City of Fairview Heights City Council met June 6.

Here is the minutes provided by the Council:

The regular meeting of the Fairview Heights City Council was called to order at 7:00 P.M. by Mayor Mark T. Kupsky in the Municipal Complex, 10025 Bunkum Road, Fairview Heights, IL with the Invocation by City Clerk Karen J. Kaufhold and the Pledge of Allegiance by Mayor Kupsky.

Roll Call:

Roll call of Aldermen present: Harry Zimmerman, Pat Peck, Roger Lowry, Ryan Vickers, Bill Poletti, Frank Menn, Joshua Frawley, Pat Baeske and Brenda Wagner. Mayor Mark T. Kupsky, City Clerk Karen J. Kaufhold and City Attorney Kevin Hoerner were also present. Alderman Denise Williams arrived at 7:03 p.m.

Public Participation:

Cleater Wicks - stated that she has lived in the Fox Creek Subdivision for twenty years and that the City has never addressed the flooding problem at her home.

Consent Agenda:

Alderman Peck corrected the May 16, 2017 City Council minutes on page four, Proposed Resolution No. 33-17, by changing "Alderman Peck moved to rescind the first roll call vote taken and to revote" to "Alderman Baeske moved to rescind the first roll call vote taken and to revote" and to change "Seconded by Alderman Peck" to "Seconded by Alderman Baeske."

Alderman Poletti moved to approve the May 16, 2017 City Council Minutes as corrected and the Finance Director's Report. Seconded by Alderman Baeske. Motion carried.

Committee Reports:

Mayor Kupsky announced the Operations Committee will meet on June 7, 2017, 7:00 p.m.

Communications from the Mayor:

Mayor Kupsky announced that the first City Council Meeting in July will be held on Wednesday, July 5th and will be immediately followed by the Operations Committee meeting; Mayor stated that a dedication of the plaza in front of City Hall was held on Memorial Day and also thanked the Parks and Public Works Departments for their hard work constructing the plaza; Mayor congratulated Alderman Frawley on the new addition to his family.

Communications from Elected Officials:

Alderman Poletti also complimented staff on the Memorial Plaza and stated that the ceremony was excellent.

New Business:

Proposed Ordinance No. 16-17, an Ordinance amending Ordinance No. 190, "The Revised Code," Chapter 25, "Nuisances," Article II, Miscellaneous Nuisances, Section 25-2-1 Noise, (2) Radios, Etc. Motion made by Alderman Lowry. Seconded by Alderman Menn. Proposed Ordinance No. 16-'17 was read for the first time.

Proposed Resolution No. 38-17, a Resolution authorizing the spending of Hotel/Motel Funds from the Hotel/Motel Tax Grant Funding Program for the Metro East Chamber of Commerce to perform the Phase III Retargeting Effort ($15,900.00). Motion made by Alderman Poletti. Seconded by Alderman Zimmerman.

Roll call on Proposed Resolution No. 38-17 showed Aldermen Zimmerman, Peck, Lowry, Vickers, Williams, Poletti, Menn, Frawley and Baeske voting “Yea.” Alderman Wagner voting “Nay.” Proposed Resolution No. 38-'17 passed on 9 yeas and 1 nay.

Proposed Resolution No. 38-17 now becomes Resolution No. 4118-2017.

Alderman Wagner moved to table Proposed Resolution No. 39-17, a Resolution authorizing the Mayor to enter into a Sales Agreement with the City of O'Fallon Police Department for the purchase of a FN.308 Special Police Rifle Serial #FN22864 and 200 rounds of.308 ammunition ($1,500.00) to the June 20th City Council meeting. Seconded by Alderman Poletti. Motion carried.

Proposed Resolution No. 40-17, a Resolution requiring the City of Fairview Heights to investigate and ascertain the Prevailing Rate of Wages for Laborers, Workmen and Mechanics employed by contractors or subcontractors in the performance of Public Works Contracts for June 5, 2017 to May 31, 2018. Motion made by Alderman Lowry. Seconded by Alderman Wagner.

Roll call on Proposed Resolution No. 40-17 showed Aldermen Zimmerman, Peck, Lowry, Vickers, Williams, Poletti, Menn, Frawley, Baeske and Wagner voting “Yea.” Proposed Resolution No. 40-'17 passed on 10 yeas and no nays.

Proposed Resolution No. 40-17 now becomes Resolution No. 4119-2017.

Alderman Lowry moved to read Proposed Resolution No. 41-17 and Proposed Resolution No. 42-17 under the Omnibus Reading. Seconded by Alderman Williams. Motion carried.

New Business - continued - Proposed Resolution No. 41-17 and Proposed Resolution No. 42-17:

Under the Omnibus Reading, Proposed Resolution No. 41-17, a Resolution authorizing the Mayor to enter into a Sales Agreement to sell a 2004 Jeep Grand Cherokee, no longer needed by the City of Fairview Heights Police Department; and

Proposed Resolution No. 42-17, a Resolution authorizing the Mayor to enter into a Sales Agreement to sell a 2007 Chevrolet C2500 Truck no longer needed by the City of Fairview Heights Police Department. Motion made by Alderman Poletti. Seconded by Alderman Wagner.

Roll call on Proposed Resolution No. 41-17 and Proposed Resolution No. 42-17 showed Aldermen Zimmerman, Peck, Lowry, Vickers, Williams, Poletti, Menn, Frawley, Baeske and Wagner voting "Yea." Proposed Resolution No. 41-17 and Proposed Resolution No. 42-’17 passed on 10 yeas and no nays.

Proposed Resolution No. 41-17 now becomes Resolution No. 4120-2017 and

Proposed Resolution No. 42-17 now becomes Resolution No. 4121-2017.

Alderman Poletti moved to appoint Gregg Moates to the Planning Commission to fill the unexpired term of Amy Funk, term to expire May 18, 2019. Seconded by Alderman Zimmerman. Motion Carried.

Alderman Poletti moved to reappoint Robert Triplett, Elroy Phillip, and Michael Hagen to the Business Alliance Commission, terms to expire November 17, 2019. Seconded by Alderman Zimmerman. Motion carried.

Alderman Lowry moved to adjourn. Seconded by Alderman Poletti. Motion carried.
