESOLUTIONS

Alderman Tyler made a motion seconded by Alderman Kinsella to read by title only and as a= group 3301.

Alderman Tyler made a motion seconded by Alderman Wigginton to approve the following resolutions:

RESOLULTION 3301

A resolution authorizing the grant of sidewalk easement.

Discussion.

Alderman Anthony thanked Alderman Tyler in his efforts to help this disabled person. This sidewalk goes across city property.

ORDINANCES

None.

UNFINISHED BUSINESS

Alderman Buettner asked if there is an update on the Shrine Development; Mayor Eckert stated the meeting was canceled and City Attorney Hoerner has been in contact with their attorney.

Alderman Buettner asked if there are concerns regarding their financing; Mayor Eckert stated they have been advised by the Oblates and their counsel that they are working diligently to get the project 100% back on track.

Alderman Buettner asked the Mayor if he has had any contact with the Kellers'; Mayor Eckert stated he has not spoken with Mr. Keller since the last council meeting.

Alderman Wigginton stated this development agreement was between the Shrine and the Kellers'. The City is providing a sewer line and some incentives. The developer receives no money until the project is producing revenue.

Mayor Eckert stated no one is more disappointed that it has taken this long to see progress; however, he is very optimistic and the Shrine needs this project.

Alderman Buettner asked if there is any recourse if the project does not progress i.e. reimburse the city for the cost ofthe sewer line; Mayor Eckert stated this is premature.

Alderman Elmore made a motion seconded by Alderman Dintelman Motor Fuel
