Present:

Public Comment:

1. Approval of minutes for June 29, 2017 ACS Meeting-Motion to approve (Krause), seconded (Risavy) and voted all ayes.

2. Correspondence & Announcements:

3. Council Matters

A.) Filed for Second Reading: None

B.) New Items:

1. Resolution Authorizing the Mayor to Sign an Amendment to an Intergovernmental Agreement with Lewis and Clark Community College Providing for use of Certain Property for the Development of the N.O. Nelson Complex (Campus identification Sign) - It is now a back-lit, Static sign. They have 3 years to Complete the sign. Motion to approve (Krause), Seconded (Risavy) and Voted all ayes.

2. Ordinance Amending Chapter 122 of the Codified Ordinances of the City of Edwardsville (Weeds-Nuisance, Removal Notices, Citations, etc.)-modifies the grass & Weed height and allowShaymaking operations as a Cash Crop - The grass height has been revised from 6" to 8." Haymaking operations Would be allowed as a cash crop. Motion to file for first reading (Krause), seconded (Risavy) and voted all ayes.

3. An Ordinance Amending Chapter 114, Section 302 of the City's Codified Ordinances - Parking Prohibited at all times-This ordinance makes a 36 foot section of Dorset Court no parking at all times - The area being proposed as no parking is along the backside of an apartment building that fronts a dumpster enclosure. Tenants were parking along there making it difficult for trash trucks to get through. It was recommended from Public Services Committee to suspend rules and pass on first reading. Motion to approve (Krause), Seconded (Risavy) and Voted all ayes to forward to Council for passage on first reading.

C.) Items Held in Committee: None

1.) An Ordinance Amending Chapter Six of the Codified Ordinances (Alcoholic Beverages - Section 6-57 Training for Licensees and Employees) - Amends a recent change to Edwardsville Liquor Code to clarify new Beverage Alcohol Sellers/Servers Education and Training (BASSET) Training Requirements(amended from first reading to allow 90 days for completion of training) (Filed for 1 reading at Council 06/01/17 & held at ACS 06/29/17) - The timeframe to get employees BASSET trained is 90 days. If you're serving/selling alcohol, anyone 18 or older is required to be BASSET trained. There was much discussion with the age being limited to 21 or older needing to verify ID's, as many servers are in the 1820 age range. The police department has recently started doing inspections of Some of the liquor license establishments. The Illinois Liquor Control Commission had previously done that but now contracts with our police department to do that. They also do the alcohol compliance checks a few times a year. Committee Stated they want to get this right and that holding it might be the best option So there is time for consideration. There was discussion about having the training sessions more frequent to accommodate more individuals. Motion to hold in Committee (Risavy), seconded (Krause) and voted all ayes.

6. New Business: Alderman Risavy asked about how to move forward with the I-55 sign ordinance. Eric Williams Stated there was a draft put together for review. New Zoning classifications were added. The draft will be distributed to ACS Committee. It was decided that this Will be held off until Teska is done With their review.

7. Next ACS Meeting: Thursday, July 27, 2017 at 5:30 pm at City Hall in Council Chambers.
