City of Edwardsville City Council Proceeding met April 18.

Here is the minutes provided by the Council:

The regularly scheduled meeting of the Edwardsville City Council was held at 7:00 p.m. in the Council Chambers with Mayor Patton presiding, Aldermen Stack, Butts, Risavy, Mallon, Stamer and Louer answered present on roll call. Aldermen Krause was excused.

The Pledge of Allegiance was recited by all present.

Mayor Patton welcomed everyone in attendance and those viewing on Cable Channel 993 to the meeting and asked if any citizen wished to address the Council. No one came forward.

Motion by Stamer, seconded by Stack, to approve the Consent Agenda. Claims amount changed to read $1,415,329.47 (Regular) $55,096.89 (Library) for a total amount of $1,470,426,36. Mayor Patton read Consent Agenda items as follows:

Approval of minutes of Council Meeting on April 04, 2017 Activity and Financial Reports:

A. Reports of Elected and Appointed Officials:

a) City Clerk/Collector - Monthly Financial Report (electronic distribution)

b) City Clerk/Collector - Monthly Activity Report

Roll Call on Consent Agenda: Six Ayes, with Aldermen Stack, Butts, Risavy, Mallon, Stamer and Louer votingaye. Motion Carried,

Motion by Butts, seconded by Stamer, to approve the appointment of Dorothy Hummel to Plan Commission effective immediately, term ending April 2021.

Roll Call: Six Ayes, with Aldermen Stack, Butts, Risavy, Mallon, Stamer and Louer voting aye. Motion Carried.

Motion by Stack, seconded by Butts, to approve with regret the resignation of Larry Miller from Plan Commission effective immediately.

Mayor Patton read the Proclamation Honoring Mike Reinhardt as follows:

Whereas, the City of Edwardsville and the entire community can realize positive change with any volunteer action no matter how big or small; and

Whereas, volunteers working in our community utilize their time and talent daily to make a difference in the lives of the residents and visitors to Edwardsville; and

Whereas, Mike Reinhardt's family moved to Edwardsville in 1962 where he attended and graduated from EHS. Mike has a B.A. in History and a M.S. in Instructional Technology, both from SIUE. He is now retired after having worked over 30 years at Lovejoy Library and the University Bookstore of SIUE; and

Whereas, Mike has been an active and dedicated member of the Edwardsville Beautification and Tree Commission since 2013, On May 1, he is retiring after 10 years on the Commission including 4 years as Chair. He also enjoys his grandchildren, nephews and nieces, gardening, running, and reading; and

Whereas, we recognize Mike Reinhardt today for his commitment to service, chairing the EBTC meetings and directing programs including the continuation of the Tree City USA award, care of 53 flower pots in downtown Edwardsville, the annual Green Thumb Awards, the 50-50 tree planting program, and much more; and

Whereas, the City of Edwardsville hereby extends its appreciation and congratulations to Mike Reinhardt for his dedication and hard work in keeping Edwardsville a beautiful city in which to live, learn, work, and play

In Witness Whereof, I Hal R. Patton, Mayor, have set my hand and seal of the City of Edwardsville this eighteenth day of April 2017.

Mayor Patton read the Proclamation-ce Hockey Day as follows:

Whereas, to win their first four games in the Chicago pre-season tournament before a championship game comeback fell a little short against a perennial favorite Providence Catholic. A second-place finish in the Mid-States preseason tournament sent warnings signals through the league that the team from Edwardsville would be contenders. A very impressive 10-5-1 regular season record, including wins against every team in the Municipal Division with sweeps of Chaminade, Oakville, and Vianney; and

Whereas, with two highlight reel games in the net, the Tigers were able to deliver the first loss to SLUH which until that game had hopes of a perfect season, and a blistering 6-1 victory over the nine-time league champion CBC Cadets. No one who was there could forget one of the best performances of the year by every single player on the team in the Chicago Thanksgiving Tournament, shocking the select Chicago Bruins with a 4-1 victory in the championship game; and

Whereas, finally, to cap off a season to remember for the 13 seniors, it was incredible watching the members of this community, the players, coaches, and parents come together and raise the money needed to go to the High School National Championships in Cleveland. The team accepted their third-place medal with pride. They shook every hand of their opponents and congratulated them on one of the hardest fought hockey games one will ever see,

Therefore, for their achievements during the 2016-2017 season, the Edwardsville High School-Mid-States Hockey Team, and their third place finish in the 2017 USA Hockey National Championships, l, Hal Patton, Mayor of the City of Edwardsville, do hereby declare April 18", 2017 as "EHS Hockey Day" in the City of Edwardsville, IL.

Minutes of Finance Committee meeting on March 30, 2017 were received for information and file.

Motion by Risavy, seconded by Stack, to approve Claims - $1,415,329.47 (Regular) and $55,096.89 (Library) for a total amount of $1,470,426.36.

Roll Call: Six Ayes, with Aldermen Stack, Butts, Risavy, Mallon, Stamer and Louer voting aye. Motion Carried.

Motion by Risavy, seconded by Stack, to approve a Resolution Establishing a Budget for The Fiscal Year Beginning The First Tuesday in May, A.D., 2017 And Ending The Monday Preceding The First Tuesday in May, A.D., 2018.

Roll Call: Six Ayes, with Aldermen Stack, Butts, Risavy, Mallon, Stamer and Louer voting aye. Motion Carried.

Motion by Risavy, seconded by Stack, to approve a Resolution Authorizing the Execution of an Agreement for Professional Website Design, Development and Maintenance with CivicPlus in an amount not to exceed $24,000.00.

Roll Call: Six Ayes, with Aldermen Stack, Butts, Risavy, Mallon, Stamer and Louer voting aye. Motion Carried.

Finance Committee will meet on Thursday, April 27, 2017 at 4:30 p.m. in the Governor Edwards Conference Room,

Minutes of Public Safety Committee on March 27, 2017 were received for information and file.

Motion by Stack, seconded by Louer, to approve the Memorandum of Understanding Between the City of Edwardsville and Edwardsville Community Unit School District 7 in reference to renewal of Intergovernmental Police Service Assistance Agreement (School Resource Officer Program).

Roll Call: Six Ayes, with Aldermen Stack, Butts, Risavy, Mallon, Stamer and Louer voting aye, Motion Carried.

Motion by Stack, seconded by Louer, to approve the Memorandum of Understanding Between the City of Edwardsville and Edwardsville Community Unit School District 7 in reference to renewal of Intergovernmental Police Service Assistance Agreement (School Crossing Guard Program).

Roll Call: Six Ayes, with Aldermen Stack, Butts, Risavy, Mallon, Stamer and Louer voting aye. Motion Carried.

Public Safety Committee will meet on Monday, April 24, 2017 at 5:30 p.m. in the Governor Edwards Conference Room.

Minutes of the Public Services Committee meeting on March 28, 2017 were received for information and file.

Motion by Mallon, seconded by Butts, to approve Southwestern Electric to install decorative streetlights and pole in the Hawthorne Hills subdivision.

Roll Call: Six Ayes, with Aldermen Stack, Butts, Risavy, Mallon, Stamer and Louer voting aye. Motion Carried.

Motion by Mallon, seconded by Stamer, to approve to install 1 new Streetlight and Pole into the Municipal Streetlight System on Bourdeaux Drive in the amount of $5,486.36.

Roll Call: Six Ayes, with Aldermen Stack, Butts, Risavy, Mallon, Stamer and Louer voting aye. Motion Carried.

Public Services Committee will meet on Tuesday, April 25, 2017 at 5:00 p.m. in the Governor Edwards Conference Room.

Minutes of Administrative & Community Service Committee meeting on March 30, 2017 were received for information and file.

Motion by Butts, seconded by Risavy, to approve an Ordinance Amending Appendix B Zoning of the Codified ordinances of the City of Edwardsville (Chapter 1248 Scope of

Regulations subsection 1248.02.8 Swimming Pools) - Requires a letter of credit or bond be posted to ensure damage to public property is repaired following installation of private swimming pools.

Roll Call: Six Ayes, with Aldermen Stack, Butts, Risavy, Mallon, Stamer and Louer voting aye. Motion Carried.

Motion by Butts, seconded by Stack, to approve a Resolution Authorizing Two Sign Variances for the Prairie Farms Building at 3744 Staunton Road.

Roll Call: Five Ayes, with Aldermen Stack, Butts, Mallon, Stamer and Louer votingaye. One Nay, with Aldermen Risavy voting nay. Motion Carried.

Ordinance Amending Chapter 114, Article IV, Division 2 of the Codified Ordinances of the City of Edwardsville-Limited or Prohibited Parking Areas - prohibits parking on both sides of Hawthorne Hills Drive and Willa Court was filed for second reading

Ordinance Amending Chapter 114, Article V, Division 3 of the Codified Ordinances of the City of Edwardsville (Designation of Stop Intersections) - establishes stop intersections within Hawthorne Hills Subdivision was filed for second reading.

Ordinance Amending Chapter 114, Article IV, Division 3 of the Codified Ordinances of the City of Edwardsville (Designation of Yield Intersections) - establishes a yield intersection within Hawthorne Hills Subdivision was filed for second reading.

Aldermen Stack announced the ribbon cutting at SIUE Edwardsville Fire Station on Saturday, April 21, 2017 at 9:00 a.m.

Council recessed at 7:40 p.m. Council went into Executive Session at 7:41 p.m.

Council reconvened in Open session at 8:15 p.m. and adjourned
