The meeting was called to order with prayer by The City of East St. Louis Police Chief Michael Hubbard.

Present: Councilmen: Hamilton-Dean, Eastern Absent: Councilmen: Mosley Sr., Greenwood, Greenwood Mayor Emeka Jackson-Hicks/Present

A motion was made by Mayor Emeka Jackson-Hicks and seconded by Councilmen Robert Eastern III to Suspend The Council Rules. Upon the question of the motion Mayor Emeka Jackson-Hicks called for the roll call vote,

A motion was made by Councilmen Robert Eastern II and seconded by Councilwoman June Hamilton-Dean to approve the minutes. Upon the question of the motion Mayor Emeka Jackson Hicks called for the roll call vote.

Councilmen Robert Eastern III: Reported that the Citizens were complaining about the grass and trash located at Apartment Building - 2600 Bond Avenue, East St. Louis, IL

City Manager Comments:

City Manager Courtney R. Logan expresses his appreciated to the City Council. For today he has been City Manager for one year,

City Council Comments:

Councilwoman June Hamilton-Dean; Thank Courtney R. Logan for the work that he had done as City Manager for the City of East St. Louis. (2) Councilwoman Hamilton-Dean thank

Girthal Clemons for the work done on Terrence Street

Councilmen Robert Eastern III: It has been wonderful working with Councilwoman June Hamilton-Dean. And I thank you for everything you have done. (2) Please look forward to the Peace Festival (3) Grass Cutting this year will be better. We will have 10 Part-time workers helping in the grass cutting. The City Manager has organized someone to spray for mosquitoes. And the City of East St. Louis has purchase three (3) New Trailers and three (3) New Bush Holes.

Mayor Emeka Jackson-Hicks: Monday/April 17, 2017 at 6:30 p.m., we will have a Town Hall Meeting at Morning Star Baptist Church. (2) Restoration of Hope, this is the third project. We will be located at the Gompers Homes Area. We will start April 17, 2017 at 7:00 a.m. we need all the volunteer we can get. (3) Remember The Hope Festival will be June 25, 2017 and the Peace Festival will be June 18, 2017.

a. Ms. Rachael Collins: N/A

b. Ms. Natavia Sanders: She had concerns on the Speed Bumps Information. The Police Chief stated that Speed Bumps can not be place all over the City due to Public Safety Matters. (2) Business Licenses-Have you been convicted of any crime is on the application. Will we be doing background checks on business licenses? It was stated that the City Council will be making a policy for the future.

c. Ms. Dorothy Joshway; She wanted to thank the City Council for doing a good job. She can see some improvements (2) She also stated that she saw some traffic controls.
