Madison County Institutions Committee met April 12.

Here is the minutes provided by the Committee:

Present: E. Harriss, J. Futrell, C. Dutton, N. Petrillo, L. Dalton, D. Moore, B. Malone

Absent: J. Minner, K. Novacich

Others: B. Daiber, B. Lavite, C. Cohan, J. Roth, M. Westerhold

Ms. Dalton moved, seconded by Mr. Moore, to approve the March meeting minutes. Motion Carried.

Education:

B. Daiber handed out his monthly report. He mentioned that the computer based test center in Granite City tested 204 individuals this month. He also stated that the compliance visits are complete for the year. He mentioned that the sales tax referenda that was on the ballot for the consolidated election had failed by about 259 votes. He says he sees this going back on a ballot in the near future. He also mentioned that Edwardsville School District’s referenda did pass. He also stated that no schools have received any categorical payments from the state. There were 14 school districts that filed a lawsuit. D. Moore voiced his concerns on certain material that was emailed out to parents at an area school recently.

Veterans Assistance:

B. Lavite passed out his monthly report. He highlighted certain areas on the report. He stated to the committee that this report is a summary anyone wanting more detailed information he invited them to his office. B. Lavite informed the committee that the department is looking for volunteers to drive veterans to and from to the hospital and appointments. He asked the committee members to ask people in their community.

Mental Health:

J. Roth invited the committee if they had any questions to please come see her or call her. She mentioned that her agencies, mainly the ones that provide substance abuse treatment have still not been paid through the state. It has been now a few years. She also mentioned that 4 new agencies have reached out to her in the last month. They are interested in applying for funding in the new application cycle. She is waiting on the chairman’s response regarding the funding cycle so she can start getting the applications ready. She will inform the committee when that will be in case the committee has any agencies in their area wanting to apply. She also spoke briefly on the Sheltered Care settlement agreements.

Child Advocacy Center:

C. Cohan handed out her monthly report to the committee. She stated that the renovations have started on the new interview and waiting rooms. She mentioned that the center was involved in the Campbell family case. She commended that team that worked on that case, everyone worked well together. C. Cohan did have concerns about how the media gets involved in these cases. She along with others in the department will be working on ways to better the services and handling the media. B. Lavite mentioned that the paramedic that rescued the baby was a combat veteran from Iraq. She informed the committee that a data agreement Jill Schrieber from SIUE, she will be doing research on 2016 data. She explained the paper kids hanging in the atrium of the administration building represent the 634 kids that were interviewed last year at the center. She also said she will be doing a second round of interviews next week for an interviewer.

Museum:

M. Westerhold passed out a final rough draft of the exhibits reflecting on Coles life. He prevented Illinois to become a slave state. She also said there will be an exhibit on the refinery in Wood River. She handed out the 6 month report to the committee. She mentioned there was a theft at the Collinsville Museum. A valuable book was on display and was taken.

Mr. Futrell move, seconded by Ms. Dalton, to approve the bills for the month. The ayes and nays being called on the motion to approve resulted in a vote as follows: Ayes: Futrell, Dalton, Moore, Malone, Petrillo and Dutton. Nay: None.

Mr. Petrillo moved, seconded by Mr. Malone, to adjourn the meeting. Motion Carried.
