Public Comment: None

1. Approval of minutes for June 15, 2017 ACS Meeting-Motion to approve (Morrison), seconded (Krause) and voted all ayes.

A.) Filed for Second Reading: None

B.) New Items:

1.) Sign Variance Request 326 S. Buchanan Street - Cheryl Porter began discussion. Rick Marteeny requested the sign be put back in the same location. It will be the same style of sign that was there. It was damaged recently and it does not meet the current setback requirements of 13 foot behind the property line. The sign would be placed 3 foot 4 inches behind the front property line which is 7 foot 6 inches behind the back edge of the sidewalk. The sign will have an overall height of 7 foot 6 inches and contain 18 Square foot. Motion to approve (Morrison), seconded (Krause) and voted all ayes to forward to Council.

2.) An Ordinance Amending chapter Six of the Codified Ordinances (Alcoholic Beverages - Section 6-57 Training for Licensees and Employees) - Amends a recent change to Edwardsville Liquor Code to clarify new Beverage Alcohol Sellers/Servers Education and Training (BASSET) Training requirements - Jeff Berkbigler began discussion, There has been some confusion among the licensees with the language regarding ringing up sales. The intent is not to prohibit or make liquor licensees not have people under 21 working there. The intent is to have someone 21 or older, who has been BASSET trained, checking ID's. The overall intent is to have all servers BASSET trained, even those under 21. The current proposal is 60 days from date of hire to have all employees BASSET trained. State law is 120 days. Concern was expressed that 60 days is too short of a time frame. There was a lengthy discussion with local business owners who had various opinions about this. Alderman Krause asked why this ordinance wouldn't do 120 days to match the state instead of 60 days. Jeff Berkbigter stated that due to turnover at some establishments, there would be individuals that would never be trained, Committee would like to recommend the time frame to get BASSET trained changed to 90 days. Based on additional feedback, some of this may be changed further. 3.) items forwarded from June 6, 2017 RASE Board for approval-Motion to approve (Krause), seconded (Morrison) and voted all ayes to forward to Council.

1) Resolution Authorizing an Amended intergovernmental Agreement for Lewis and Clark Community College Sign - Seeks changes from 2007 Intergovernmental Agreement regarding the approved location, design, and size of sign - Held 10/27/16, 4/27/17, & 5/11/17 - Applicant has requested this item continue being held until design has been finalized - Motion to remove resolution from agenda (Krause), seconded (Morrison) and voted all ayes,

6. New Business: Alderman Krause stated there is a group lobbying for urban chickens within the community. It started last August and they've collected petitions at some events at the Goshen Market. They have reconvened to compile the petitions and make a statement of intent looking at ordinances from surrounding communities that do have urban chickens,

The grass height policy was discussed. Committee feels 8" grass height requirement might be better than the 6" requirement. The Community Service Officers are finding it's hard to enforce and somewhat rigid. Alderman Risavy would like some clarification as to what the mowing Contract height of grass is.

Walt Williams will be bringing forward the special parks fund disbursements.

The façade grant program was discussed and possibly including non-profits. It's a commercial building façade grant and non-profits can be commercial, if they own the property, they are not paying property taxes and, as such, are not paying into the TIF or general fund. This is what funds the grant.
