City of Edwardsville Public Safety Committee met May 24.

Here is the minutes provided by the Committee:

Members Present: Alderman Janet Stack, Alderman Will Krause, Alderman Craig Louer

The regular meeting of the Edwardsville Public Safety Committee was called to order by Chairman Stack at 5:36 p.m. in the Governor Edwards Conference Room with quorum present: Chairman Janet Stack, Alderman Will Krause and Alderman Craig Louer

Approval of Minutes - Motion by Alderman Krause, second by Chairman Stack to approve minutes from the Public Safety Committee meeting held Monday, April 10, 2017. Motion carried.

Police Department:

Fire Department: Informational Items:

s Foster Coach Ambulance

The Fire Department took delivery on the new, demo Foster Coach Ambulance on Thursday, April 20, 2017. They are in the process of getting quotes regarding the striping and lettering that is required and to identify it as a City of Edwardsville ambulance. The Fire Department is also in the process of getting together the stock for it. The ambulance will get Illinois Department of Public Health (IDPH) and local system approval before it can go into service.

8 Damaged Ambulance Update

The damaged ambulance is in Alabama. This is the one that was in a wreck in November 2016. It should be available the first part of May. This will put the Fire Department's fleet back to where it needs be.

o Vehicle Mechanical Issues

The Edwardsville Fire Department (EFD) started with four (4) ambulances. They had one go down because of the accident. About three (3) weeks ago another ambulance, Unit 1341, went down. This is the one they are planning to get rid of with the purchase of the new ambulance. They have had a hard time tracking down what the problems were. There are multiple problems but the main one is the lining on the inside of the gas tank is corroding and clotting up the fuel. So, the repair shop is going to try to recondition the inside of the fuel tank and clean the fuel filter for somewhere around $500.00 to S600.00. This does not include some of the other things that needed to be fixed. Chief Welle is trying to keep the cost as low as possible. It has been difficult running with two (2) ambulances. While they were down to two (2) ambulances, another ambulance popped a hole in the radiator. Fortunately, Glen Carbon had an extra ambulance they were able to loan the EFD for twenty-four (24) hours and with the assistance of Mutual Aid they were able to get through the crisis. Chief Welle gave a big thank you to Glen Carbon Fire Protection for their EMS assistance. He thinks everything is under control and Unit 1340, which is the problematic one, will be a couple more days before the EFD gets it back. Staffing / Training Update The two (2) most recent hires have gone through the Fire Academy. One of them finished first in the physical training and on his academics. The other one did extremely well too. There are two others that are in paramedic class. Both are doing well and there shouldn't be any problems.

Public Safety Building Update There has been an increase in man power at the construction site. The super structure is up and the block work is near completion. Very soon you will be seeing them do the air barrier and the cast stone work. There is a lot of work being done on the inside. First floor has a lot of the framing with steel studs in. About eighty percent of the framing on the inside is done. The windows should be installed sometime this week. Overall, we are very close to the schedule.

New Business: Action Items:

Change Order #10 for the Campus Station Project to L. Wolf Company in the increased amount of $8,671.00. ASI #6 is a cost of $7,660.00 will extend the CMU piers at the interior bay. This will provide additional protection to utilities located within the block column. ASI #9 cost at S1,561.00 will relocate the water meter to the interior of the building and eliminate the pit. This was decided due to numerous conflicting underground utilities. ASI #18 cost savings amount of $550.00 will eliminate the metal panel wall finish in the Shift Office and Vestibule. Change Order #3 for the Combined Station Project to IMPACT Strategies, Inc in the decreased amount of $1,947.00. RFP #5 is a no cost change and needed to be incorporated officially because it is a changing from the plans. Outlets were being changed the way they were circuited with what was selected based on the bid.

RFP # 7 is a credit of $5,964.00 for the detention floor drains. Originally they had a grinder pump. Chief Keeven explained that if someone from the detention cells got sick, the grinder pump, basically a garbage disposal in the ground, would grind it up and put it through the sewage system. With the size of the sewer line that is being used, the grinder pump is not needed. It also makes it easier and safer with the drains in the floor.

RFP #9 is a credit of $1,680.00 for the generator enclosure layout. Once the dimension of the generator was determined, the enclosure for the generator could be shrunk which provided more space on the patio area.

RFP #11 is a cost of $1,412.00 for additional length to the lintel bearing for the apparatus bays. There was some confusion on the drawings. The drawings states that twelve (12) inches of bearing on the masonry is required, so when they detailed them, there is a four (4) inch cast stone return in the door opening which means it will only have eight (8) inches of bearing instead of the twelve (12) inches. The question was would the cast stone count towards the twelve (12) inches or not. The structural engineer, architect and masonry decided to add an additional four (4) inches on angle iron to everyone of them. Now there will be sixteen (16) inches of bearing directly on the CMU wall.

RFP #13 is a cost of $4,285.00 for an eyewash station in the apparatus bay. Originally this was not included. The equipment and chemicals the Fire Department uses for repairing and servicing items, Chief Welle thought it would be a good idea to have an eyewash station.

The next meeting of the Public Safety Committee will be determined.
